TOR for the

( Capacity Building For the Monitors & Evaluators, Officers and Religious Teachers )

Deputy ministry of Islamicstudies that operates within the Ministry of Education have more than a thousand Madrassas, and Daralhfaz at DarulUloom, which are active within thecountry andhave more than 315,000 students and student are in the process of learning.

Most of the teachers of Madrassas,Daralhfaz,-darul-uloom has Private education, or studied outside of the countryand these teacher s are not familiar with the new methodology of teaching.

With the advancement of technology in the worldupward as new methods and techniques used in the educational system of the world.

Teachers of Islamic educational institutions are not familiar with new methods as they are usingsince past as methods of teaching, the Managers, Officers,Other Employees needs Administration and management seminars for capacity building. Given the new civil service system in order to have a better performance that is required in order to increase capacity and upgrade their capabilities by training workshops and seminars are held.For this reason deputy ministryof Islamic studieshas aplane of seminar in the name of (Capacity building of Members of the supervisory, head of departments and teachers of Islamic educational institutions) for the year1396 in Three zones.

Objective:

1: Capacity building

2: Skills training

3: The exchange of ideas among teachers and staff members

4: Transfer of technical skills and training

5: Method of teaching

6: Best method of teaching management

7: Methods of How to deal with students

8: Familiarity with teaching system

9: Understand the responsibilities

10: Efficiency and effectiveness in education system

11: Learning how to take better exam

12: Better monitoring of student learning teaching methods.

13: Capacity building and management of department managers, head of units, Head masters and officers.

14: Student-centered education system

15: Better implementation of educational programs.

Scope of Work

The workshops will be held in South West region,South Zone,North East Zoneand the teachers from other provinces, central zone can participate. One person from Head of Islamic Education ,Administrative staffDaralhfaz at DarulUloom will be the member of this workshop. The consultants are responsible to teach the teacher in specific field and also provide the separate classes for ladies.

System Transfer of Knowledge :

Learning will be through chapters, projector and other related possible methods and also it depends on the classroom teachers to have an upgrade method to increase the capacity of what methods they use is best.

The Importance of the reporting

During the workshop all the participations individually or group will be evaluated by deputy members of Islamic Education at the end of the workshop. Trainees will pass a general test from the subjects theylearned during the workshop. At the end of the workshop the teacher will submit a thoroughand comprehensive report in which achievements and effectiveness will be indicated. The teachers will make a report for the deputy of Islamic Education and intheir reportthey willhaveto summarize the lessons during the workshop. The consultant is responsible to present a comprehensive report stating the overall effectiveness of workshop. The consultant is responsible to provide transportation to the evaluation committee. The incumbent has responsibilities to provide advance cash payment in order to facilitate the process of training.

Keystaff:

Staffs are divided in two groups Key and non-key staff

1_ Key staff:

Key staff should be the experts in the field of education and having enough experience in delivering Lectures, Holding seminars Training and administrative workshops which are as under:

A:3 Key Expert are required to teach the interpretation of Quran, Hadith ,Principles of Hadith, Faqah, Principles of Faqah, Logic and ManteqSunna .

B: 2key staff is requiredto deliver training in Pedagogy, Teaching Literacy, Planning and evaluation of training.

C: 2 key experts are required to deliver training inAdministration and Management, Management, procurement, leadership, logistic, Finance, Human resource.

D: General Manager for the Seminar.

Non-key staff

A: 1 non-key staff asgeneral co – worker

B: three non-key staff for the arrangement, management of the seminar.

Conditions of employment

Employees that carryout theseminar are divided in three categories and theconditions of employment of each employee are as under:

A: teachers should fulfill the following requirements

1: Specialization in the relevant section

2: By having at least a bachelor's degreein the relevant section

3: 5 years of experience in the relevant section

4:Must be expert in thein the relevant section

B: The general manager who is the head this project must have leadership skills, M&E, and controlling ability.

C: Non-key staffshould be school graduate who are able toassist the project.

Duration of the workshop and payment

Duration and payment schedule as under

South-West Zoneat the first 2nd monthof the contract

South zone at the 4 month of the contract.

North East zone at the 6th month of the contract.

Facilities ByMoE

Moe is not responsible to provide any kind of facilities to the consultant for example.( location facilities, Financial matters in advance, etc.)

