Introduction
Approximately 1.3 million people die each year on roads worldwide, and between 20 and 50 million sustain non-fatal injuries, according to World Health Organisation (WHO). The Global Status Report on Road Safety is the first broad assessment of the road safety situation in 178 countries, using data drawn from a standardised survey.
The results show that road traffic injuries remain an important public health problem, particularly for low-income and middle-income countries. While road traffic death rates in many high-income countries have stabilised or declined in recent decades, research suggests road deaths are increasing in most regions of the world and that if trends continue unabated, they will rise to an estimated 2.4 million a year by 2030.
There are several factors responsible for road accidents, namely - humans, vehicles, roads and the overall environment. However, most accidents are deemed to be due to human error.
Over the years, the REAM Training, Research and Development Committee has been organising a series of short courses on Road Safety Audit. The focus of this programme is to identify any potentially unsafe features or operational arrangements that may adversely affect the safety of road users. This includes the formal examination of planning, design and construction of road projects and examination of existing roads.
A Certificate of Competency will be issued to each participant who attends all five (5)modules of thisprogramme and passes the Competency Test. The certificate may be submitted by the participants to fulfill one of the requirements for recognition as an accredited auditor by major road authorities on the country.
The objectives of these training modules are to:
- Expose respective professionals to technical and scientific approaches to tackle traffic safety problems.
- Provide hands-on experience in accident data compilation, analysis and diagnosis.
- Create safer road design and traffic facilities.
- Evaluate the effectiveness of engineering countermeasures.
- Detailing the combination of human and environmental factors that can be used in engineering and traffic management actions towards eliminating contributory factors to road accidents.
