4/4/2016 Regular Council Meeting

The Argonia City Council met in regular session at 7:00 p.m. on 4/4/16 at the City Hall Meeting Room. Council member Wayne Vineyard presided. Council members Scott Jones, Don Phillips, Wayne Vineyard, Jim Pierce and Bob Randall were present. Also present were Jake Powers – Norwich Mayor, Thor Martin, Brian Spano – Wilson & Company, Paul Conklin – Fire Department, David Lathrom – Police Department, Kevin McCurley – Maintenance Department and Mindy Mages - City Clerk.

A quorum was present.

Mayor Brundage called the Regular Council Meeting to Order at 7:00 p.m.

CONSENT AGENDA

·  Minutes

Jones moved to accept the regular minutes for 3/7/16, Randall seconded, motion carried 5-0.

·  Bills

Vineyard moved to pay the bills from, 03/01/2016 thru 03/31/2016, in the amount of $49,608.73, Phillips seconded, motion carried 5-0.

OPEN FORUM

·  Jake Powers – Norwich Mayor

Powers addressed the council mentioning that Norwich meetings are the same night as our city council meetings, so it has been hard to get someone here from the EMS to address the council each month. Powers wanted to update the council about the EMS classes that were taking place on Monday and Thursday each week.

·  Thor Martin

Martin stated that he had been asked to attend the meeting to talk with the council about some properties that he has in town. Council discussed in great lengths the issues that they had with these properties and what they are expecting Martin to do regarding them. Martin agreed to report back to the council at the July 2016 meeting.

·  Brian Spano – Wilson & Company

Spano addressed the council on the timeline of the water project. Spano stated that the bid opening would be contingent on CDBG & KDHE approval around June 1, 2016 with a projection of the finished project being March 1, 2018. Spano will return when he receives more information to present to the council.

DEPARTMENTAL BUSINESS

·  Paul Conklin – Fire Department

Conklin stated that there was nothing to report from the fire department for this month.

·  David Lathrom – Police Department

Lathrom talked with the council about some continuing education training that he would like to be part of but the expense and time away from the job might be a factor. Lathrom stated it would be a 12 week course and it would cost about $6,000 to attend the continuing education training that he was interested in attending. Council had discussion and stated that they thought between the time away and the expense that it wasn’t something they wanted him to attend.

·  Kevin McCurley – Maintenance Department

McCurley stated that the water tower was inspected and it is in need of some touch up paint on the outside of the tower which the estimate will be less $1,500.00. McCurley stated that in the next few years the entire water tower will need to be completely repainted which is an estimate of $40,000 with a 10 year guarantee. Vineyard made a motion to go into executive session for 15 minutes at 8:23pm with McCurley and Mages to stay, Randall seconded, motion carried 5-0. Mayor Brundage came out of executive session at 8:38 pm stating no binding action was taken. Vineyard made a motion to hire Austin Jones for the seasonal summer temporary position starting at $9.00/hour, Randall seconded, motion carried 5-0. McCurley discussed the options for replacing Buddy Craig and council and McCurley decided to run the ad in the paper for another month.

·  Mindy Mages – City Clerk

Mages talked with the council about the dangerous structure at 106 S. Main Street stating that it was ready to take bids. Mages was going to look into having an asbestos inspection first and then opening it up for bids to take the building down. Mages spoke to the council about the estimate given from Celebrations for Argonia Daze on May 14th. Mages stated they had given a discount after last year’s rain. Jones made a motion to accept the bid for Celebrations in the amount of $3,206.00 including the workers, Pierce seconded, motion carried 5-0. Mages discussed the other vendors and contacting a few that she hadn’t heard back from on if they would be attending this year. Mages and Morin are working together to get all the details lined up for Argonia Daze. Mages is sending out letters to ask for donations to hopefully get some funding to help pay for the inflatables this year.

MAYOR

Brundage asked to send a letter to Justin Stringer for the old mortuary asking to take the structure down. Brundage stated that the housing addition and possibly the A-Mart will be going up for auction pretty soon and wanted to make the council aware of this going forward. Brundage stated this would probably be taking place within the next month or so.

A motion to adjourn was made by Vineyard and seconded by Randall.

On motion duly made, seconded and carried 5-0, the meeting thereupon adjourned at 9:14 p.m.
