RESOLUTION ON
ENCOURAGING ASEAN MEMBER STATES TO ACTIVELY ENHANCE PUBLIC AWARENESS AND PROMOTE GREATER PEOPLE PARTICIPATION INCLUDING CIVIL SOCIETY IN ASEAN COMMUNITY BUILDING
The 33rdAIPA General Assembly,
Recognizing that the ASEAN identity and awareness are the basis of building ASEAN Community that frames our collective personality, norms, values and beliefs as well as aspirations of our people;
Affirmingthat building ASEAN Community requires enhanced public awareness as well asfull and active participation of civil society at the local, national,regional and global levels;
Acknowledging the need for enhanced participation of the people, including through civil society organizations, in contribution to the shapingof ASEAN Community that is people-centered and socially responsible with a view to achieving enduring solidarity and unity among the peoples of ASEAN by forging a common identity and building a caring and sharing society which is inclusive and harmonious in which the well-being, livelihood, and welfare of the peoples are enhanced;
Hereby resolves to:
Encourage the AIPA Member Parliaments to support the efforts of Governments of ASEAN Member States and relevant bodies in ASEAN in facilitating the active and constructive participation of Civil Society Organizations affiliated with ASEAN in ASEAN Community Building;
Encourage ASEAN to broaden and optimize the engagement between ASEAN bodies with relevant stakeholders and the CSOs, in particular, in support of ASEAN Community building goals;
InviteAIPA Member Parliaments to consider setting up specialized bodies entrusted with enhancing public awareness and promoting participation of the people, including civil society organizations, in ASEAN Community building;
UrgeAIPA Member Parliaments to provide legislationand financial supports in promoting ASEAN awareness and a sense of community in the region including through civil society's participation;
Express the need to increasemedia exchange and networking of communication personnel amongASEAN Member States and between ASEAN and its Dialogue Partners to enhance public awareness on the ASEAN Community building;
Recommend the effective utilization of the Information Communication Technologies to extend dialogue and communication between ASEAN Member States and relevant stakeholders and CSOs;
Encourage the ASEAN Foundation to support the work of the CSOs’ involvement in the promotion of ASEAN identity and awareness and people-to-people interactions, not only within ASEAN, but also between ASEAN and its friends and partners;
Call onAIPA member Parliaments to encourage and support the work of CSOs in disseminating the ASEAN Anthem, and information on ASEAN symbols in orderto raise ASEAN awareness within itsMember States;
RequestAIPA Member Parliaments to support appropriate capacity building programs to promote a more active participation of the people, including civil society in ASEAN Community building;
Further requestAIPA Member Parliaments to strengthen the capabilities of the AIPA Secretariat in areas relevant to enhance public awareness and promote participation of the people, including civil society in ASEAN Community building.
