Rules of Use
Administration
- City of Van Horne is responsible for all operations of the Community Room.
 
Permitted Uses
- Free Usage – The following functions and activities will be allowed to use the facilities free of charge
 - Committees and Commissions established by the City Council
 - Van HorneYouth Organizations – subject to cleaning deposit
 - BentonCommunitySchool Office – Academic
 - Van HorneNon-profit groups – subject to cleaning deposit
 - Benton County Non-profit groups-subject to cleaning deposit
 - Rental Fees – The following functions and activities shall be subject to usage fees and security deposits
 - Non-Van Horne Groups, Athletics, Youth Organizations, etc.
 - Trade Shows
 - For-profit groups
 - Parties
 - Dinners
 - Fundraisers
 - Social Events
 - Business Meetings
 - Reunions
 - Graduations
 - Music and Drama Performances
 - The Council reserves the right to deny rental of the facility to any interested party, and to rule upon which group is subject to rental fees.

Rental Fees
- Community Room/Kitchen
 - $150.00 up to six hours – additional $75.00 for over six hours
 - $75.00 Cleaning Deposit
 - ½ Community Room/ Kitchen
 - $125.00 up to six hours – additional $75.00 for over six hours
 - $50.00 Cleaning Deposit
 - Community Room/No Kitchen
 - $75.00 – additional $25.00 for over six hours
 - $25.00 Cleaning Deposit
 - ½ Community Room/No Kitchen
 - $50.00 – additional $25.00 for over six hours
 - $25.00 Cleaning Deposit
 
Reservation Procedures
- Reservations will be made with the Van Horne City Clerk.
 - The City Clerk will collect all deposit and rental fees, and obtain a signed rental agreement and indemnification agreement from the renter. Reservations are not guaranteed until this step is completed.
 - The number of hours desired must be stated and paid for at time of reservation.
 - Reservations will be on a first come first serve basis.
 - Only persons 21 years of age or older may rent the facility.
 - A master schedule will be maintained by the City Clerk to alleviate conflicts.
 
Cancellations
- A cancellation fee of $50.00 will be withheld from the rental fee paid, if cancelled five business days or more before the event.
 - No refunds of rental fees will be granted if cancellation occurs less than five business days before the event.
 - All Cleaning deposits will be refunded in full if building is returned to original condition.
 - Under extreme or emergency circumstances the Council may, at its discretion, issue a refund if renter appears before the City Council with his/her request.
 
Deposits, Damages, Clean Up
- A deposit will be required for all rentals, payable along with the rental fee at the time the reservation is made, except where noted above
 - The deposit will be returned if the rented facility is left clean and undamaged and the key is returned within two business days.
 - Deposits are at the discretion of the Van Horne City Council.
 - The facility must be cleaned, vacated, and locked at the end of your time slot. Failure to do so may result in the forfeiture of the deposit
 - When renting the Community Room/Kitchen, you are responsible for removing all garbage when leaving the facility.
 - Renter is responsible for any damages done to the facility above and beyond cleaning deposit.
 
Keys
- Renters are responsible for locking and unlocking the facility for their event.
 - The key must be returned to the City Hall at the end of your rental.
 - If the key is not returned in a timely manner, the person signing the rental agreement will be charged the actual cost of re-keying the center and replacing all keys.
 
Prohibitions
- Smoking is prohibited inside the CommunityBuilding.
 - No illegal substances, firearms, weapons, propane tanks, or other dangerous materials are allowed inside the CommunityBuilding.
 - No items may be borrowed or removed from the Community Center.
 - No decorations may be affixed to the walls, ceilings, etc. of the Community Room.
