Resolution on Councils and Conferences Soliciting Funds

Inside the Boundary of Another Council or Conference

Whereas, The St. Vincent de Paul National Council, its Councils and Conferences function in a world of heightened regulatory review and public scrutiny of charitable organizations; and

Whereas, SVDP National Council, its Councils and Conferences is committed to the highest ethical standards in all that it does and to complying with all applicable regulations, policies and best practices; and

Whereas, the National Board of Directors and National Council have the responsibility and authority to establish the operating norms for Conferences and Councils in the United States consistent with the Rule, Bylaws and existing Policies; and

Whereas, solicitation for funds in a specific jurisdiction outside of the Conference or Council’s current boundaries is prohibited by a Resolution adopted by the National Council in 1979; and

Whereas, the development of technology makes it possible to operate inside any geographical area without being physically present,

Therefore be it resolved that the National Board of Directors recommends that the National Council of the United States proclaims, as a matter of policy that business activity and fundraising be conducted within the Conference or Council or at the United States level and that Conference or Council business activity or fundraising shall not intentionally be conducted within the Conference or Council boundaries of another Council or Conference without the permission of that other Council or Conference. All areas of the United States without a Council shall be considered within the boundaries of the National Council. If a Council or other entity wishes to participate in a business activity or fund development project jointly with another Council or Conference, a proposal must be presented in a business case format to the National Board of Directors for review and approval. Such plan must provide an adequate plan for dissolution of any joint activity. The process for review will be established by the National Board of Directors. Solicitation of funds or business activity shall include activities conducted by means of Facebook, YouTube, Twitter, or any other electronic method. This Resolution does not prevent applying for a grant to a foundation located in another state and does not affect circumstances where advertising or public service type announcements are done in publications or other media that cross Council or Conference boundaries as long as the objective of such advertising is the promotion of all activity soley within the boundaries of the Council or Conference doing the advertising or on whose behalf any such announcement is made.
