NOTICE INVITING TENDER (NIT)

(BIDDING DOCUMENT NO. TCE-4796A-F-GB-403)

(DOMESTIC COMPETITIVE BIDDING)

1.0Sealed rate bids are invited by Biomass Energy for Rural India Project under single stage two bid system (Part-I i.e., Techno commercial bid and Part II i.e., Price part) from competent agencies with sound technical and financial capabilities, fulfilling the qualifying requirements as stated hereunder for following works for Biomass Energy for Rural India Project at Boregunte Village and Seebinayana Palya of Madhugiri Taluk in Tumkur District.

2.0The bidders who intend to participate in any one or both the works shall meet the following qualifying requirements;

a)The bidders should have completed a similar work (ie civil works consisting of brickwork, RCC, Structural steel, and Architectural works in any industry) of value not less than Rs. 50 lacs in one single contract during the last three years.

b)The annual turnover of the bidder shall not be less than Rs. 1 Crore in atleast one of the proceeding three years ie., 2003-04, 2004-05 and 2005-2006.

3.0Bidding document can be purchased on any working day from 9-10-2006 to 14-10-2006 (Monday to Friday) between 11-00 Hrs to 16-30 Hrs from BERI office, Forti Campus, Doresanipalya (Arakera Mico Layout), Bannergatta Road, Bangalore-560076 on written request and upon payment of non refundable document fee of Rs. 1000/- (Rupees one thousand only) payable through crossed demand draft in favour of BIOMASS ENERGY FOR RURAL INDIA Project or cash). Request for sending bidding document by post / courier or any other mode shall not be entertained. Bid document is to be used only by the purchaser.

4.0Bids will be received by Project Coordinator, BERI project, Forti Campus, Doresanipalya (Arakera Mico Layout), Bannergatta Road, Bangalore-500 076 up to 15-00 Hrs on 28-10-2006. Technical bids shall first be opened and scrutinized for pre-qualification. Time and date of opening of price bids shall be intimated only to qualified and techno commercially acceptable bidder(s) at a later date. Bids must be accompanied by Earnest Money Deposit (EMD) as mentioned above in the form of Demand draft in the name of the Biomass Energy for Rural India Project from a scheduled / Public sector Bank or in the form of Bank Guarantee from any scheduled / public sector Bank. Bids not accompanied with requisite EMD, shall be considered as non-responsive and such bids shall be rejected.

5.0The bidder shall furnish documentary evidence by way of copies of work orders, completion certificates of previously completed jobs and Audited Balance sheets including Profit and Loss Account statement along with the Bid to establish his experience and track record meeting qualification criteria. Further, the bidder shall submit all documents as specified in bidding document.

6.0Bidder shall ensure submission of complete information / documents in the first instance itself. BERI/TCE reserves the right to complete the evaluation based on the details furnished by the agencies without seeking any subsequent additional information. Bids not in compliance with bidding document or with incomplete information/documents are liable for rejection.

7.0Bidder submitting their bids should not be under liquidation, court receivership or similar proceedings. Also the financial net worth of the bidder shall not be negative.

8.0BERI/TCE shall not be responsible for any costs or expenses incurred by Bidder in connection with the preparation or delivery of bids, including costs and expenses related with visits to the site.

9.0Bids received late due to any reason whatsoever shall be rejected.

10.0BERI/TCE reserve the right to reject any or all bids received without assigning any reasons.

11.0Canvassing in any from by the agency himself or by any other agency on their behalf may lead to the disqualification of their bid.

12.0Clarification, if any can obtained from project Coordinator of BERI project or TCE Consulting Engineers Ltd., 3 73/1, St.Marks Road, Bangalore-560 001 citing reference of bidding document no.
