TOWN BOARD – OCTOBER 23, 2017

On Monday, October 23, 2017, the Town Board of the Town of Raymond, held a Special Meeting. The meeting was called to order at 7:00 pm. Roll call was taken as follows – Present were, Chairman Gary Kastenson; Supervisors, Dave Lecus and Tim Geszvain. Absent were Supervisors, Paul Ryan and Wayne Loppnow. Also present were Town Clerk, Linda Terry; and Town Attorney, Stan Riffle. The Board moved to closed session to meet with the Town Attorney pursuant to Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, specifically with regard to the acquisition of land located in Section 10 of the Town for Highway Department purposes, on a LECUS/GESZVAIN MOTION. ROLL CALL VOTE TAKEN – MOTION CARRIED 3-0.

At 7:20 pm, Supervisor Paul Ryan joined the Closed Session meeting.

After Discussion regarding the above matter, the Board moved to Open Session at 7:35 pm, on a GESZVAIN/LECUS MOTION. ROLL CALL VOTE TAKEN – MOTION CARRIED 4-0.

Motion to Drop offer on purchase, made on a GESZVAIN/LECUS MOTION. MOTION CARRIED 4-0.

At this time, the Board moved to their regular monthly meeting.

The meeting was called to order at 7:40 PM. Roll call was previously taken; but, also in attendance for the monthly meeting were, Town Treasurer, Lee Marie Toll; Fire/Rescue Chief, Adam Smith; Storm Water Utility District Chairman, Doug Schwartz.

The Treasurer’s Report was APPROVED AS READ, ON A LECUS/GESZVAIN MOTION. MOTION CARRIED 4-0.

BILLS PAID FROM:September 26, 2017 – October 23, 2017: $235,983.56, WERE APPROVED ON A GESZVAIN/LECUS MOTION. MOTION CARRIED 4-0.

MINUTES FROM PREVIOUS MEETINGS OF: September 25, 2017 and October 16, 2017, WERE APPROVED ON A GESZVAIN/LECUS MOTION. MOTION CARRIED 4-0.

SHERIFF’S REPORT:

Sgt. Scott Litwin, from the Racine County Sheriff’s Department gave his report.

During the month of September, there was a burglary in the Town on 108th Street; investigators are looking into that.

There were thefts at the auto auction and 7 Mile Fair.

In October, so far, there have been numerous burglaries in the Town. Sgt. Litwin would like to remind people to keep your cars locked, even if they are in the driveway; also, keep your doors to your home, garage and sheds locked as well.

There has been one arrest made regarding the burglaries in Yorkville and Union Grove.

Chief Smith stated that there is now a new floor in the day-room. The money came from the Association.

SWUD Chairman, Doug Schwartz stated that at their meeting, they talked about the 2018 budget, and up-coming projects.

3)Plan Commission Business:

a.Rezone Request: Jordan & Kathryn Hein – 2529 – 76th Street / Request to change from B-3 to A-2 zoning:

APPROVE PLAN COMMISSION’S RECOMMENDATION FOR APPROVAL, MADE ON A GESZVAIN/LECUS MOTION. MOTION CARRIED 4-0.

b.Conditional Use: Wireless Planning LLC, Agent for United States Cellular Company, LLC / Parcel #012-04-21-23-001-051; Request to remove existing monopole and construct a new one:

APPROVE PLAN COMMISSION’S RECOMMENDATION FOR APPROVAL, MADE ON A LECUS/GESZVAIN MOTION. MOTION CARRIED 4-0.

c.CSM: Harold Strohmeier / 4806 – 7 Mile Road:

APPROVE PLAN COMMISSION’S RECOMMENDATION FOR APPROVAL, AND ADD THAT THE SURVEYOR SHOULD SQUARE OFF THE LOT WITH THE HOUSE, MADE ON A LECUS/GESZVAIN MOTION. MOTION CARRIED 4-0.

4)Town Business:

a.County Executive Delagrave / Discussion regarding 2018 County Budget:

At this time County Executive Delagrave gave a very brief synopsis of the 2018 County Budget.

He went on to say that the County put a lot of resources into getting Foxconn to Racine County. The Town of Raymond could be impacted by this. He also stated that Foxconn would like to break ground in March of 2018.

Chairman Kastenson has concerns that with Foxconn coming, there will be an increased enrollment in the School – the Raymond residents will end up paying for all of this – is there any aide available?

Mr. Delagrave stated that there will be growth – it is coming; however, this is a chance for all 17 Racine County municipalities to work together. He also stated that Raymond should be at the table for discussions.

Asst. Fire Chief, Kevan Leedle asked when will Raymond be invited to this table?

Mr. Delagrave will be setting up an informational meeting with the Town Board.

Sharon Korponai asked about the interstate.

Mr. Delagrave stated that the on-off ramps on Highway K will be closed. There will also be lane expansions done.

b.Discussion/Decision regarding proposed budget figures:

Clerk Terry has been working on the updated budget figures. If these are alright with the Town Board members, these will be the figures that will be at the budget hearing, and, also in the newsletter.

The consensus of the Board was that they looked fine.

c.Discussion/Decision regarding setting date for Budget Hearing:

APPROVE MONDAY, NOVEMBER 27TH AT 7:00 PM FOR THE TOWN’S BUDGET HEARING, MADE ON A LECUS/GESZVAIN MOTION. MOTION CARRIED 4-0.

d.Discussion/Decision on Resolution stating intention for Planned Raymond Sewer to be served by MMSD, through proposed Franklin Sewer:

Attorney Stan Riffle explained the resolution, stating that by the Town approving this Resolution, we are allowing MMSD to look into service for the Town. They need a resolution to include the Town of Raymond in their plan.

APPROVE RESOLUTION, MADE ON A GESZVAIN/RYAN MOTION. MOTION CARRIED 4-0.

e.Discussion/Possible Decision regarding agenda item for the November Town Meeting to “Authorize the Town Board to Purchase Land for Town Use / 1521 – Waukesha Road:

NO DISCUSSION OR ACTION TAKEN ON THIS MATTER.

At 8:30 PM, the meeting was ADJOURNED ON A GESZVAIN/LECUS MOTION. MOTION CARRIED 4-0.
