The Argonia City Council met in regular session at 7:00 p.m. on 3/6/17 at the City Hall Meeting Room. Mayor Alan Brundage presided. Council members Bob Randall, Don Phillips, Jim Pierce and Wayne Vineyard were present. Also present were Jake Powers – Mayor of City of Norwich, Chrissy Bartel – EMS, Scott Figg – Camp Host, Paul Conklin – Fire Department and Mindy Mages - City Clerk.

A quorum was present.

Mayor Brundage called the Regular Council Meeting to Order at 7:00 p.m.

CONSENT AGENDA

·  Minutes

Vineyard moved to accept the regular minutes for 2/6/17, Randall seconded, motion carried 4-0.

·  Bills

Randall moved to pay the bills from, 2/1/17 thru 2/28/17, in the amount of $69,633.26, Vineyard seconded, motion carried 4-0.

OPEN FORUM

·  Jake Powers – Mayor of Norwich

Powers talked with council about the water project. Powers updated the council on the City of Norwich status for their water project and they had just received their grant and would be starting the process. Powers asked to be able to keep in touch with our city while in the process of putting in the water plant. Council agreed to help in any way they could.

·  Scott Figg

Figg talked with the council about being the camp host again for the upcoming camping season. Council agreed.

DEPARTMENTAL BUSINESS

·  Chrissy Bartel – EMS Department

Bartel updated the council on the activities within the past several months. Bartel stated that everything was going great.

·  Paul Conklin – Fire Department

Conklin stated that there was nothing to report for the fire department.

·  Mindy Mages – City Clerk

Mages talked with the council about the police chief applicants. Councils decided to conduct interviews with Patrick Chapman, Darrel Schenck, Jennifer Woodis, Steven Jones & Gregory Johnston on March 14th starting at 6:00pm. Mages presented the Ordinance 566 which will increase the trash prices. Council discussed the ordinance and wanted to make a chance and present the Ordinance 566 with the changes at the next meeting on March 14, 2017 for approval. Mages stated that we need to appoint someone to be the Code Enforcement officer. Mages stated that Austin Jones was interested in the position. Randall made a motion to offer Austin Jones the position of Code Enforcement Officer for the next 60 days and have him attend meetings to keep the council up to date, Vineyard seconded, motion carried 4-0.

MAYOR

Brundage talked with the council about a place in Wellington called Pearly Gates that takes stray cats and dogs at no cost and helps find them homes and will board them free of charge until they find them a home.

COUNCIL

Vineyard talked with the council about ideas for enforcing the city ordinances in other ways besides a police chief for the interim period. Vineyard wanted to find out if city council could write tickets or if they needed to appoint someone to write tickets. Mages stated that she would ask the league and get back to the council.

OTHER BUSINESS

Wayne Vineyard

·  Vineyard updated the council on the progress of the drag races. Vineyard stated they might have found an artist. Vineyard also mentioned they are checking to see if Alva, OK already has the same dates for the drag races.

ADJOURNMENT

A motion to adjourn was made by Vineyard and seconded by Randall.

On motion duly made, seconded and carried 4-0, the meeting thereupon adjourned at 8:37 p.m.
