Background:

Médecins Sans Frontières (MSF) or Doctors without Borders is an international humanitarian medical aid organization working in more than 80 countries worldwide. Médecins Sans Frontières is neutral, impartial, independent, and not linked to any political party or governmental body. It provides emergency medical assistance to people in need, irrespective of their nationality, race or religion. In 1996, MSF received the Indira Gandhi Prize for Peace, Disarmament and Development and in 1999 MSF was awarded the Nobel Peace Prize. MSF has worked in India since 1999 and provides medical treatment to hundreds of thousands of Indian patients. MSF is registered as MSF Holland India Trust under Reg. No. 5691.

The MSF context in India entails 3 Operational Sections, with a total of 8 projects in 7 different states. The MSF context is unique with the presence of an Institutional MSF office since 2012 focusing on public communication of MSF activities worldwide and in India and additionally focus on fundraising and recruitment for MSF volunteers. MSF Operations in India works closely with the Institutional Office as communication activities develop for both. Additionally the Access Campaign has an office which is also an important for liaising on communications.

Objectives of the position

  • To assist HRCO in managing day to day HR and administration in the Indian mission.
  • Technical focal point for all HR Admin related matter in the projects on i.e. NS salary payment, Homere (HR software) Administration of Payroll and HR reporting

Main Tasks & Responsibilities

Personnel Administration

  • Knows MSF HR policies and procedures and National Labour Law; actively participates in the update of the HR policies.
  • Ensures that all staff have valid and proper contract in line with labor legislation and MSF standards.
  • Ensures that all staff receive salary according to the function occupied and corresponding levels in salary scale;
  • Assists HRCO in following-up up disciplinary measures and court cases.

Employment Contracts & files

  • Ensures that individual employee files in the mission are updated and in proper order.
  • Makes sure that all the necessary data available in the files corresponds to Homere (HR software).

Payroll administration, EPF and ESI

  • Checks and validates the monthly payrolls for Delhi and projects (with HRCo)
  • Ensures the provident fund and ESI sheets from projects and capital offices are correct. Liaise with the consultant on all EPF and ESI related issues.
  • Makes sure that payroll calculations is supported by appropriate and relevant documents in the employee files

Human Resources Management (HRM)

  • Registers applicants to training and helps the HRCO following up the applications
  • Participates in the organization of social events for the staff.
  • Facilitates the organization of staff meetings and the good exchange of information within capital staff

Recruitment & Introduction of new staff

  • Ensures that proper recruitment procedures according to legal framework and MSF principles of transparency and equity.
  • Spreads and posts job announcements as required according to procedures.

Key requirements

Qualifications

  • Essential university degree; desirable degree in Administration or HR related studies
  • Strong knowledge and practical experience of EPF, ESI etc.

Work experience

  • Minimum 3 years of work experience in Human Resource Management

  • Excellent knowledge of written & spoken English language and local language
