Rules of Use

Administration

  1. City of Van Horne is responsible for all operations of the Community Room.

Permitted Uses

  1. Free Usage – The following functions and activities will be allowed to use the facilities free of charge
  2. Committees and Commissions established by the City Council
  3. Van HorneYouth Organizations – subject to cleaning deposit
  4. BentonCommunitySchool Office – Academic
  5. Van HorneNon-profit groups – subject to cleaning deposit
  6. Benton County Non-profit groups-subject to cleaning deposit
  7. Rental Fees – The following functions and activities shall be subject to usage fees and security deposits
  8. Non-Van Horne Groups, Athletics, Youth Organizations, etc.
  9. Trade Shows
  10. For-profit groups
  11. Parties
  12. Dinners
  13. Fundraisers
  14. Social Events
  15. Business Meetings
  16. Reunions
  17. Graduations
  18. Music and Drama Performances
  19. The Council reserves the right to deny rental of the facility to any interested party, and to rule upon which group is subject to rental fees.

Rental Fees

  1. Community Room/Kitchen
  2. $150.00 up to six hours – additional $75.00 for over six hours
  3. $75.00 Cleaning Deposit
  4. ½ Community Room/ Kitchen
  5. $125.00 up to six hours – additional $75.00 for over six hours
  6. $50.00 Cleaning Deposit
  7. Community Room/No Kitchen
  8. $75.00 – additional $25.00 for over six hours
  9. $25.00 Cleaning Deposit
  10. ½ Community Room/No Kitchen
  11. $50.00 – additional $25.00 for over six hours
  12. $25.00 Cleaning Deposit

Reservation Procedures

  1. Reservations will be made with the Van Horne City Clerk.
  2. The City Clerk will collect all deposit and rental fees, and obtain a signed rental agreement and indemnification agreement from the renter. Reservations are not guaranteed until this step is completed.
  3. The number of hours desired must be stated and paid for at time of reservation.
  4. Reservations will be on a first come first serve basis.
  5. Only persons 21 years of age or older may rent the facility.
  6. A master schedule will be maintained by the City Clerk to alleviate conflicts.

Cancellations

  1. A cancellation fee of $50.00 will be withheld from the rental fee paid, if cancelled five business days or more before the event.
  2. No refunds of rental fees will be granted if cancellation occurs less than five business days before the event.
  3. All Cleaning deposits will be refunded in full if building is returned to original condition.
  4. Under extreme or emergency circumstances the Council may, at its discretion, issue a refund if renter appears before the City Council with his/her request.

Deposits, Damages, Clean Up

  1. A deposit will be required for all rentals, payable along with the rental fee at the time the reservation is made, except where noted above
  2. The deposit will be returned if the rented facility is left clean and undamaged and the key is returned within two business days.
  3. Deposits are at the discretion of the Van Horne City Council.
  4. The facility must be cleaned, vacated, and locked at the end of your time slot. Failure to do so may result in the forfeiture of the deposit
  5. When renting the Community Room/Kitchen, you are responsible for removing all garbage when leaving the facility.
  6. Renter is responsible for any damages done to the facility above and beyond cleaning deposit.

Keys

  1. Renters are responsible for locking and unlocking the facility for their event.
  2. The key must be returned to the City Hall at the end of your rental.
  3. If the key is not returned in a timely manner, the person signing the rental agreement will be charged the actual cost of re-keying the center and replacing all keys.

Prohibitions

  1. Smoking is prohibited inside the CommunityBuilding.
  2. No illegal substances, firearms, weapons, propane tanks, or other dangerous materials are allowed inside the CommunityBuilding.
  3. No items may be borrowed or removed from the Community Center.
  4. No decorations may be affixed to the walls, ceilings, etc. of the Community Room.
