Sub:-Report of the 8th Triennial Conference

Election of New Central Executive Committee & Regional

Committees for the 3 Years Term 2012-2015

The 8th Triennial Conference of our Association, Association of Officers of UCO Bank, West Bengalcommenced with Open Session at the Calcutta University Institute Auditorium, Kolkata on 11th August, 2012 and concluded at Asutosh Birth Centenary Hall, (IndianMuseum), Kolkata, where Delegate Session of the Conference was held on 12th13th August, 2012.

The Inaugural Session was attended by Shri N R Badrinarayanan and Shri S. Chandrasekharan, Executive Directors, UCO Bank, Com. P.K.Sarkar, President, AIBOC, Shri. C. Mukherjee, Circle Head-Kolkata-I, other Executives of the Bank, Leaders of the Fraternal Organisations,Guestsand around 900 Comrades from all over the state.

After the welcome accorded to all present by Com. Mohammad Nasiruddin, General Secretary of our Association, the session was formally inaugurated byShri N R Badrinarayanan, Executive Director of the Bank, by lighting the ritual lamp amidst thunderous applause from one and all. In his speech Shri Badrinarayanan congratulated all the Ucoites for splendid first quarter financial results of the Bank. He appealed to all the officers to continue their efforts to garner more CASA deposits and pursue recovery measures for better performance of the bank in future. He assured that more practical approach would be taken on accountability aspects, and none would be nailed for bonafide mistakes. He hailed social initiatives of the Association in form of organising annual Blood Donation Camps, adoption of villages for their all round development and effectively running a school for otherwise abled children.

Com.P.K.Sarkar,President,AIBOC,while explaining historical developments responsible for formation of UFBU in banking sector alleged that fierce competition amongst PSBs has led to compromise on the asset quality, thus resulting in higher generation of NPAs. He stressed that lack of infrastructure in branches and manpower shortage has burdened the officer community with deregulated working hours and perils at work place have led them to feel as bonded labourers. In the light of lack of reciprocal support by the management, he felt that united struggle was the only option available to officers of the bank for ensuring safer working conditions. He was confident that the continuing agitation of officers in UCO Bank under the banner of AIUCBOF, which holds overwhelming majority of 90% of officer strength of the bank, would definitely succeed in realisation of their rightful demands. He asserted that only good HR policy; good interpersonal relationship of the management with the majority union devoid of confrontation and respect for bilateralism can resolve long pending issues in UCO Bank. While seeking full support for ensuing Strike in the banking sector on 22nd & 23rd August, 2012 at the call of the UFBU, heimpressed upon all the officers to prepare for bigger fight in the wake of hidden agendas of the central government Viz., Bank mergers, CTC & Variable pay structurewould lead to loss of identity for thousands of bank employees.He opined that no PSB is a weak bank but it was only a notion spread by interested quarters to ease implementation of banking sectorreforms waiting in pipeline since long due to lack of political unanimity. He concluded by informing the large gathering that charter of demands for ensuing Bipartite Settlement would be placed to IBA in the first week of Sept’12 and that substantial pay rise and updation of pension scheme would be the core demands.

Shri S. Chandrasekharan, Executive Director, in his composite communication thanked AOUCB-WB to offer him a platform to address huge numbers of officers of the bank at one forum. He also praised the efforts of Association towards Corporate Social Responsibilities and strongly felt that the experienced and responsible officers of the bank would continue to serve the people of the nation by protecting their wealth as trustees and advancing loan facilities in the retail sector. He felt that after nationalisation of the banks in India the banking business has shifted from class banking to mass banking, and expressed his confidence that officers of the bank would put their best efforts to increase the customer base for greater visibility of the bank in the national financial sector arena. He concluded by wishing success to the triennial conference of the AOUCB-WB.

