Basketball Rules Gazzette 2011-2012 – Preseason Volume 5 point 0h
All – The Gazette will continue for the 2011-2012 season. You can send me plays, questions, or comments at I will do my best to get the correct answer or interpretation. This is the last pre-season gazette. I’m calling everything going forward the “Regular Season”. Foundation Games are next Monday 11/28 & once those are completed we are “In Season”. League Play starts in January. But when we get the games that include a game fee, the Season has begun.

Greg, there is a Week 3 Quiz error
Question #7 says player control exists when a player is holding a live ball. It is actually when a player is holding a live ball “inbounds”. If a player is holding the ball out of bounds during a throw in the ball is live but there is not player control…only team control. Just a clarification as that is relevant with the new rule change on team control during throw in’s.
My Response
Question 17 on 100 point exam (is this the same question??) “A player is in control when he / she is holding a live ball”. The answer is A for True.
Rule 4-12 Art 1 says “A player is in control when he/she is holding or dribbling a live ball. There is no player control when during a jump ball, a jumper catches the ball prior to the ball touching the floor or a non-jumper, or during an interrupted dribble”.
The ‘inbounds’ portion of the statement, “holding a live ball inbounds” is no longer part of the rule book.
Lastly, if you read the comments on the rule changes on page 71 of the Rule Book – it says in part “Several definitions were changed…..By changing the definition of player & team control to include a throw-in, greater consistency……”
I rest my case your honor. Guilty as charged of being in player control during a throwin holding a live ball……………

OK, so this past weekend I dug out my gear, ran the inventory, and went on-line & ordered a few things. I prefer to shop that way. For those of you who miss doing business with Christine of “The RefShop”, you can find her on her website which is I emailed her and she asked me to let everyone know that if you use the code NCOA11 that you can get free shipping on your order. Lastly, if you need the NFHS patch for your jacket – you can find them at Refshop. To my knowledge, that is your only current source. I don’t believe shipping will be covered if that is your only purchase, however. You can find the patches ($4.95 ea) there by selecting Basketball & then Accessories.
So, continuing on with getting ready for another season, I take a look at my pregame & dust it off and revise it as needed. We have a few new things to consider every season and it’s good to have these handy & review them in your pre-games. I suggest that everyone print a copy of the 2011-2012 Basketball Rules Changes. This is available on Arbiter under NFHS Main when you switch views. We’ve talked a great deal in classroom meetings on the changes for this year. This year’s Rule Change file also includes two Mechanics Changes. One is simply making an official mechanic out of what has been a common practice. It is now officially a mechanic when indicating to the timer when to start the clock on a time-out. The second new Mechanic is the “Trail Chop” mirroring the Lead on starting the clock when the Lead is administering the throw-in on the offensive end-line. For some reason, this is a difficult mechanic to pick up & use. It has been used collegiately on the Women’s side for a few years now & has been a High School 3 Person mechanic & is now used on a Crew of 2. Talk about this in your pre-game & come up with a key as a reminder. As Lead, I will get set to hand the ball off & give you a stare – I sort of lean at my partner & stare. I’ve already discussed it in the pre-game & told my partner that this is the key to remind him/her if I don’t see the hand in the air. We’ll all have this down in a few games – just work at it.
To those who have asked me about getting the “New Terminology” into the gazette that the CDC introduced during the On Court Meeting / Training last week. Be patient – I discussed it with Drew and he plans to post it on the Website shortly.
In Closing, the 2011-2013 Mechanics Points of Emphasis are
- Reporting Area
- Proper Signaling
- Substitutions
- Game Awareness
- Fighting
I strongly suggest that we all go on line & review the Mechanics Manual & study up a little. Make sure that you know where the Reporting Area is. We all get sloppy in the off-season & reporting follows suit. No more 2 hand reporting on the move – get to the right place, stop, report one handed. I was a little bit surprised that Substitutions are in here – give that a read & get substitutions done efficiently & correctly. Game Awareness is huge, and, in my opinion is right up there with Game Management as two things that are ALWAYS noticeable on the higher echelon officials in any group. The last POE is fighting. My hope is that we all can get through the season without one. If it happens, know what the ramifications are. The penalties will vary depending on who gets involved, if they were in the game or came off the bench, what they did, etc. Know what to do if a fight happens in your game.