The responsibility of MOE is:

1: Three professional personnel fromdeputy Islamicstudies will be assigned in order facilitate the process of training. The expenditure of these three professional personnel will be consultant’s responsibility.

2: The issuance of notificationto the relevant departments anddemand for the introduction of trainees for the training program from the relevantDirectorate.

3: Providing a list of all participantsin the training.

4:Monitoring and controlling during the workshop

5: The formal notification regardingprogress and completion of the seminar program to the procurement, finance and other relevant directorate for issuance installment of contract price.

Subjects in Training

Subjects in training (seminar) will be taught systematically in the following sections.

A: the trainees (teachers) have not familiarity with the modern methodology and most of them are graduates from private religious institutions. For better result the current teacher should be trained in order to provide the best teaching methodology. Subjects will be taught in training as under.

1- Interpretation of QuranTafseer, Hadith ,Principles of Hadith, Faqah, Principles of Fagah, Logic, Balaghat and ManteqSunna.

2-Pedagogy, TeachingMythology, Educational Planning, Evaluation of Education,.

3-Administration and Management, Management, leadership, procurement, logistic, administration & Finance, Human resource Management

Contract’s Installment of Payment.

1-After 15 days of completion of First zone of training, the consultant will be paid 35% of total contract price.

2-After completion of 2nd zone of training, the consultant will be paid 40% of the total contract Price.

3-After completion of 3rd zone of training, the consultant will be paid the rest amount which would be 25% of total contract price.

Consultant ‘sObligations:

The workshop will held in 3 zone South West( Hirat ,Ghor , Badghis , Farah ,Nemroz)South zone (Paktika , Paktia, Khost ) North East( Badakhshan , Takhar , Kondoz, Baghlan ) the time which specify in contract .

A: South West zone:

1: Three authorizedevaluators from Ministry of Education will be assigned to control and regulate seminar agenda, all the Travel expenses form beginning up to end belongs to consultant.

2:For 300 participants of workshop 1000AFN per day for every one for15 day which the total amount is 4500000 AFN will pay by the consultant.

3: Travel expense of all participants which are in the provinces or come from other provinces belongs to the consultant.

4: Stationary, lunch, preparation of meeting, Placeof workshopare responsibilities of consultant.

5: video recording of all program from first day up to end and the availability of one copy of data for Islamic studies are responsibilities of consultant.

6: consultant is responsible to provide all the Necessary equipment’s and stepsfor the workshop.

B: South zone

1: Three authorized evaluators from Ministry of Education will be assigned to control and regulate seminar agenda, all the Travel expenses form beginning up to end belongs to consultant. government is not responsible .

2:For 150 participants of workshop 1000 per day for every one for 15 days which the total amount is 2250000 AFN will pay by the consultant.

3: A travel expense of all participants which are in the provinces or come from other provinces belongs to the Consultant.

4: Stationary, lunch, preparation of meeting, Place of workshop are responsibilities of consultant.

5: video recording of all program from first day up to end and the availability of one copy of data for Islamic studies are responsibilities of Consultant.

6: consultant is responsible to provide all the Necessary equipment’s and steps for the workshop.

C: North East

Three authorizedevaluators from Ministry of Education will be assigned to control and regulate seminar agenda, all the Travel expenses form beginning up to end belongs to consultant.

2:for 200 participants of workshop 1000AFN per day for every one for15 day which the total amount is 3000000 AFN will pay by the consultant.

3: Travel expense of all participants which are in the provinces or come from other provinces belongs to the consultant.

4: Stationary, lunch, preparation of meeting, Place of workshop are responsibilities of consultant.

5: video recording of all program from first day up to end and the availability of one copy of data for Islamic studies are responsibilities of consultant.

6: consultant is responsible to provide all the Necessary equipment’s and stepsfor the workshop.

Evaluation Of workshop

During the workshop all the participations individuals and group will be evaluated by deputy members of Islamic Education and at the end of the workshopand they will pass a general test from the subjects that delivered during the workshop. According these collected data the teachers will make a report for deputy of Islamic Education and this reports will also present the summary of the lessonsdelivered during the workshop. Theconsultant is responsible to provide a report at the end of the workshop for the installment of the contract amount.

Selection method

The procurement methodfor this assignment is Quality and cost based Selection (QCBS).

Funds

According toMaktub number 57 dated 22.08.1395 budget managementof finance department from the budget 1396,the budget for this assignment has been included in the procurement plan. The budget code for this assignment is AFG 270881.
