Part 1. Statement of Work

Procurement/Tender Summary

Mercy Corps is advertising and directing this tendering announcement at vendors supplying a broad range of emergency/disaster-response materials. Because the planned use of these materials is in future global disaster-response programming, the solicitation is specifically intended to identify service providers who can supply specific products, described below, according to very specific delivery terms, and conforming to an unusually time-sensitive and uncertain schedule.

Contracting Details Summary

Vendors tendering offers in response to this solicitation will be evaluated, according to a pre-established set of criteria (listed below). Mercy Corps will select a group of “preferred suppliers” who will be expected to sign “framework agreements” with Mercy Corps of two-year duration. Such agreements may be renewed and extended, if both parties agree to the terms and conditions proposed.

Vendors are expected to submit responses, and quotations with associated prices, for the materials listed. These prices may be negotiable and up-dated, if there is mutual consent of the parties, and if sufficient evidence is presented to justify the change(s).

Actual purchaseof materials under the framework agreements will be optional, and at the discretion of Mercy Corps, and depending on the needs of its emergency-response program. Mercy Corps will be under no obligation to order/purchase materials under the framework agreement. If Mercy Corps elects to purchase materials, it will follow the clauses, terms, and instructions outlined in the specific, pre-established framework agreement.

Selection Criteria Summary

  • Guarantee of supply, and ability to fulfill orders, within four days of the submitted order, in the immediate aftermath of a global emergency.
  • Ability to supply the largest range of goods listed, in the quantities presented, meeting all technical requirements (see Appendix A for more details).
  • Price.
  • Quality and conformance with recognized international standards.
  • Stock in or near Dubai, UAE, and deliveryof materials, upon request, within the shortest time, to UNHRD Warehouse, Dubai, UAE.
  • Adequate warranties and guarantees, supporting quality, durability, and reliability of goods.
  • Recognition of Vendor as qualified supplier to primary institutional donors (USAID, DFID, etc.).

Payment terms

Payment will be remitted within 30 days of delivery of the requested materials, or the concurrent receipt of invoice(s) from the Vendor(s), whichever is received later by Mercy Corps.

Other benefits

These will be identified, defined, and submitted by the Vendor(s), to support their position, and which may enhance the value of the institutional framework agreements

Delivery and other Logistical Requirements

Primary Delivery Location: UNHRD, Dubai, UAE

Secondary Delivery Locations: As specified by Mercy Corps (see below for cost reimbursement)

Maximum Delivery Time: Within four days of the placement of orders, generally immediately following occurrence of an international global disaster

Condition: Palletized, fully prepared for air shipment, with accompanying shipping and Customs documents and all required and necessary certifications, approvals, and documentation

Contracting Terms, Summary

  • Vendor(s) will hold stock on an “as needed” basis for Mercy Corps, through the Framework Agreement period.
  • Requests (“orders”) will be madeby Mercy Corps, using email or other electronic format(s)
  • Payment will be submitted within 30 days of delivery of the requested materials, orconcurrent receipt of invoice(s) from the Vendor(s), whichever is received later by Mercy Corps
  • Quotations for materials will include the cost of delivery to the Primary Delivery Location. Vendors will pay the cost of any storage, local transport, Customs fees, taxes, and ancillary/incidental fees. Upon receipt of materials at the Primary Delivery Location, Mercy Corps or its designee will examine materials for conformance with control standards established in the Framework Agreements with the Vendor(s). If materials meet all pre-established criteria, Mercy Corps will notify the Vendor(s) that it will assume ownership, and will be fully responsible for all subsequent costs and fees, unless a mutually-determined understanding is established and documented in writing by Mercy Corps and the Vendor(s).
  • Mercy Corps will not be responsible for payment for materials that do not meet pre-established specifications, criteria, and/or compliance expectations.
  • Transport and delivery to Secondary Delivery Locations will be reimbursed to the Vendor(s) by Mercy Corps. Mercy Corps will notify Vendor(s) of Secondary Delivery Locations in writing.

