David commenced his sporting pursuits as a five year old and has been actively involved in numerous sports since. In latter years, although still competing, he has held numerous Executive/Office-Bearer positions with different sporting associations/clubs. Since 2007, David has presided over the VPAS&WS which oversees some 40 Victoria Police Sports & Welfare Clubs and has been the Victoria Police Delegate to the ANZPGF. David is also a Vice President of the VPGF. David has competed and medalled in every APESG since 1984 (then known as the National Police Games and in 1986 the inaugural ANZ Police Games).

Senior Sergeant Allan Vilcins

Director of Operations
Allan Vilcins has been competing in the Australasian Police & Emergency Services Games since 1991 in the sport of “clay target shooting”. Previously the Executive Officer of the 2005 AP&ES Games he also incepted the South Australia Police & Emergency Services Games which commenced in 2002. Sport administration is a passion being the President of the South Australian Clay Target Association, National Secretary of the Australian Clay Target Association, Secretary / Treasurer of the South Australia Police Gun Club and the Secretary of the South Australia Police Sports Federation for the past six years. Competition includes winning medals at the World Police & Fire Games, International Police & Fire Games and the International Law Enforcement Olympics.

The VPGF conducted the National Police Games in Melbourne in 1984 that were the catalyst for the formation of the Australia & New Zealand Police Games Federation(ANZPGF) which was formed in 1985. The inaugural ANZ Police Games were conducted in Sydney in 1986.

Diane Smith (WA)

Director of Administration
Diane was first nominated to the board as the Director of Operations in 2010. She first became involved with the Australian and New Zealand Police Games Federation back in 2002 as the Registration and Games Office Manager for the Perth 2004 Games. Since then Diane has been actively involved with the WA Police Sports Federation as a member and Secretary since 2006. Diane has been a member of the WA Police in various administration roles for the past 16 years and recipient of the Western Australia Police Medal. Diane’s role is to work closely with her fellow Directors and Games Hosts and is responsible for providing the Federation with secretarial, administrative and clerical services to support the effective and efficient management of the Federation.
