ANNUAL REPORT2015-16

Preamble:

The Directorate of Archaeology and Museums which was established in the year 1885 has been merged with Department of Archaeology, Museums and Heritage vide Government order No. KASAMVAPRA 10 KMU 2012 dated
23-2-2012. The Commissioner has been appointed as the head of the Department after re-structuring of the Department.

In Government Order No.Ka.sam.va./234/KMU/2014 dated 13-03-2015 the word Prachayvastu in Kannada is termed as Puratathva and thus the name of the Department is called as Department of Archaeology, Museums and Heritage.

The Department is rendering service in the field of Art & Culture, All its activities have been taken up under plan & Non-Plan head.

The fundamental functions of the Department include Archaeological Explorations, Excavations, Conservation of Ancient Monuments, Publication of academic and research books, Development and maintenance of Museums and organizing Cultural and Educational activities etc. All these activities have been organized in a systematic manner and also implemented by the Department.

The Department has been preserving invaluable ancient sculptures, stone edicts, coins, copper plates, etc., in the departmental Museums for the sake of posterity.

The Department has been carrying out the conservation and developmental works relating to the heritage buildings in six heritage areas because of their historical background namely: Mysore, Srirangapatna, Bidar, Gulbarga, Bijapur and Kittur during 2004. Besides 14 more heritage areas i.e. Sannathi, Nagavi, Kamatagi, Badami, Aihole, Bangalore, Lakkundi, Banavasi, Talakadu, Balligavi, Belur, Halebeedu, Malkheda, Melukote, have been declared as Heritage areas on par with the budget speech for the year 2012-13. The documentation and integrated management plan of all the 20 heritage cites consisting of ancient monuments and buildings has been completed with inventorying prior to carrying out conservation of all these relics.

The department has in its administrative jurisdiction has 5 offices of Deputy Director at Mysore (Heritage), Gulbarga, Bengaluru, Dharwad and Kamalapur (Hampi). There are about 15 Government Museums in places like Bangalore, Chitradurga, Shimoga, Mysore, Srirangapatna, Hassan, Madikeri, Mangalore, Kittur, Gadag, Gulbarga, Raichur, Bhasavakalyana, Hoovinahadagalli. There is VenkatappaArtGallery at Bangalore and Sculpture Gallery at Athani.

2. Additional Charge:

1) In Government Notification No.DPAR/139/SAS/ 2014-15 dated 03-09-2014 Dr. C.G.Betsurmath, KAS, (Super-time scale) is placed in additional charge of the Commissioner, Department of Archaeology, Museums, and Heritage, Mysore, under rule 68 of KCSRs.

2)In Government Notification No.Ka.sam.va./132/KMU/2014 dated 08-06-2014 Dr. Gavisiddaiah, Archivist, Office of the Divisonal Archives Office, Mysore is placed in additional charge of the post of the Deputy Director (Heritage), in the Commissionerate Office, Mysore. Heis also holding the additional charge of the post of the Director (Archaeology) at Mysuru.

3)As per the Government order No. kasamva 91 kmu 2015 dated 29/05/2015 D. Shivappa, Assistant Director, Government Museum, Chitradurga has been placed in the additional charge of the post of the Deputy Director, in Hampi- Kamalapura, Hospet taluk, Ballary District against the vacant post due to retirement of the officer concerned.

3. Cadre and Recruitment Rules:

The Department of Archaeology & Museums has got its own Cadre and Recruitment Rules vide Government notification No. ITY 67 KMU 86 dated 28-2-1992. Suitable proposal is being submitted to Government to get revised C & R in view of the re-structuring of the Department of Archaeology, Museums and Heritage. In the same way suitable amendment is being proposed for the amendment of Karnataka Civil Services (Classification, Control and Appeal ) Rules, 1957.

4. Acts and Rules :

The Department has the following Acts and Rules

1. The Karnataka Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1961 and Rules 1965.

2.The Karnataka Treasure Trove Act 1962 and Rules 1963.

5.Public Grievances:

The Department is receiving requests in the form of grievances from individuals and institutions concerning about conservation of monuments. They are being looked into on priority keeping in view the budgetary allocations.

7. On-going plan schemes:

The Government vide G.O. No. KASAMVA/80/KMU/2015 dated
06-06-2015 has accorded approval for a third year on-going scheme under Annual Plan. A grant of Rs.2410.00 lakhs is sanctioned under plan.

During the year 2015-16 underthe first instalment of the supplementary grant Rs. 2500.00 lakhs has been sanctioned under 13th Finance Commission.Totally a grant of Rs. 4910.00 lakhs has been sanctioned under plan of this financial year. Out of which a grant of Rs. 3880.25 lakhs has been incurred as expenditure with an achievement of 79%.

8. Seminars, Archaeological photographic exhibitions & functions:

1.In the office of the Commissioner at Mysuru the World Heritage Day has

been celebrated on 18th April 2015.

2.In the Office of the Commissioner at Mysuru the World Museums Day has been celebrated on18th May 2015 by organizing special lectures on Development of Museums in the World Today. That apart seven days of

World Museums Week has been celebrated in the Government Museum at

Bengaluru.

