Minutes of the Planning Advisory and Highways Committee meeting held on 3rd June 2013 in the Skyrm Room, Public Hall, Beaminster at 7.00pm.

429 PRESENT: Cllr P Elliott (Chairman), Cllr Mrs V Baldwin, Cllr Mrs R Beeny, Cllr G Berry,

Cllr P Body, Cllr Ms A Cameron, Cllr R Cheeseman and Cllr Mrs S Samuel also the Town Clerk, District Councillor Mrs C Payne and two members of the public.

430 APOLOGIES FOR ABSENCE:-

Apologies for absence were received from Cllr Mrs R Knox, Cllr Mrs J Page and Cllr Turner.

431 ELECTION OF CHAIRMAN

Cllr Elliott was duly elected Chairman for the ensuing year.

432 ELECTION OF VICE CHAIRMAN

Cllr Body was duly elected Vice Chairman for the ensuing year.

433 MINUTES OF THE PLANNING MEETING HELD ON 7TH MAY 2013

The minutes of the Planning Advisory and Highways Committee meeting held on 7th May 2013 having previously been circulated were confirmed and signed by the Chairman as a correct record.

434 DECLARATIONS OF INTEREST

Cllr Mrs R Beeny declared a personal interest in agenda item 6 (a) (ii) – 1/D/13/000564 – 71 Fleet Street.

435 PLANNING MATTERS

a. APPLICATIONS

The following were considered:

(i) No: 1/ D/13/000465 (FULL) THE PADDOCKS, HOLLYMOOR LANE

(iv) No: 1/D/13/000645 4-6 HOGSHILL STREET

Variation of condition 2 of Planning

Permission 1/D/10/001125 to change opening hours to 8am to 9pm Monday to Sunday and to open Bank Holidays

Whilst members had no objections in principle to the variation to the opening hours, the Town Council RECOMMEND REFUSAL in order to protect the amenity of neighbouring residential properties (Policy AH8a) based on the memorandum issued by the Public Health officer that not all of the conditions of Planning Permission 1/D/10/001125 have been fulfilled.

b. APPROVALS

Members NOTED the detail of eight planning consents granted by West Dorset District Council since the last meeting.

c. AMENDED PLANS

Members NOTED the detail of amended plan in respect of Application No. 1/D/13/000266

– 101 Gerrards Green.

436 PLANNING CORRESPONDENCE

There were no items of planning correspondence.

437 PUBLIC TRANSPORT LIAISON OFFICER

Cllr Mrs V Baldwin advised that the following issues had been reported at a recent meeting of WATAG:

·  X53 was now a two hour, commercially operated service, slight timing adjustments had been made to prevent the two buses meeting in Lyme Regis and causing an obstruction

·  No 47 timetable had been adjusted

·  No 31 the 9.55am service from Weymouth had been re-instated

·  No 40 had been re-routed the opposite way now going to Bridport Hospital via Court Orchard

·  Damory were not equipped for ‘real time’ information and the audio destination in some buses were not accurate

Cllr Mrs S Samuel reported that:

·  ‘real time’ bus information was now available at Yarn Barton Centre between 7.00am – 7.00pm

·  South West Trains were no longer publishing timetables – some discussion ensued and it was AGREED to question the decision.

438 PUBLIC RIGHTS OF WAY OFFICER

Cllr Mrs R Beeny advised that clarification had been sought from the Public Rights of Way

officer as to the route of the footpath at Edmund Coombes Coppice and it had been

confirmed that the path, although on the edge, did in fact run through the woods.

The condition of the two footpaths at Two Rivers would be reported to the Public Rights of Way

Officer. The Chairman put forward the suggestion that a water height marker post should be

installed to indicate how depth of lying water on the footpath.

439 HIGHWAY ISSUES

a. Highway Signage

The Town Clerk advised a complaint concerning the fingerpost sign in the Square

which, having sustained some impact damage, appeared to direct traffic to Crewkerne via

Fleet Street had resulted in the suggestion that the Town Council may wish to consider

sponsoring signs to deter inappropriate use of particular local roads. Following due

consideration it was AGREED to cover the finger post arm in question.

Attention was drawn to the lack of some ‘street signs’ and the Town Clerk was asked to

pursue with the Highway Authority.

The Town Clerk was ascertain when the hole in North Street would be filled in.

Under this heading Cllr Mrs V Baldwin reported that she had been asked to co-ordinate the

Community Speed Watch Scheme. She advised there were seven volunteers and that

PCSO Alex Bishop was currently trying to obtain funding to purchase the necessary

equipment.

c. Parish Lengthsman

The Town Clerk was asked to instruct the lengthsman to cut back the vegetation in Hams

Lane.
