Dear Member,

We hope you and your family member must be keeping in good health and you are engaged in moderate activities that suits your identity acting in the living present.

We would like to inform you certain Organisational developments after our last communication in regard to report on Governing Council Meeting and General Body Conference at Jodhpur.

As stated in the said report, Governing Council had cleared the proposal of North Zone regarding carving out of MP & Chhattisgarh Region from the constituents of North Zone w.e.f. 01.04.2017.

WE ARE PLEASED to inform that Madhya Pradesh-(MP)and Chhattisgarh Zones has started functioning independently w.e.f.01.04.2017 under the leadership of Shri S.L. Jain (Lalwani). The adhoc committee is formed and elections will be held shortly as per revised election procedure. We wish all the best to the new team. Mr.Satish C. Ahuja is appointed as Chief Returning Officer for election in Bhopal Zone.

As you know in the said Governing Council meeting it was decided to have two positions of Deputy General Secretary and Mr.T.K. Balasubramanian from South Zone was elected for one position of Deputy General Secretary. As a result the position of Zonal Secretary of South Zone remained to be filled. For the purpose of election of new Zonal Secretary a meeting of Zonal and Governing Council member was held as Chennai on 31st March, 2017 and Mr.N. SIVANESAN was unanimously elected as Zonal Secretary, South Zone, w.e.f.01.04.2017. Also for the purpose of better administration and liaison with member the committee had decided to bifurcate South Zone into two Zones in line with that of Bank i.e.

(i)Chennai Zone and

(ii)Bengaluru Zone.

The details of modalities for election etc.are being workedout and new Zones will start functioning w. e. f. 01.07.2017.

LEGAL MATTER

As you are aware that case for 100% DR neutralization was dismissed on the ground that such issues are part and parcel of Industry wise settlement and hence the Hon’ble Supreme Court had decided not to interfere with such issues which are the part of such settlement.

BOBROA has decided to file review petition against the order of Hon’ble Supreme Court. Necessary formalities are completed and review petition will be filed as early as possible.

RESOLUTIONS

One of the agenda item in General Body conference was to have consensus of the General Body for taking up the issues as also the resolution moved by members. Following Resolutions were passed by the General Body.

RESOLUTIONS PASSED AT GENERAL BODY CONFERENCE ON 5TH MARCH, 2017 AT JODHPUR, RAJASTHAN

1)RESOLVED TO RECOGNIZE AND PLACE on record the help and guidance rendered by Shri R.N. Jani, the then Deputy General Manager and Head, HR Department of our Bank for the cause and concern of retirees of our Bank in general and Officers in particular. The House also appreciated and acknowledged his co-operation in smooth implementation of the scheme of Medical Insurance of Retirees and values his gesture to help the retirees even after his retirement.

2)The House noted with concern that certain issues taken up with the Bank have still remained unresolved in spite of continuous follow up by Central Office

RESOLVED THAT THE FOLLOWING ISSUES be followed up vigorously with Bank and General Secretary is authorized to take whatever steps deemed fit for redressal.

a)Appointment of retired member as trustees on Pension Fund Trust.

b)Take up the issue of setting up of grievance redressal Cell as per advice given by IBA / Govt.

c)Bank to abstain from issuing charge sheet to Officers at the fag end of retirement and to expedite disciplinary proceedings in individual as well as in composite cases.

d)Inclusion of special allowance as per Xth BPS in calculation of ARB.

e)Any other issue / problem relating to retiree Officer.

3)Mr. Anil Jain, Zonal Committee member and delegate from Eastern UP Zone vide his letter dated 14th Feb., 2017 proposed to move Resolution in regard to:

  1. Election to Zonal Committee / Governing Council in Eastern UP Zone for 2016 – 2019 which is in gross violation of Constitution and be treated as null and void.
  2. Expulsion of Mr. Prabhakar Sharma from Zonal Committee and membership without giving him an opportunity to explain.

Mr. Jain was allowed to represent his case fully. While replying Mr. Jain’s argument, Mr. T.K. Balasubramanian, Deputy General Secretary informed the house that the matter regarding election in EUP Zone and expulsion of Mr. Prabhakar Sharma was discussed at length and thoroughly and the same was examined by the Core Committee meeting held at Vrindavan on 9th Nov., 2016 and also in the Governing Council meeting held on f 03.03.2017 at Jodhpur. He, therefore, proposed to the House that action of General Secretary should be backed by General Body. On asking the House, 99% of delegates present in the House supported the action of General Secretary and it was

RESOLVED THAT THE ACTION TAKEN by Central leadership in connection with the expulsion of Shri Prabhakar Sharma as well as for the election held in Eastern UP Zone is in order and it also endorsed that the same was in conformity with provisions of the Constitution.

As regards Resolution No.2(b) we are already following up with the Bank for setting up of grievance redressal cell. We are now informed by Mr.Joydeep Dutta Roy (Head Strategic HR & OD) that Bank is having a robust on line Grievance Redressal module for enabling the retired employees to lodge their grievance. Also the retirees help desk is working smoothly. So there is no need for meeting with the Association.

We have replied and reiterated our stand that for issues of general and collective nature,the periodical meeting with Retirees’ Organisations as stated by IBA is necessary. We are following up the matter.
