Weeds, Weeds Everywhere: If you're like most of us, the adverse winter weather has blown some uninvited items into our yards -- weed seeds. And now, that the weather is improving, weeds are popping up all over and beginning a new life cycle. If anyone has a remedy that works for weeds and red clover -- short of contracting with a lawn service -- let us know and we'll get it out to all of our HOA members.

Beach Patrol: Norfolk Police plan to begin patrolling the beach around May 1st. Expect to see two officers together (safety reasons) as they patrol the beach. Feel free to stop them and report any concerns you may have from dogs on the beach to persons on the jetty.

Ocean View Park: Ocean View Beach Park will begin its "Summer 2010 Music and Dancing by the Bay" on May 30th. A partial schedule of events is attached (attachment 1).

Informal Vendor List: If you have had good experiences from a service vendor, please let your neighbors know. We'll be happy to add your recommended vendor to our informal community list and put it on our website. Check our March 2010 newsletter for complete details.

Volunteers Needed: "If you can spare a few hours to support your community, please contact any of the 2010 Board members."

Mayor’s Ocean View Task Force: A summary of the March meeting follows:

  • Home-a-rama -- Will be held October 2-17 and include 16 or 17 new homes near the front of East Beach south of Pleasant Ave and north of Pretty Lake Avenue. East Beach did report that they were trying to work around the numerous "water oak trees" on the grassy knoll and retain them in the revised building plans.
  • Ocean View Park -- See article above.
  • Emergency Sand Replenishment of Willoughby area beach dunes damaged by recent Nor'easter are underway and going well.
  • Library Update -- New Mary D. Pretlow Anchor Branch Library is enjoying tremendous success. If you haven't visited the new Ocean View library yet, please stop by and see what it has to offer -- you might be surprised.
  • Physical Condition of Public Beach Walkways will receive their spring inspections in April to ensure their safe condition for summer activity. These inspections will include the public walkway within Bay Breeze Point.
  • Police Report -- Norfolk Police report a reduction in all crimes including violent and property. Police have engaged in new tactics to reduce crime and keep potential criminals out of our area. However, individual inputs and help has made their work and success easier. If something looks out of the ordinary to you, notify the police and let them sort it out -- feel free to use 911, if threatened.

Board of Directors (BOD) Update:

The BOD held its April meeting on April 19that the Ocean View Branch of the “Bank of the Commonwealth” @ 1901 Ocean View Ave, Norfolk, VA. Quick recap of several BOD discussion items follow:

  • ARB -- The BOD discussed avenues to enhance the ARB process to ensure timely and coordinated actions.
  • HOA Complaint Procedure -- The Virginia Property Owners' Association Act includes provisions for HOA to use to establish procedures for dealing with complaints from homeowners. The BOD discussed and approved a procedure for BBP that complies with Commonwealth of Virginia guidance (see BBP BOD Resolution # 41910-1, which is posted on our community website).
  • Payment of Annual HOA Assessments -- The BOD approved a change in annual HOA assessment payments during its March 2010 meeting. This new procedure was converted into a formal BBP BOD Resolution and was approved (# 41910-2 is posted on our community website). This resolution deletes the option of quarterly HOA annual assessment installments and replaces it with one annual HOA assessment payment that will due on or before the last day of January of each year.

The May BOD meeting will begin at 6:00 PM on May 17th --- at the Ocean View Branch of the “Bank of the Commonwealth” @ 1901 Ocean View Ave, Norfolk, VA.

Group Updates:

ARB: Several ARB actions are underway: one involving landscaping and another involving a request for approval for a shed.

Bunco: The Bunco Babes'April 6thmeeting was hosted by Cindy Black. The next Bunco Babes meeting will be hosted by Mary Bergman on May 4th.

Decorations Club:No report this month.

Social Club: No report this month.