3.The establishment of Government Museum at Bengaluru was open to public on 18th August 1865. As such the sesqui centennial (150 years) celebrations of the Bengaluru Museum were held on 23rd August 2015.

4.As a part of Dasara Festivities 2015 an Archaeological Photographic Exhibition was held in the corridors of the building of Commissioner’s office at Mysuru. A tableaux depicting architectural value of the temple of Varadarajaswamy at Varakodu conserved by this department was accompanied in procession on the day of Vijayadashami.

5.A National seminar on Parashuramavatara in Religion, Literature and Art was organized for two days from 01.03.2016 to 02.03.2016 in association with Narasimha kshetra at Mysuru. Eminent scholars and researchers presented their scholarly papers and deliberations were held in detailed perspective.

9. Providing grants to other organizations in connection with seminars/workshops to be held by them:

The Department has been providing grant to various Colleges and Institutions in connection with awareness programmes about ancient history, art, culture and monuments among the youths and people at large.

In this backdrop grant has been released to the following organizations to undertake seminars and also workshops during 2015-16 after obtaining Government Order through payees receipt.

10. Archaeological Photography / Documentary Exhibition:

In the premises of the Commissionerate in 3 galleries photographs on the glory of Karnataka Royal dynasties, Ancient capitals and heritage towns has been arranged along with documents on the eve of Dasara Celebrations 2015. This photographic exhibition was visited by thousands of students from various colleges and also by tourists. A film documentary was also arranged on the various developmental activities of Department for the sake of researchers/ public and students.

11. Heritage Walk/Cycling :

The Department is organizing programmes relating to Heritage walk/cycling to create awareness among the students, public, foreign visitors and other interested persons about the historical, architectural, artistic, heritage buildings which are the symbol of tangible heritage at Mysuru.

This programme is usually being arranged at the time of Dasara Festivities. But this has been extended beyond Dasara on other occasions frequently. It is a pride on the part of the Department to arrange 24 such heritage walk and also 4 heritage cycling activities.

During 2015-16 at Mysuru for almost all the trainees of different Training Institutions and also Government Departments like Administrative Training Institute/ State Institute for Urban Development/ Postal Training Centre/ Police Training Collge/ Banks/ Corporators/ Students of Colleges/ Schools/ Public/ Foreign visitors etc, the Heritage programme was arranged.

12. Heritage Club :

A grant of Rs.12.10 lakhs has been released to various First Grade Colleges and Pre-University Colleges for the function of their 97 Heritage Clubs which will in turn chalk out the programmes to create awareness and also for their multifaceted ideas about tangible, intangible and natural heritage of the land among the College students.

13. Prachyaprajne:

During 2014-15 in the budget speech vide para 253 announcement had been made on PrachyaPrajne which has been implemented and continued in the year 2015-16.

The Karnataka State had been under the reign of many royal dynasties that had left behind them many relics especially in the form of ancient monuments.To provide first-hand information about these ancient monuments, Art, Culture, Literature and Architectural styles to the high school students, a special programme titled PrachyaPrajnehad been organised at Mysuru by the Department in association with the Department of Public Instruction, District Administration, Kannada, Culture and Information and Public relations. Local City Corporation, City Municipality, Taluk Administration. An expenditure of Rs.42.50lakh has been incurred for such 34 programmes.

14. Exhibition and Sale of Research Publications/Books:

The Department being an academic oriented one has brought out 5 research publications during 2015-16.

  1. Heritage trees.
  2. Sannati Heritage series.
  3. World Heritage Tentative List (three sites of Karnataka)
  4. Temples in the Kannada inscriptions of Maharashtra.
  5. Vidhurashwatha brochure series.

Till now about 140 publications have been brought out. It has been arranged for the exhibition and sale of these publications, on discount rate, ranging from 15% to 50%, the facility of which is being utilized by researchers, students and interested parties.

  1. Excavations:

The excavation has been continued during the current year in Hampi by the Department.

  1. Conservation Works:

The various conservation works are being taken up through e-tender after obtaining approval from the Technical Advisory Committee.

(a)29 on-going conservation works under State plan at an expenditure of Rs.229.34 lakhs have been carried out.

(b)3 works under new works at an expenditure of Rs.16.59 lakhs has been carried out. Detailed as below.

(c)200- Maintenance for two new works an expenditure of Rs.8.86lakhs has been incurred.

  1. Grant under 13thFinance Commissions :

This is a centrally sponsored scheme which had been commenced from 2011-12 to 2015-16 under which a grant of Rs.100.00 crores had been provided for undertaking 135 conservation works.

  1. Scheme for the development of Museums:

There are 15 Museums and 2 Art Galleries under the jurisdiction of this department. In these Museums various artefacts procured from explorations, excavations and from the collection of various sources like ancient sculptures, images, coins, art forms, cannons, bullets, herds of pottery pieces have been displayed in a befitting manner permissible in museum ideology. During the preceding year, 200 such arte-facts have been collected. The maintenance and development of museums have been carried out in a systematic way.
