The Australian High Commission in Malta invites applications for the position of Finance Officer.

The terms of employment will be in accordance with the Australian High Commission's Locally Engaged Staff Conditions of Service. Employment will be offered on a contract basis for a period of two years, with an initial six months probationary period, and with an option of a further two years, subject to satisfactory performance. The successful applicant will be required to complete a police check.

Thestarting salary for this position is €11,006 per annum, the package will also include health insurance contributions by the High Commission.

Job Description

The Finance Officer reports directly to the Senior Administrative Officer (SAO) and will be responsible for the day-to-day financial operations of the High Commission. Our ideal candidate will demonstrate a positive aptitude to work as a member of a small multidisciplinary team, and have experience in computer based accounting programs (in particular SAP). He/she will be a well-organised self-starter with strong interpersonal and communication skills, and be a flexible team-player willing to perform other duties as required in support of the High Commission’s work priorities.

Selection Criteria

1.Demonstration of your ability and experience in running the day-to-day financial operations of an office.

2.Demonstration of your ability to understand and apply Australian and Maltese legislation, regulations and guidelines governing the delivery of the accounts, personnel and property services within the High Commission.

3.Experience in the use computer based financial management programs and packages, in particular of the SAP Financial Management Information System (FMIS), and Microsoft Excel and Word.

4.Demonstration of your ability to provide accurate and timely results, advice and reports; with a demonstrated ability to set priorities, show initiative, exercise sound judgement, meet tight deadlines and achieve results.

5. Strong oral and written communication skills, including effectiveness in negotiation, liaison and consultation.

6. Strong interpersonal skills and ability to build productive working relationships in the office and with clients and service providers.

Duty Statement

This position is responsible for the day-to-day financial management of the High Commission, ensuring compliance with Australian Government accounting standards and Department of Foreign Affairs policies and procedures, working closely with the SAO and HOM.

Finance

  • Post budget planning, analysis and reporting, including fixed deadline tasks such as end of month (EOM) reporting, and quarterly and end of financial year reporting;
  • Process and pay invoices, including drawing up of relevant documents and issuing of cheques;
  • Process and pay staff salaries & entitlements;
  • Procurement of supplies and services;
  • Prepare correspondence relating to High Commission finances;
  • Monitor outstanding debts and advances;
  • Manage the High Commission’s SAP system;
  • Procure supplies and services in accordance with Commonwealth Procurement Guidelines;
  • Manage the Capital Management Plan and maintain the asset register in SAP;
  • Prepare VAT/Fuel Excise returns, Fringe Benefits Tax return and other Finance and HR mandatory returns (local and Australian).
  • Manage and monitor post’s cash balance
  • Prepare travel allowance and acquittal
  • Perform other duties as directed.

  • Undertake other duties or administrative/clerical tasks as directed.
