The Barracuda Swim Club invites you to attend our annual Model City Invitational. The first Model City Invitational was held in Kingsport, Tennessee, the "Model City", in 1959. Throughout the years and at different venues in town, this meet gained a reputation as one of the premier summer meets in the region. The meet was discontinued after the 2006 season due to deteriorating facilities. With the opening of the new Kingsport Aquatic Center, and with the sponsorship of Bank of Tennessee, the Model City Invitational was reestablished. With a great venue for promoting fast swimming, the meet was a huge success. We welcome you to be a part of this fast, fun event in 2016.
This meet will be conducted under the auspices of Southeastern Swimming, Inc. of USA Swimming. USA Swimming technical rules and regulations will be followed with the exception of items specifically addressed in the meet information. LOCATION: Kingsport Aquatic Center 1820 Meadowview Parkway, Kingsport, TN

FACILITIES: Indoor 50 meter pool. Competitor lane lines. Automatic timing system with scoreboard. Water depth is 13' at the start end of the competition course and 5' deep at the turn end. Daktronics timing system. Custom starting blocks with adjustable wedge mounting, raised spectator seating. The competition course has been certified in accordance with 104.2.2C(4).
The Outdoor Water Park will be reserved exclusively for meet swimmers, families, and coaches from 6:30-8:30 PM on Saturday. This is a free activity for our guests. Discounted admission tickets to the outdoor water park for other times during the weekend will be available.

RULES: Current USAS rules will govern the conduct of the meet unless otherwise noted herein. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited.

ELIGIBILITY: All participants must be USA Swimming registered athletes. Entries will not be accepted without valid USAS registration numbers. Coaches and officials must present evidence of certification as required by Southeastern Swimming. A swimmer's age on the first day of the meet will determine his or her age for the meet. On deck registration for USA Swimming membership will not be available.

WARM UP: Southeastern Swimming Meet Safety Guidelines and Warm-up Procedures will be in effect at this meet. The Meet Director will post and announce the warm-up assignments prior to the start of the meet warm-up. Swimmers attending the meet without a coach must report to the Meet Director or Referee to be assigned a coach for warm-up prior to each session. Any swimmer entered in the meet, unaccompanied by a USA Swimming member coach, must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. It is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

ENTRIES: HYTEK entry files will be accepted via email. Teams who do not have HYTEK's Team Manager should download a copy of the Team Manager Lite software in order to process entries. Entry times should be the swimmers’ best times for long course meters. Converted times are acceptable - we want to encourage great racing! DISABILITIES: Swimmers with disabilities are welcome and must complete the Information Form for Disabled Swimmers and return it with the entries.

DEADLINES: Entries will be accepted beginning on May 14, and will be accepted on a first-come, first-served basis. Teams who enter early will be allowed to update times prior to the entry deadline. Entries should be received on or before June 1. The meet is limited to 450 swimmers. Timely entries are highly encouraged. Late entries will only be accepted if the meet limit has not been reached. FEES:$4.00 per individual event; $8.00 per relay event; LSC surcharge: $3.00 per swimmer from within Southeastern Swimming, $5.00 per swimmer from outside Southeastern Swimming. There is a facility fee of $10 per swimmer. Late fees are $8.00 per individual event and $16.00 per relay, and will be accepted solely at the discretion of the meet director.Please make checks payable to BARRACUDA SWIM CLUB. All entry fees are nonrefundable.

LIMITS: Swimmers are limited to 5 individual events and 1 relay per day. Entries will be limited to 450 for the meet. In the 400 Freestyle, the top eight 10 & under and 11-12 swimmers are guaranteed to swim; the top sixteen 13-14 and Open swimmers are guaranteed to swim. In the 400 IM and 800 Freestyle, the top sixteen 13-14 and Open swimmers are guaranteed to swim. Other swimmers may compete at the discretion of the meet director with consideration given to meet time line constraints. Unlimited relays are accepted, however only the top two relays from each team may score points.

SWIM SHOP: Swim & Tri Swim Shop out of Knoxville will be at the meet to provide all of your outfitting needs.

MEET FORMAT: Relay events will be seeded and swum by age-group and gender. Individual events shall be seeded together by gender and event, but scored separately. This is a timed finals meet. All events will be pre-seeded except the 400 meter freestyle, the 400 meter IM, and the 800 meter freestyle events, which will be deck-seeded. Deck seeded events will be swum fastest to slowest, alternating girls and boys. Swimmers must sign-in with the Clerk of Course for all deck-seeded events. Sign-in deadline is 30 minutes prior to the beginning of the session. If the swimmer is not checked in with the Clerk of Course, the swimmer is legally scratched from the event. Only the swimmer or his/her coach may sign in for deck-seeded events.

SCORING: The meet will be scored by age group and gender: Relay events will be scored 10 & under, 11-12, 13-14, Open. Individual 12 & under events will be scored: 8 & under, 9-10, 11-12; Individual Open events will be scored: 14 & under and 15 & older. Points will be given to the first 8 places in each event (9-7-6-5-4-3-2-1; double points for relays) .

AWARDS: Ribbons will be awarded for first through eighth place in all individual events and relay events. High point awards will be given for first through third place in each age/gender group listed above.

COACHES' MEETING: Coaches' meeting will be held at 7:50 AM on Saturday morning. No swimmers will be allowed in the pool during this time.

302.4 False Registration – A host LSC may impose a fine up to $100.00 per event against a member coach or a member club submitting a meet entry which indicates a swimmer is registered with USA Swimming when that swimmer or the listed club is not properly registered.
