POLITICO: THE NEW DECIDER — Whether Congress tries to finish its appropriations work in the lame duck or pass a stop-gap spending bill all depends on what President-elect Donald Trump wants to do. That was the consensus coming out of a meeting of House Republicans on Tuesday, including from their newly re-anointed speaker, Paul Ryan.
"We are now sitting down with the Trump administration-in-waiting, along with our colleagues, to come up with our game plan for lame duck. And also, to come up with our game plan for 2017," Ryan told reporters, when asked about appropriations and budget reconciliation plans.
House Appropriations Chairman Hal Rogers similarly said that the Trump transition team is "thinking through things."
Our reporting indicates congressional leaders largely want to kick the can with a continuing resolution, even if they're not saying that publicly.
Rep. Tom Reed, one of the earliest congressional Trump endorsers, also suggested a CR was likely. "At the end of the day, I think that keeping stability is going to win out," he said, adding that the next administration's preferences should be "a part of that process."
