Proposed CDBG-R Substantial Amendment #2 to the Consolidated Plan 2008 Action Plan

Jefferson County, Alabama, and a consortium of municipalities located within JeffersonCounty (excluding Birmingham, Bessemer, Hoover, CountyLine, West Jefferson, Sumiton, Argo, and Helena), received from the U.S. Department of Housing and Urban Development an annual grant for the 2008 Program Year from the Community Development Block Grant program, HOME program, and the Emergency Shelter Grant program.

Pursuant to the requirements of the Housing and Community Development Act of 1974, as amended, Jefferson County, Alabama is hereby publishing the Proposed CDBG-R Substantial Amendment to the Consolidated Plan 2008 Action Plan. The Final CDBG-R Substantial Amendment to the Consolidated Plan 2008 Action Plan will be developed after receiving citizen comments and views at a public hearing to be held on Tuesday, November 9, 2010, at 2:00 p.m. at the Jefferson County Courthouse,716 Richard Arrington Jr. Blvd. North, Suite A-420 (Downtown Birmingham). Special accommodations are available, upon request, for those with disabilities. The Proposed CDBG-R Substantial Amendment #2 to the Consolidated Plan 2008 Action Plan has been developed so as to give maximum feasible priority to activities which will principally benefit low and moderate income persons and families. In addition, the projected use of funds is consistent with JeffersonCounty’s goal of:

a)Stabilizing low and moderate income neighborhoods located in consortium cities and unincorporated JeffersonCounty;

b)Providing safe and affordable housing;

c)Providing jobs for low and moderate income persons and families; and

d)Improving the economic life in JeffersonCounty by encouraging business development.

The purpose of CDBG-R SubstantialAmendment #2 is to modify in the Consolidated Plan 2008 Action Plan theCDBG-R funding under the American Recovery and Reinvestment Act of 2009. The purpose for CDBG-R funds under CDBG-R SubstantialAmendment #2 is to reduce the current rate of foreclosures as well as addressing other legal needs of low and moderate income households; to improve energy efficiency (primary emphasis) and a green environment in the homes of low and moderate income home-owners under the Jefferson County Housing Emergency Grant Program and to improve job opportunities by offering childcare care services which will enable low and moderate income households to keep or find employment opportunities.

Activities to be Undertaken:

(1) Legal Aid: This activity willprovide assistance to Legal Services Alabama to provide foreclosure prevention and, through CDBG-R SubstantialAmendment #2,other legal services to low and moderate income households will be considered eligible.

(2) Job Retention: This activity will provide assistance to ChildCare Resources which provides child care to low and moderate income families thus enabling household adults to maintain existing jobs and under CDBG-R SubstantialAmendment #2 to find new jobs.

(3) Improve energy efficiency (primary emphasis) and a green environment in the homes of low and moderate income home-owners under JeffersonCounty’s Housing Emergency Grant Program. Under CDBG-R SubstantialAmendment #2 miscellaneous home repairs designed to improve the energy efficiency and overall environment for the homeowner will be considered eligible.

(4) Housing Program Delivery: Direct program delivery costs for JeffersonCounty’s Housing Emergency Grant Program.

(5) Administration: a) Eligible Pre-Award Administrative Costs for Jefferson County, Alabama – Those costs directly related to preparing the application for submission to HUD. b) Eligible Administrative Costs – (1) Accounting for use of grant funds; (2) Preparing reports to HUD; (3) Program audits; (4) Administering the grant; and (5) Staff salaries and training for staff who will administer the program and for case managers. c) Administrative Costs – 10 percent maximum to the grantee and its sub-grantees.
