CALL TO ORDER/WELCOME

Chair Don Fortson called the meeting to order at 10:30 a.m. welcoming everyone to the January Board Meeting.

SPECIAL PRESENTATION

Ms. Daniel introduced the guest for the January meeting. Topic: “GED Testing: The Past, the Present, and the Future, Carol Harrison, Chief GED Examiner” Ms. Daniel informed the board members that Dr. Janie Rodgers, Executive Director of Adult Education, would be presenting for Carol Harrison who is out sick with food poisoning.

Carol Harrison was awarded the 2010 GED Chief Examiner of the Year Award for the State of Georgia and received an award for having the largest growth in the number of candidates tested. Dr. Rodgers, who has been with the college since 1989, is going to present Ms. Harrison’s presentation.

The Adult Education Division has been in the H.T. Edwards Building since July 2010. Dr. Rodgers introduced Ms. Sandy Gamble, night lead instructor and Ms. Beverly Hafenbrack, day time lead instructor. GED information books were handed out to the board members.

GED stands for General Education Development. GED tests are developed by the General Education Development Testing Service of the American Council on Education in Washington and they provide an opportunity for adults who have not graduated from high school to earn a high school level educational diploma. The first GED was developed in 1942 and only administered to military personnel. Civilian testing did not begin until 1952. There have been a series of four tests introduced throughout the years including tests in 1942, 1978, 1988, and 2002. Each series was developed to meet the changing needs of our society.

There is only one official GED test offered by the State of Georgia. There are four versions of the test in which students can take in a period of one year. Students can take the test as many times as needed. Preparation for the GED test is free and the cost of the test is $95. The college receives grants and donations to help students who can not pay the cost of the test.

GED testing sites have to be declared an official testing site which includes submitting an application for approval and having the site visited by someone from GED testing service in Atlanta.

Athens Technical College had 662 GED graduates in June 2010. Since that time, another 344 students have earned their GEDs.

Research and usability testing are being conducted to see if computer based GED tests are something that can be offered in the future.

APPROVAL OF MINUTES

Mr. Fortson called for approval of the November minutes for the Local Board. After reviewing, there were no changes. Bill Cabaniss made a motion to approve the minutes and Ed Geddings seconded the motion with the remainder of the board in agreement. The minutes were approved.

COMMITTEE REPORTS

ACADEMIC AFFAIRS

Dr. Joyce Sansing presented the board members with a handout of requests for new Technical Certificates of Credit (TCCs) based on the new semester curriculum. The new TCCs are imbedded in existing diploma and degree programs and will be offered through the Business and Public Service Division and the Technical and Industrial Division. Dr. Sansing reminded the board members that we eliminated some institutionally developed TCCs last year in order to adopt more of the state standard TCCs.

Dr. Sansing asked the board for approval of the new TCCs which will begin with the semester system. Carol Williams made a motion to approve the TCCs and Ed Geddings seconded the motion with the remainder of the board in agreement. The new TCCs were approved.

FINANCE AND ADMINISTRATION

Ms. Thomas presented the Budget Amendments. Included on the Budget Amendments are state funds which are allocated for the Allied Health Building. These funds are used to maintain and operate the building. These funds were added to our base funds which can be included in 2012 budget. Also included are DFACS training grant funds, bond funds, and Biotechnology Work Ready funds. Ms. Thomas asked the board for approval of the Budget Amendments. Scott Hardigree made a motion to approve the Budget Amendments and Bill Cabaniss seconded the motion with the remainder of the board in agreement. The Budget Amendments were approved.

Ms. Thomas presented the Financial Report as of December 31, 2010. Local revenue generated to date is $8,082,845 which is 82% of our anticipated revenue. The renovation and repair contract for the 600 building is encumbered. and is expected to be completed in February. The renovation and repair contract for the 300 building is expected to be encumbered in March. Equipment funds are expected to be encumbered by June.

STUDENT AFFAIRS

Ms. Daniel gave board members an update on Student Affairs. Enrollment for Winter Quarter is 5,443 unduplicated. After no show removal enrollment for Winter Quarter is 5,201. Due to the inclement weather no shows will also be reported this week. Duplicated enrollment numbers for all campuses are as follows:

·  Athens Campus for Winter Quarter is 4,550 compared to 4,367 in 2010.

·  Online classes for Winter Quarter are 1,054 compared to 717 in 2010.

·  Elbert County Campus for Winter Quarter is 501 compared to 508 in 2010. The Truck Driving students may not have been totaled into that figure. She is checking on it.

·  Walton County Campus for Winter Quarter is 373 compared to 316 in 2010.

·  Greene County Campus for Winter Quarter is 87 compared to 109 in 2010.

PRESIDENT'S REPORT

Dr. Tydings presented the President’s Report. She thanked everyone who attended the Legislative Luncheon in December. There was a good turnout among legislators.

The Governor has released his budget. There is a 4% cut for 2011 and an anticipated 7% cut statewide next year. President’s Council is this week and she will have more information after that.

Commissioner Ron Jackson has been reappointed as our Commissioner and is being sworn in today. He will be presenting our budget to the legislators this afternoon along with the entire capital outlay list.

The 600 building renovation is going well and will be open in February. The Academic Support Center will be downstairs along with a new testing center.

The 300 building renovations are in the process of being put out for bid.

We received the money for the new small storage facility on the Elbert County Campus. The architect has been selected and approved by the state.

The Coggins Center Ribbon Cutting has been rescheduled for February 1st at 10:30 a.m.

ADJOURNMENT

Being no further business, Chair Fortson adjourned the meeting with appropriate motion and second at 12:00 p.m. Lunch was served immediately afterwards.
