Meeting began at about 9:00 AM.

1. Call to Order: Rick Boser, Region Director, called the meeting to order and introductions were conducted.

2. Michael Schultze, Vice President of the Builders Association of Greater Chicago:

Boser introducedMr. Schultzewho described his organization and its support for regional universities. They primarily represent commercial builders from 12 Illinois counties in the Chicago area, 2 Indiana counties, and 2 SE Wisconsin counties. The Association provides scholarships of $3,000 per year to Chicago-area high school students who will attend regional schools. Currently, they support enrollment at Purdue, Bradley, and the University of Illinois. They plan to expand to Northwestern and IowaState. The minimum GPA for consideration is 2.8, with the focus on students who will go to work for their members. The organization is roughly 95% union and provides such services as labor relations and negotiations for its members.

3. Approval Minutes: Unanimously approved.

4. Director’s Remarks:

  • Boserdescribed this year’s competition and overall participation.
  • 12 schools represented at conference.
  • 20 teams from 11 schools are registered for competition. D/B team from IndianaState had to back out.
    Breakdown (Registered): 10 commercial, 6 heavy/highway, and 4 design/build.
  • 117 students (up from 105 or 106 last year) and 26 faculty (down 2).
  • National Teaching Award: One nomination to date.

5. Upcoming ASC Midyear Board Meeting—Issues to Take Forward:

  • Stein: More diversity.
  • Schmidt: Need to find “champions” for existing efforts to make these successful (e.g., salary survey, textbook list, images database).
  • Bodapati: ASC should provide a defensible rationale for faculty qualifications to compare to or counter for institutional-based criteria.
  • Uwakweh: Need to identify the “values” of a school of construction. Push ACCE to prove or show strength of curriculum.
  • Orth: Concerns about lack of feedback from the Proceedings. Reports that the editor at Mississippi said he was not allowed to see reviews from his submittals. Berryman used to send out the review but this is no longer done. It may have something to do with copyright infringement.

6. Future Regional Meeting Dates and Locations:

  • Per last year’s agreement among the schools, the regional competition and conference will be held at this location next year. Tentative contract has been signed.
  • Note the following important dates: CPC exams are always held on the first Saturday in November and April. Therefore, CPC exam is 11/5/05.

  • Discussion regarding 2006 and beyond. No decision reached. It was suggested that informal discussion with sponsors be conducted. If we are thinking of moving from this facility, we should let the sponsors have a voice. (It was stated that one of the sponsors specifically commented on their satisfaction with this facility.)
  • Schmidt: Queried group regarding satisfaction with a centralized location. 4 would like to go to specific schools.
  • Reynolds: Concern for EKU is that it is always a 10 hour trip.
  • Uwakweh: Began a proposal to have a summit for faculty at each school. The meeting was interrupted by a fire alarm. Upon return, the concept of a “Program Spotlight” was introduced. This would be a period of time devoted to showcasing specific construction programs from around the region. The group agreed and FerrisStateUniversity, along with University of Wisconsin-Stout volunteered to be the first at our next regional meeting.
  • Inglert: Felt the Program Director should have a say on location.
  • Boser: Feels the coordinating team must be more “robust”. Professional Development continues to be a challenge. Feels a Professional development Coordinator should be appointed as the point person to coordinate the effort. Gravitt agreed to take on that responsibility for next year’s meeting.
  • Discussion regarding payment options ensued.
  • BGSU conferences use a credit card program.
  • Boser set up an agency account through his university.
  • Schools have problems with “conferences and sponsored programs”.
  • The possibility of Pay Pal was discussed.
  • Bodapati thought there may be a possibility of going through some agency with a 5% fee.
  • Other concerns related to liability.
  • Group agreed that ASC should look at this issue closer.
  • Duval: Discussed deadlines for paper submittals. September 1st for Refereed; October 1st for Non-Refereed. National’s deadline is January 1st.
  • Mattila &Bodapati: Questioned qualifying the process as “Refereed”. Suggestion made to refer to Regional qualification of papers as “Reviewed”. (Boser, Campbell, Ellingson, George, Mattila, Orth agreed to serve as reviewers.)
  • Stein: Will serve as next year’s Competition Coordinator.
  • This was the first time the Region has requested $500 per school to offset costs. Stout, Kentucky AGC, SIUE, Greater Chicago Builders have donated to date. Uwakweh & Chapin were to approach Ohio AGC. Problem has been in billing for this fee.
  • Schuette: Mentioned that Valparaiso wanted to participate. However, AGC/ASC requirements are that only ASC–member schools may do so.
  • Uwakweh: Asked that a SOP be developed for future reference and growth. Boser agreed to develop one from his experience.
  • Design/Build for National Competition is uncertain at this time.
  • Dates for next year’s conference and competition: October 26 – 29, 2005.

7. New Business: None discussed.