Shri C.Mukherjee, FGM-Kolkata, said that the country was passing through disintegrating and disorienting time due to rapid changes in financial sector and world scenarios. He felt that major cause of employee stressis due to the reason that the customer is becoming more demanding.He expressed his genuine desire for UCO Bank to become top class bank as after 5 years, our bank would have the youngest workforce in the industry.He said that the tag of weak bank needs to be overthrown, as our bank has the best products in its assets & liabilities portfolio compared to the other peer banks.He concluded by complementing the officers for commendable performance in the first quarter of the financial year.

Com.S Roy Choudhury, President, AOUCB-WB, started his speech with strong assertion that his hopes were belied, as the bank had failed to draw a suitable business plan commensurate with ever dwindling workforce in the present decade due to huge retirements. He felt that imparting of domain knowledge to the new entrants urgently and re-look at HR structure could only safeguard the interests of the bank’s future sustenance.He said that West Bengal being the largest zone of the bank has been deprived of rightful claim for suitable manpower, where large sized branches are being manned by junior officials.He felt that reclamation of past glory would only be possible if the management could send suitable vibration by way of maximum manpower support to branches. In view thereof he submitted that suitable transfer policy inclusive of upto Scale-V officers should be formulated to create confidence in the officer community. He said that varied decisions of Finance Ministry during recent times might finally cause to change voting rightspattern of LIC/FIIs, leading to widespread mergers & consolidation in the banking sector.He expressed his discomfiture that enemies of nationalisation would not rest in peace till they reverse the ownership of PSBs to private hands. He believed that artificial deposit figures were being cooked up by the managements of the banks for comparable studies and though the government circles were aware of the same, suddenly they have woken up with directives on rationalisation of bulk deposits garnered by banks at a premium. He exhorted that call of the UFBU has to be responded resoundingly as organisational action was the only answer to the atrocities implicated on the bank employees. He concluded by requesting the Executive Directors to initiate necessary measures for revising the look at HR needs, imparting domain knowledge to new generation officers, introduce process of exit interview to tone down large scale attritions and to temporary bridge the gap of knowledge by inducting retired bankers in non-operational sectors on contractualbasis.

The Open Session ended with Com. Dipten Thakur giving vote of thanks.

The Delegate Session was held on 12th13th August, 2012, at Asutosh Birth Centenary Hall, Kolkata. Altogether 450 Delegates and Observers attended the session fortwo days.The General Secretary, AOUCB,WB, placed his report before the House for the triennial term 2009-2012, covering international, national and banking scenario; both industry and bank level, Confederation, Federation and detailed reporting on the activities of the Association during the interim period. General Secretary’s report along with audited statements of accounts was adopted by the House unanimously after active deliberations by 50 Delegates and General Secretary’s suitable replies to all the queries raised thereto.

On the second day, Constitution amendments and 11resolutionswere passed unanimously by the House. Thereafter, at the invitation of the Chair, many comrades including office bearers of the outgoing executive committee spoke on the agenda item of ‘Any Other Matter’.

Thereafter Com. President spoke at length cautioning the comrades against imminent attacks of the central government through implementationof Raghuram Rajan committee proposals in the wake of changing political appointments. In the matter of unilateral decisions of the management of the bank, he stressed that only well defined IR Policy allowing participation of majority union shall be helpful in framing suitable Transfer & Promotion Policies of the bank conducive to the officer community at large. He rhetorically stated that resolution of long pending issues, proper segregation of specialist & generalist officers and well defined career path for new generation officers could only be possible if the bank management honestly engages with the Federation by way of bilateral discussions.He said that pampering the minority officer organisation and declaring artificial figures of officer surplus in Grade I, II and III were being induced by the top management to achieve their wishful objectives of destabilising the unity of our Association. He renewed the impending necessity of ‘Domain Knowledge’ for the new generation officers to protect them from accountability traps and to ensure their unobstructed career path.

In the post tea Session the panel of Central Executive Committee Members together with panel of Regional Committees was declared elected unopposed by the Election Commission for the term 2012-2015. Baidyanath Mukherjee, & Com. Biswadeep Dey, Delegates-HO, were unanimously co-opted as Persons of resources to the Central Executive Committee as per the Provision of the Constitution of AOUCB, West Bengal.
