PART A: INFORMATION FOR THE TENDERER

  1. INFORMATION ON SUBMISSION OF THE TENDERS

Subject of the contract:

The subject of this tender is:

-Provision of supplies as indicated in the technical information in the point 2 of these information;

Selection criteria for tenderers

The following selection criteria will be applied to tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole unless specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are sub-contractors:

1)Economic and financial capacity of tenderer

Legal persons:

The average annual turnover of the tenderer over the past three years (2013, 2014 and 2015) must exceed 20000 Euro[1].

Natural persons:

The available financial resources of the tenderer must exceed 20 000 Euro.

2)Professional capacity of tenderer.

Legal persons:

The tenderer has a professional certificate appropriate to this contract, such as valid ISO 9001:2008 certificate for QMS applicable to import and distribution of medical equipment, appliances, instruments and consumables or equivalent.

Natural persons:

The tenderer has a professional certificate appropriate to this contract, such as valid ISO 9001:2008 certificate for QMS applicable to import and distribution of medical equipment, appliances, instruments and consumables or equivalent.

3)Technical capacity of tenderer

Legal and natural persons:

The tenderer has delivered supplies under at least one contract with a budget of at least 10 000 EUR in field similar to this contract which was implemented at any moment during the following period: 01.12.2013 – 01.12.2016.

Deadline for submission of the tenders:

The deadline for submission of tenders is 12:00 local time (Bulgarian) on 16.12.2016. Any tender received after this deadline will be automatically rejected.

Address and methods for submission of the tenders:

The tenderers will submit their tenders using the standard submission form available in the Part B of the tender dossier. The tender will be submitted in 1 original. Any tenders not using the prescribed form might be rejected by the contracting authority.

In addition to the offer the tenderer is required to provide the following supporting documentation:

-Copy of legal registration (Certificate on the recent legal status of the tenderer (issued not later than 6 months prior the date of tender publication (1st December 2016) (copy signed as true to the original by the tenderer);

-Proof for meeting the selection criteria for professional capacity of the tenderer (copy signed as true to the original by the tenderer);

-Proof for meeting the selection criteria for technical capacity of the tenderer (i.e. references of the tenderer for implementation of similar contracts, or equivalent) (copy signed as true to the original by the tenderer);

  1. ADDITIONAL INFORMATION

The selection criterion is:

-Lowest price of technically compliant offers.

The unsuccessful/successful tenderers will be informed of the results of the evaluation procedure in written.

The estimated time of response to the tenderers is 3 days from the deadline for submission of tenders.
