SITUATION

1.As part of the ATC 75th Anniversary celebrations, members of the ATC will conduct a Torch Relay from John’O Groats to RAF Predannack (626 VGS) over the period 12 Jul – 28 Aug 16.

MISSION

2.To safely convey the Torch from John O’ Groats to Predannack passing through every ATC Region, involving as many ATC/CCF cadets and Adult Volunteers as possible.

EXECUTION

3.Command and Control.

  1. Event Director – Gp Capt Leeming, RC North, 07464 493051, .
  2. Project Officer (ProjO) - Sqn Ldr Dennis Thynne, 07779310944,
  3. Torch Mobile Phone Emergency Contact Number – 07887 696129.

4.Route.The planned Route for the Torch Relay is to start at John O’Groats (Scotland) and to travel across to Shetland & Orkney Islands, through Scotland then onto Northern Ireland via ferry. The torch is to pass through as many cadet activities, squadrons, WHQ, RHQ, flying & gliding schools, shooting ranges, adventure training centres, RAF stations and RAFA associations as possible.

5. While on route it is also planned for the torch to pass through as many local landmarks as possible e.g. Loch Ness, Cairngorms, Fourth Bridge, Titanic Belfast, Giant Causeway, Crumlin Road, Omagh, Stormont, Edinburgh Castle, Durham Cathedral, Angel of the North, Blackpool Tower, York Minster, Manchester United Football ground, Tower Bridge, Harrods, Big Ben, Buckingham Palace, West Minster Abbey, Downing Street, SS Great Britain etc.

6. The torch can be conveyed by any means (land, sea or air, etc) and it does not need to be carried in a relay formation by cadets, so it may travel through each region by any mode of transport.

7.A detailed route card is at Annex A. All personnel are to note that a number of VVIPs are likely to be in attendance (ad-hoc) and will be relying on the website to determine when and where the torch will be at any given time. Consequently it is vital that the timings and locations are strictly adhered to (in particular the Regional handovers) and, therefore, should there be a genuine need to alter timings etc (due to an emergency or significant opportunity / event) then permission to alter the timings is to be obtained first through the ProjO, before any changes are authorised. 8.Torch. Two torches have now been manufactured to the same design as the torch on the reverse side of the Cadet Force Medal, by Springfield’s NE Ltd. Accompanying the torch will also be a tracking device which will be carried with the torch so the cadets can follow its progress online as it progresses down the country. The company is called Mapyx and the torch can be followed at: The torch is not powered by any form of gas or electric and is to be handed over to each Region at an agreed landmark on Sunday at 12 noon with as much media coverage as possible. Roads do not need to be closed for this event as we want to try and avoid as much disruption to the general public as possible.

9.The Main Torch dimensions are: Length = 450mm, Width = 100mm, Weight = 3.5 kgs

Please note the Main Torch is not to be carried in any aircraft without the permission of the ac Captain and unless it is securely fixed into the aircraft. Additionally, it is not to be carried across water in any unstable water craft, i.e. canoe, raft, rowing boat, where there is the possibility it could be dropped into the water and not be recovered. Additionally it isnot to be hand carried on any adventurous activity such as cycling, roller coaster or similar activity.

10. The Mini (Stunt) Torch dimensions are: Length = 150mm, Width= 33mm, Weight = 0.8 kgs. This torch is to be used for any novel or adventurous type activity, subject to an appropriate risk assessment having been first conducted by the responsible person.

11.A limited number (75) of additional mini torches have been produced by Springfield’s NE Ltd and are available for purchase at a cost of £195 each. Each torch has been individually handmade from anodised aluminium and would make an excellent Wg or Sqn memento for the 75th Anniversary. Further details can be obtained from the ProjO or Marion Milsom on 01388 722800 .

12.Fundraising. Given that the Torch Relay will cover every Region and will undoubtedly attractextensive public and media attention, it is considered to be an excellent opportunity for the ATC to raise money through sponsorship and collections. Accordingly, sponsorship forms are available from Bader (copy at Annex B)and 6 collection buckets are available for use whilst transporting the torch and during events such as air shows etc. Money collected in these buckets is to be managed and accounted for by the WExO in each Wg and distributed in accordance with Reference D. Additionally, at the end of the torch relay the Main Torch will be raffled and tickets can be purchased from for a £1 donation per ticket.

13.Equipment. A list of the equipment to be signed for and handed over when the torch is passed on to a new Sqn / Wg / Region is at Annex B. Personnel are to ensure that they have checked the equipment list carefully and notify the ProjO of any damages or deficiencies as soon as possible.

14.Safety. Sqns/Wgs/ Regions undertaking the activities are responsible for the safe passage of the participants and the Torch throughout its journey in accordance with the references. Accordingly the appropriate risk assessments, Pipes (where appropriate) and authorities are to be put in place, prior to the event, by the appropriate responsible person. Further advice on novel or contentious activities can be obtained through the North Region TSA – WO D Johnston on 01347847604 or .
