Mr. Yeong is currently a Deputy Director with IDA International responsible for Global Partners and Alliances.

Mr. Yeong started his career in Accenture ( and was principal in the formation of the Firms’ regional financial services group. He was involved in numerous projects in the Financial Services and Government area, including ICT transformations of national banks and financial institutions in developing countries. He has worked / travelled extensively throughout the world in the US, Europe and Asia Pacific including China, Hong Kong, Korea, Japan, Thailand, Indonesia, Malaysia, Australia and Singapore.

He has also worked at General Electric Information Systems and Stratus Technologies, overseeing the expansion of both company’s solutions and services into regional client accounts across Asia Pacific through a proactive partners and alliance business engagement model.

Mr. Yeong was headhunted to be the Global Marketing Head for System Access and directed global marketing and partners programs across System Access offices and partners in Asia, EMEA and the US, prior to its acquisition by SunGard ( a US$4B IT services company.

He also has a passion in education and sports, and was also a founding principal of the world’s first award-winning preschooler golf education franchise ( that has grown from 4 kids in a garage to multiple schools around the world including the US.

Mr. Yeong graduated from the National University of Singapore with a Bachelor of Science (Information Systems and Computer Science).

Ms. Joyce WONGis one of the pioneer members of novaCITYNETS and has been with the company since its inception in 1995. She has held various portfolios during her stint with the company. She has been overseeing Business Development for Singapore and the region and presently is the Executive Vice President (General Manager) of novaCITYNETS. With her present portfolio, she oversees both Business Development and Operation for novaCITYNETS. Under her charge, several major projects were closed. One of which is the nationwide CORENET e-Submission System for Singapore.

Mr. TAN Sian Lip is the Vice President of Solutions & Technology in CrimsonLogic. In his role as the head ofSolutions, he drives CrimsonLogic’s partnership with governments for exploring their needs andcrafting effective and appropriate eService solutions so that they may better serve their citizens. AsHead of Technology, he promotes CrimsonLogic’s technological vitality so as to sustain its ability toharness cutting-edge technology in service of its customers’ needs.

Prior to joining CrimsonLogic, Sian Lip worked in the Monetary Authority of Singapore (MAS) wherehe was responsible for security guidelines for mobile banking and payments, and financial sectorinfrastructure for trust and network-enabled services. Before MAS, he was a vice-president at aleading Singapore banking group where he was responsible for IT support, development, andstrategy in trade finance, international payments, local inter-bank payments, loans administration,and international branches. He was also the group’s Y2K project manager where he managedthe group’s preparations for the millennium rollover.In addition to work in the banking sector, Sian Lip has also spent a decade carrying out researchand development in artificial intelligence and computational linguistics at the InformationTechnology Institute and the Institute of Systems Science - both of which have been subsumedunder the Laboratory for Information Technology.

Sian Lip holds a Masters of Business Administration (Banking & Finance) from the Nanyang BusinessSchool, a Masters in Computer Science from the National University of Singapore, and a Bachelorsdegree with distinction in Computer Engineering from Iowa State University.

Mr. NG Beng Lim, of CITPM (Senior), COMIT (Senior), PMP background, has more than 20 years of experience in the IT industry. He has worked in various IT disciplines inclusive of mainframe systems, Windows/Unix system administration, network/facilities management, application development and systems integration. He has extensive experience in project management and outsourcing management for large scale projects in the Education and Healthcare industries. He also engaged in e-Government consulting projects in countries such as Hong Kong, Taiwan, Mauritius, Kuwait, Oman, Saudi Arabia and Sri Lanka.

Besides being PMP certified, he was also among the pioneer batch of Senior Certified IT Project Managers (Sr CITPM) certified by the Singapore Computer Society in 1998. He sits in the Board of Assessors for CITPM and COMIT.
Beng Lim currently heads the Global e-Government office in NCS Pte Ltd, where his team of IT consultants actively seeks out new technologies, evaluate their suitability for industry solutions and consult on e-Government masterplanning initiatives for customers.

Mr.NG Hua Chong is a Director of Business Development of Ecquaria Technologies Pte Ltd. He joined the Company in July 2008 and is responsible for covering the business development for overseas market.

Prior to joining Ecquaria, he was the Director, Projects for the Singapore Cooperation Enterprise (SCE), a unique entity set up in May 2006 by the Ministry of Trade and Industry, and the Ministry of Foreign Affairs of Singapore, to share Singapore’s wealth of experience in public sector development with interested foreign parties. SCE is the focal point of access to the expertise residing across Singapore’s 15 ministries and over 60 statutory boards. Mr NG is responsible for projects developmentin China and Asia.

Prior to joining SCE, Mr Ng was with the Ministry of Trade and Industry (MTI), as a Senior Assistant Director in the International Business (IB) Directorate, where he was handling the China Affairs. The job scope included assisting the Ministry in handling political correspondents between Singapore and China, as well as formulating policies regarding the issues with the two countries.

Mr NG was awarded a scholarship by the Ministry of Defence in 1988, and graduated from the National University of Singapore (1992) with a Second Class Honours majoring in Chinese Study.

Mr. Rajesh Sreenivasan is a Partner at Rajah & Tann LLP’s iTec Practice Group (intellectual property, Technology, entertainment and communications). He advises clients on matters relating to telecommunications, electronic commerce, IT contracts, digital forensics and digital media for over twelve years. His clients include state governments and multinational corporations in the telecoms, computer hardware and software sectors government linked companies and statutory boards. On the regional front, Rajesh has been engaged by the ASEAN Secretariat to facilitate a pan-ASEAN forum on legislative and regulatory reforms to collectively address convergence of IT, telecoms and broadcasting across all 10 member countries and by the Commonwealth Secretariat to co-lead an e-government capacity building exercise involving all member Caribbean nations.

Rajesh has further assisted the telecoms regulator in Brunei on formulating Brunei’s telecoms licensing regime which included a regulators handbook, telecoms licences and a competition regime. On the international front, Rajesh has been recently engaged by the World Bank to review IT legislation in Mongolia. The World Bank has also engaged his services to lead and conduct an electronic commerce legislative benchmarking exercise involving over 20 East Asian and Pacific nations and in 2006 he was engaged by the World Bank to assist in eASEAN advisory matters.

Rajesh has been engaged by the Ministry overseeing ICT in the Kingdom of Lesotho, Africa to draft its ICT legislation. He was jointly engaged in 2007 by the World Bank and the UNDP to assist the Islamic Republic of Afghanistan in drafting its ICT laws and the national data centre regulatory policies. Rajesh has in addition advised state authorities in Fiji and Canada on regulatory compliance and statutory interpretation matters.

From a legal-commercial perspective, Rajesh has assisted leading organisations in Malaysia and Indonesia in drafting and negotiating complex IT procurement contracts, shared services and outsourcing arrangements.

In the telecoms sector, Rajesh has structured complex IT and telecoms infrastructure procurement agreements based on traditional and PPP models and was the lead telecoms lawyer in the first MVNO arrangements in both Singapore in 2002 and in Malaysia in 2007 as well as lead counsel for one of the largest domestic submarine cables, the US$1.5 billion Palapa Ring project in Indonesia. He has often been engaged by numerous telecoms service providers and equipment manufacturers to secure telecoms regulatory clearance in Singapore and the Asia-Pacific region for over 10 years.

On the public front, Rajesh lectures, presents papers, conducts seminars and discussions regularly at international forums on IT, digital media, digital forensics, telecoms and other issues related to the new economy. His views on IT and telecoms have been sought on numerous occasions by the local and international media.
