Minutes of theOrdinary Meeting of the Panel held on Wednesday,3rd November 2010 in SBC Chamber, Duns.

1.PresentwereColin Baxter, Pip Chandler,Keith Hall, Ian Jarvie, Dave McKinley,David Morrison, Frances Renton and Laurie Woodtogether withPCs Justin HulfordandRonnie Richardson.

2.Apologieshad been received fromJohn Gibson, John Lamont, Paul Richardson,PC Jamie Stewart and Jim Watson.

3.Welcome –Keith welcomed everyoneto the meeting.

4.The minutes of 1st September 2010were approved,proposed byRonnieand seconded byFrances.

5.Matters Arising

Student Packs –Pip is awaiting Paul Richardson to contact her with details.

Emergency Services Display –Ellemford Show was very successful using the topic of Farm Watch. It was decided to ‘book’ for next year – the 125th anniversary. Paxton too will be attended but we will need to ‘theme’ our efforts next year.

Neighbourhood Watch –no report but it was thought that the community police officers who visit community councils could promote the formation of NW Schemes – however, as the crime rate is generally low in our area, any organisation really needs to have another aim, perhaps with an environmental bent – acting Chief Inspector Simpson is to be approached.

Blue Light Events –no report.

Joint Panel –still no minutes from the 18th August – Paul to be asked to copy JCSP minutes to Ian.

Bogus Caller – the successful programme of talks goes onand work continues on obtaining material for the ‘no calling zones’ pilot underway in four Coldstream sites, Ayton, Hutton and Paxton.

Gear up for the Winter – Keith has priced cross-over fluorescent belts, adult size, at £7.52 eachso making it too costly a project for us to undertake – it was decided to look at the cost of high visibility waistcoats.

Perspex Leaflet Holders –Frances is to speak with Jean Robertson at SBC for ideas.

Equipment Purchase – Dave has made a successful application to Black Hill Community Fund to meet half the cost of a laptop and projector – Keith will find out from Andy when the equipment is likely to be delivered – thanks were expressed to the Black Hill Community Fund for their support.

Karen Balfour Award – this very successful event took place last Wednesday at Berwickshire High School – Frances will take our comments to debriefing meeting.

Useful Telephone Numbers – as few suggestions have been provided by members no progress has been made but Keith asked that everyone mark up their copy of the existing sheet and get them to Ian asap so he can produce a draft for our next meeting.

Membership Review –the current list of members receiving agendas and minutes was scrutinised and updated.

WOOFs – Laurie had obtained costs that were higher than expected – Frances will speak with Linda Cornwall about the possibility of a Community Grant Scheme application to meet the cost of 10,000 bags for a pilot project – Ian will produce some Artwork for the bags – Frances, Laurie, Keith and Ian will progress any order should funding become available – Laurie and Dave are to speak about dog fouling with Ayton Primary School pupils soon and organise a poster competition where all 49 entries will be laminated and placed on lampposts in the village – the question of whether the name of the scheme should be registered was discussed and Dave offered to seek advice.

Charitable Status – no progress to report.

6.Financial Report

Frances reported no change save the cheque from Black Hill Community Fund and some raffle money from the Karen Balfour Awards evening – full report for next meeting.

7.Any Other Business

Mention was made of the “race to infinity” BT website where anyone supporting the introduction of decent broadband is invited to vote for their telephone exchange.
