BLOG SERVICE AGREEMENT
By using or subscribing to blog services you are agreeing to the terms in this agreement. Please read them carefully.

- PACTEC is responsible for hosting and maintaining the Blog service. This includes hosting the domain as well as assuring the site is assessable via the internet. The user is responsible for managing user accounts for the blog as well as uploading and creating all content to be displayed on the blog. - The benefits and rights conferred by this agreement are nontransferable. The use of PACTECnet is limited to the individual or agency that is named on the account, and their designated users.
- Violations of the terms in this Service Agreement or the PACTECLink Acceptable Use Policy are grounds for immediate cancellation of your PACTECnet services and account. PACTEC reserves the right at its sole discretion to refuse or discontinue PACTECnet services to anyone.
- You agree to use PACTECnet in a manner consistent with any and all applicable laws, whether Local or national.
- You are responsible for providing and maintaining all computer, telephone, radio or other equipment necessary to access PACTECnet. You are responsible for all local and long-distance telephone charges for connecting to PACTECnet.
- PACTEC is not responsible for your personal files or data residing on PACTECnet servers. You are responsible for independent backup of your data stored on PACTECnet.
- PACTEC reserves the right to delete your personal files if your personal files obstruct the services of other users, or after one or both parties terminates this Service Agreement.
- PACTECnet services are provided on an “as is, as available” basis. No warranties, expressed or implied are made by PACTEC with respect to PACTECnet services or any information or software therein. You agree that the use of PACTECnet services is at your sole risk. You understand that PACTECnet services rely on many third party products and services over which PACTEC has no control. Under no circumstances shall PACTEC be liable for failure of performance, inability to use, interruptions, or errors, whether or not limited to acts of God.

BILLING AGREEMENT
For PACTEC to start billing your account please fill out this form and return it to:
Submission of this form to the above address indicates your agreement to the following terms and rates:
- Pactec Email subscribers: $12/year
- Almaty News subscribers: $19/year
- All others: $25/year
- I agree to pay annual fee and all other charges incurred by this account at the rate that is in effect for the billing period.
- I will provide payment either by credit card or through “Electronic Funds Transfer” (E.F.T.). Bank approval is required to initiate E.F.T. Approval can take up to 30 days to process.
- All payments are made in U.S. dollars.
- By selecting the credit card billing option, you give PACTEC permission to forward to your credit card issuer all incurred fees and charges.
- By selecting the E.F.T billing option, you give PACTEC permission to charge your bank account for all incurred fees and charges.
- You will be charged the full yearly fee for each year, or partial year, that your account is open. The billing year will run from March 1st until Feb 28th.
- Billing errors must be reported within 60 days to qualify for a refund.
- If PACTEC is unable to collect payment, you have 30 days to resolve the situation or we will regretfully discontinue your service.
- This agreement will remain in effect until you notify PACTEC or your bank in writing, requesting to end this agreement. Notification must be received by the 25th of the month to avoid incurring a charge for the upcoming month.

PACTECLink ACCEPTABLE USE POLICY
The PACTECLink Acceptable Use Policy is intended to help enhance the use of PACTECLink services by preventing unacceptable use. PACTEC reserves the right to remove any material that, in our sole discretion, may be illegal, may subject us to liability, or which violates this Acceptable Use Policy. PACTEC may cooperate with legal authorities in the investigation of any suspected illegal activity. Violations of the terms in this Service Agreement or the PACTECLink Acceptable Use Policy are grounds for immediate cancellation of your PACTECnet services and account.
Prohibited Use:
- Use of PACTEC or PACTECLink services for illegal activities of any kind, including unauthorized use (or attempted unauthorized use) of PACTECLink services or servers, forging header information or user identification information, and software piracy.
- Unauthorized distribution, publication or storage of copyrighted, trademarked or patented material on or over PACTECnet.
- The transmission, publication or storage of materials containing anything pornographic, obscene or libelous on or over PACTECnet.
- The harassment of others on the Internet or on any PACTECnet service.
- Impersonating another user in e-mail or postings.
- The sending of unsolicited mass e-mailings (SPAM) which provoke complaints from recipients.
- The posting of article(s) to a number of newsgroups which provoke complaints from recipients.
- Engaging in the sending or posting of these types of messages from a provider other than PACTECnet and using a PACTECnet service as a mail drop for responses.
- Knowingly transmitting any information or software that contains a virus or other harmful component.
- The obstruction of services to other users.
- Reselling of PACTECLink Service without PACTEC’s authorization.
