Code of Conduct

1.1.0Definitions

As used in this section, the following terms shall have the meanings indicated:

CODE OF CONDUCT- A written specification of the behavior of parents, guardians, coaches, players, guests and officials prepared for use by Galesburg Youth Baseball, presented by Galesburg Youth Baseball, and consented to in writing by the parents and legal guardians of the minors participants of Galesburg Youth Baseball.

CODE OF CONDUCT COMMITTEE-Shall be comprised of the Executive Committee of Galesburg Youth Baseball.

YOUTH SPORTS ACTIVITY- For the purposes of this Code of Conduct, youth sports activity shall be compromised of all Galesburg Youth Baseball functions, practices, games, and special events, to include, preseason, regular season, and post season, and participation in ALL tournaments, be it local or out of town, invitational league, or Cal Ripken/Babe Ruth District, State, Regional or other tournaments.

OFFICIAL- Member of the Board of Directors or Umpires of Galesburg Youth Baseball.

EVENT- All GYBL games, practices, fundraisers and other events sponsored by, or participated in by GYBL.

2.1.0 Adherence to the Code of Conduct

All Teams, parents, guardians, guests, spectators, players, coaches, and officials shall be required to follow the code of conduct as set forth in this section.

3.1.0 Enforcement

TheDivision Vice President of each league shall be charged with the enforcement of this code.subject to reporting and review by the Code of Conduct Committee.

4.1.0 Availability of the Code of Conduct

The Code of Conduct will be made available to all parents, guardians of minor children, coaches,and officials participating in GYBL.

5.1.0 Required participation; penalties for violation thereof

5.1.1 Galesburg Youth Baseball requires of all its players to participate in the participation of GYBL events, as determined by the GYBL Board of Directors. Players should be prepared to participate fully in all games or practices, and exhibiting proper hustle, attitude and sportsmanship.

5.1.2 Furthermore, players should come to games and practices in appropriate attire, as determined by GYBL rules or coach instructions, and provide proper equipment to include glove and hat.

5.1.3 Players who are absent without a proper excuse from team or tournament team practices, or who do not participate in a teams practice activities, or who are disruptive or insubordinate, may be subject to disciplinary action up to and including exemption for mandatory play rules for the next scheduled game. Coaches who wish to enact such penalties need to contact their Division Vice President for validation, and notify the parent/guardian of said violation.

6.1.0 Prohibited Acts; penalty for violations

6.1.1 PHYSICAL ABUSE OR THREATS OF PHYSICAL ABUSE

Any player, parent, guardian, guest, spectator, coach or official at any Galesburg Youth Baseball event, who initiates a fight, scuffle, or any type of physical abuse or threats of abuse towards any personshall be immediately removed from the premises, and suspended for a minimum of one game immediately following the incident. The incident shall be reviewed by the Code of Conduct Committee, who shall determine the final penalty.

6.1.2 FIELD OF PLAY

Parents, guests, and spectators are prohibited from entering the field of play, during games, including the dugouts of each team. A parent guardian or spectator who violates the Field of Play will be asked to leave the area immediately. Failure to comply will result in removal from the park.

6.1.3 ABUSIVE LANGUAGE, GESTURES, RACIAL SLURS

Any player, parent, guardian, guest, spectator, coach, or official who verbally abuses any person, including the use of obscene language or gestures, or racial, ethnic or sexual slurs, will be subject to removal from the premises dependent on the judgment of the game official. Further sanctions would be subject to determination from the Code of Conduct Committee.

6.1.4 EJECTIONS

Any player or coach in Galesburg Youth Baseball who is ejected from the game by the participating official shall be automatically suspended for one game. This will include all regular season, league post season, and official Cal Ripken/Babe Ruth tournaments. Any player or coach who is removed from any GYBL event other than a game shall be sanctioned as determined by the Code of Conduct Committee.

6.1.5 OBJECTS THROWN ON FIELD OF PLAY

Any player, parent, guardian, or spectator at any authorized Galesburg Youth Baseball game who throws or causes to be deposited any object on the field play, may be removed from the park. Final determination of penalty shall be determined by the Code of Conduct Committee.

6.1.6 ALCOHOL, DRUGS AND TOBACCO

Any player, parent, guardian, guest or spectator, who attends a GYBL game or practice under the influence of alcohol or drugs will be removed from the premises of the event and be subject to a review by the Code of conduct Committee to determine if a suspension is warranted. All parents, guardians, guests or spectators are allowed to smoke only in park designated areas.

Coaches are prohibited from performing any coaching duties under the influence of alcohol or drugs. This is a zero tolerance policy. In addition, coaches are prohibited from using any tobacco products during team practices, pre-game warm ups or games. Tobacco products shall include but not be limited to: cigarettes, cigars, pipes, and smokeless tobacco (chew), snuff or other products. Any manager or assistant coach found in violation of the alcohol or drugs prohibition shall be immediately suspended from all coaching duties pending a final determination by the Code of Conduct Committee. Penalties will be determined by the Committee, up to and including permanent removal as coach. Violations of the coaching smoking prohibition shall result in review by the Code of conduct Committee for final determination.

7.1.0 Authority to remove violators from premises

Any parent, official, coach, player, or spectator at any Galesburg Youth Baseball event shall be subject to the authority of Galesburg Youth Baseball to enforce this Code of Conduct, to include the authority of all officials, including umpires, board members, or officers of the board of directors, and coaches. This authority shall include all practices, games or special events of Galesburg Youth Baseball, and shall include the authorization to direct any aforesaid mentioned persons to direct any persons involved in any incident in violation of this Code of Conduct to be removed from the premises of the location of the incident.

8.1.0 Anger Management Counseling

8.1.1 Any parent, guardian, coach, or spectator 18 years of age or older, who is suspended from attendance from GYBL events for a period of twelve months will be required to complete anger management or an equivalent counseling program consisting of not less than twelve hours of instruction. Proof of satisfactory completion will be required to determine granting of future attendance at GYBL events.

8.1.2 Any person 17 years of age or younger who is suspended from GYBL events for a period of twelve months will be required to complete anger management or equivalent program counseling of not less than 6 hours of instruction. Proof of satisfactory completion will be required to determine granting of future attendance at GYBL events.

9.1.0 Committee procedures and hearings

9.1.1 Any violation of the Code of Conduct which requires Committee review, the President of the League shall convene the committee to review the incidentwithin 48 hours and determine final disposition of appropriate penalty. The Committee will require a simple majority, or five members, whichever is less of the Executive committee to constitute a quorum.

9.1.2 Upon rendering a decision, the President of the League or his designee shall notify the subject as to the final penalty to be served.

9.1.3 APPEAL RIGHTS

Upon receiving a final determination from the Code of Conduct Committee, the subject may appeal the ruling to the full board. An emergency meeting shall be scheduled promptly, and the Division Vice President shall collect all relevant statements and information to provide the board with an account of the incident. The decision rendered by the Board shall be final. A simple majority of the board shall constitute a quorum.

10.1.0 Authorization

I have read the GYBL Code of Conduct and hereby agree to abide by its articles of conduct, and fully understand the penalties for violations. I further understand and grant as a condition of participation, Galesburg Youth Baseball’s authority to enact this Code of Conduct, and it’s authority to enforce its policies, to include the authority to remove violators from park facilities.