Other

  • Vendors wishing to be considered for this solicitation should be prepared to provide examples/samples of selected materials, upon request by Mercy Corps.
  • No branding or organization-specific labeling of goods is required or permitted.
  • Substitution of any material for those specifically identified in the Framework Agreement(s) is not permitted, unless otherwise approved and documented in writing, in advance, by the respective parties concerned.
  • Mercy Corps may make purchases under established Framework Agreement(s), on behalf of other organizations/entities. Under such circumstances, if the Vendor (s) does not receive remittance from the third party, within 60 days of delivery of materials, Mercy Corps will guarantee payment.
  • Vendor(s) must provide accurate packing information for each item specified.
  • Vendor(s) should provide any documentation of their status as (preferred) supplier to government/institutional donors. Conversely vendor(s) must identify whether they are, or have ever been, excluded (“blacklisted”) as a service/goods provider by any institutional and/or government donor.

Part 2. Materials Specifications

  1. Tarps

Annual Anticipated Quantity: 1,200

Size: 4 x 6 m

Description: Woven HDPE, minimum 180g/m2, black core, laminated (both sides) with LDPE (white, at least one side), maximum one lengthwise weld per sheet, reinforced with woven HDPE laminated on both sides, with pre-punched holes at 1 m spacingOR with nylon or aluminum eyelets at 1 m spacing alongeach edge. UV and fire-retardant protected (maximum 5% loss on original tarpaulin tensile strength (ISO 1421) after a minimum of 1500 hours UV under ASTM G53/94 (UVB 313 nm peak), fire retardant treated.

Description: Woven HDPE, minimum 180 g//m2, 4x6m, black core, laminated (both sides) with LDPE (white, at least one side), maximum one lengthwise weld), reinforced with six bands of woven HDPE laminated on both sides, marked at one-meter intervals to facilitate cutting, UV and fire-retardant treated.

Additional Applicable Standards: UNHCR/MSF standard, ISO 1421 compliant, or equivalent, ASTM G53/94 (UVB 313 nm peak), CPAI 84-1995 section 6 >2000 C.

  1. Collapsible Water Containers

Annual Anticipated Quantity: 1,200

Size: 10 l

Description: Constructed of food-grade LDPE, free of toxic elements, stable in form and structure and able to stand upright, even when filled with less than 1/4 of its maximum volume. Average thickness: 0.6 mm and minimum corner thickness 0.5 mm. Fitted with built-in carrying handle with minimum 9 cm length and 3 cm height. Complete with screw cap (approximate diameter 35 mm) for filling and discharge, and sturdy “keeper,” to prevent cap loss or damage.

Description, Bladder and Accessories

Made from polyester, approximately 250 g/m2 fabric, coated with PVC, totally sealed, mildew, rot, and UV resistant,opaque or nontransparent (to inhibit algal growth), abrasion- and tear-resistant outer coating. Fabric shall be compatible and not damaged or degradable from chlorinated drinking water, and must withstand chlorine concentrations of 0.5 mg/l (at 35 degrees C), as well as chlorine concentrations of 5 mg/l during cleaning.

Bladders shall be reinforced with corner moldings, with integral tie down holes.

Bladder inlet/outlet and cleaning port(s) shall be reinforced with a double layer of fabric.

A ground cover/plastic sheet will be provided for each bladder, .02” (0.5 mm) thick, extending beyond the four sides of the bladder by 16” (40 cm), when bladder is empty.

One top-mount 4” (100 mm) diameter, BSP(F) anodized aluminum or stainless steel outlet with screwed plug, with integral (automatic) pressure-relief valve (1 PSI).

Bladder: Folded and packaged in a sturdy polyethylene bag.

Each bladder and tap stand kit: Bladder and tap-stand kit shall be export-packed in a plywood-construction crate mounted on a wood or plastic pallet (all wood must be heat-treated and stamped accordingly).
