Reporting Arrangements

The post-holder reports to the Chief Executive.

The post-holder reports on all quality or safety of patient care to the Chief Executive, but if concerns are not addressed these can be raised with the Chair of the Clinical Committee.

The post-holder will report formally to the Board of Trustees at each of their meetings and prepare an annual report on care services.The post-holder also reports to and manages the agenda of the Clinical Committee.

Department Objectives

To manage the development and provision of all clinical care, and education services delivered through Katharine House Hospice, whether directly, or in partnership with others.To oversee the management of housekeeping, laundry and catering.

Role Within the Department

To provide clinical and managerial leadership within Katharine House Hospice for Care,Education, Housekeeping and Catering teams.

Function and Responsibilities

Summary

This is an Executive level appointment. The post-holder is the senior executive with overall responsibility for the delivery of a high quality, patient-centred, holistic service to patients, carers and their families in all the forms this may take.

This is a board level position with the post-holder attending meetings of the Board of Trustees. The post-holder is responsible for managing the agenda and papers for the Clinical committee of the Board, and attends the Nominations and Governance committee.

The post-holder is a member of the Executive Team.

Specific Objectives

  1. To ensure our patients and their families receive a high quality, caring service, professionally delivered within a safe environment and within the financial constraints agreed by the Board of Trustees.
  2. To provide leadership for all care service teams.
  3. To provide strategic advice and guidance on care to our Trustees and Executive Team.
  4. To promote good relations between all working groups within the hospice and in particular ensure care departments support the income generation functions.
  5. To support the effective clinical governance of Katharine House Hospice through the Clinical Committee.
  6. To ensure that all service delivery enhances the reputation of the hospice and contributes to the advancement of the stated purposes of Katharine House Hospice.
  7. To initiate, plan and monitor the development of current services provided by Katharine House Hospice.
  8. To plan and manage the implementation of new service developments within Katharine House Hospice.
  9. In liaison with other service providers, develop innovative approaches to palliative care provision in Mid-Staffordshire.
  10. To develop and maintain strong working relationships with other service providers.
  11. To oversee the provision of a clean environment for patients,visitors, staff and volunteers and the provision, and availability, of safe, nutritious food to patients.

Key Tasks and Responsibilities

  1. Act as the Registered Manager under the terms of The Health and Social Care Act 2008 (regulated Activities) Regulations 2010 and the Care Quality Commission (Registration) Regulations 2009, as amended from time to time.
  2. Act as the Accountable Officer for controlled drugs.
  3. Act as Director of Infection Prevention and Control.
  4. Act as Decontamination Lead
  5. Act as Caldicott Guardian.
  6. Ensure integration of service provision within Katharine House Hospice.
  7. Liaise with other service providers and professionals to develop a cohesive approach to palliative care within Mid-Staffordshire.
  8. Develop and monitor standards of patient care throughout the Hospice.
  9. Manage (or oversee the management of) the clinical,education, housekeeping, laundry and catering budgets.
  10. Provide a key link between the ExecutiveTeam and the Clinical Committee.
  11. Oversee the role of Katharine House Hospice in developing education and training for professionals and carers within Mid-Staffordshire.
  12. Ensure that staff are suitably qualified and that their skills are kept up to date and developed to provide high quality palliative care.
  13. Take responsibility for the professional development of the clinical and care teams within the hospice.
  14. Provide written and verbal reports to Trustees to assist them in making decisions.
  15. Ensure compliance with the Mental Capacity Act.
  16. Ensure compliance with all other relevant legislation.

Other Tasks and Responsibilities

Professional

The post holder will have full responsibility for all aspects of the nursing and care resources within Katharine House and for directly employed therapy services. The post holder will also be responsible for ensuring compliance with registration requirements.

Specific areas of responsibility include to:

Ensure patients and their families’ receive individualised, holistic care delivered by a professional team in a way that maximises their quality of life and respects their privacy and dignity.

Ensure staffing levels are commensurate with the provision of high quality care for patients and their families within agreed resources.

Provide leadership within the care services of Katharine House.

Promote multi-professional team working within the care team.

Work closely with professional colleagues in the community and acute settings to ensure that patient care is effectively co-ordinated and seamlessly delivered.

Act as the main point of contact for external organisations on clinical and care issues.

Ensure compliance with all aspects of Katharine House’s registration requirements with the Care Quality Commission. Providing close liaison with the Care Quality Commission, the Chief Executive, the Clinical Sub-committee, and the Board of Trustees.

Lead the development and management of clinical audit and clinical governance

Develop a system to ensure all clinical policies and procedures are under regular review and monitoring compliance with these as appropriate.

Act as the Caldicott Guardian to ensure the confidentiality and appropriate use of patient information.

Be aware of current research based practice, particularly in relation to palliative care, and thereby seek to initiate innovative forms of care.

Establish systems for providing evidence-based research on the effectiveness of care provided by Katharine House.

Provide routine reports to the Board of Trustees, Clinical Services Committee, and provide an Annual Report to the Board of Trustees on all aspects of care services and the quality and safety of care provided.

Management & Leadership

As an executive manager the post holder will be expected to carry out a range of managerial activities including:

  1. In conjunction with Trustees and the Executive Team, develop the strategic and operational plans for the development of Katharine House Hospice
  2. Provide advice and leadership to the Executive and Board of Trustees on clinicalactivities whilst also taking a corporate view of the organisation
  3. In conjunction with the Chief Executive and care managers, take responsibility for the financial management of the clinical,education, housekeeping, laundry and catering services, including setting, preparing and managing budgets
  4. Monitor and manage patient activity to ensure hospice resources and services are being used efficiently and effectively.
  5. Act as managing officer for the Clinical Committee in conjunction with the Chair of the Committee.
  6. Ensure activity and quality data are provided to the relevant committees, the Clinical Commissioning Groups,and National Council for Palliative Care
  7. Provide support for care managers.
  8. Deputise for the Chief Executive as needed.
  9. Act as an advocate for Katharine House

Personnel

The success of Katharine House will be entirely dependent on the calibre and commitment of its human resource. In liaison with the Chief Executive and Head of Human Resources, the Director of Care will be responsible for all aspects of Personnel Management within CareServices.

Typical areas of activity include, but are not restricted to:

  1. Keeping under review clinical staffing levels in relation to clinical workload.
  2. Overseeingformal procedures such as performance management, grievance and disciplinary matters.
  3. Maintaining an overall view of staff development needs and seek to ensure these are met.
  4. Ensuring professional staff have current active registration with the appropriate bodies
  5. Managing staff sickness and absence.
  6. Monitoring the effectiveness of the staff appraisal system.
  7. Participating in the preparation of induction courses and statutory and mandatory updates.
  8. Ensuring effective communication from the Executive/Operations teamsto the Care,Education, Housekeeping and Catering services staff.

Education and Training

It is the desire of the Trustees to ensure that Katharine House Hospice develops a working environment that promotes the personal and professional development of all its staff and to share this knowledge and experience with others. To this end the Director of Carewill:

  1. Be responsible for fostering a culture and environment of positive personal and professional development for all people providing nursing and care services.
  2. Develop and manage the provision of training and education to external bodies in the delivery of palliative care through courses, seminars and placements.
  3. Ensure provision of in-house training
  4. Establish links with other education providers
  5. Oversee the management of the Katharine House Hospice library.

Personal Development

Katharine House will support the continuous development of the post holder who is expected to be proactive in ensuring their own clinical supervision and identifying their own developmental needs.
