Message from the Chairman

Westminster Boating Base (WBB) was established in 1975 and teaches dinghy sailing, powerboating, kayaking and canoeing to young people and adults in central London. Its primary objective, stated the charity’s trust deed, is:

“To help educate young people through their leisure time activities, so to develop their physical, mental and spiritual capacities that they may grow to full maturity as individuals and members of society and that their conditions of life may be improved”.

Located on the River Thames in a secluded riverside park, WBB operates throughout the year for young people aged 10 – 23 years who can gain membership as individuals, or as part of a school, youth or community group. There are no restrictions on who may attend and young people come from all over London - the primary outreach focus is naturally local. The charity also seeks to benefit young people beyond the mere acquisition of watersports skills, and young people are encouraged to work together and develop their social skills in a sensible and safe way.Westminster Boating Base also arranges activities for adults, both on a fee paying and semi-charitable basis as appropriate.

The Base’s spacious function and meeting rooms with riverfront balconies are also available to hire as a venue for parties, both corporate and private, conferences, seminars, wedding receptions and other events.

The new Director, in addition to leading and managing the charity’s daily work and output, will play a key role in developing the strategy to ensure the delivery of the objective. The trustees are therefore seeking applicants, inspired by the charity’s purpose, who have the motivation and energy to make a positive difference to the lives and experience of young people and areable to take the management of the charity forward with confidence into the future.

Job Description and Responsibilities

Job Title: Director

Purpose

  • To manage the full range of activities undertaken by WBB
  • To provide leadership to the direct employees, volunteers and contracted staff
  • To take responsibility for the financial aspects of WBB and its trading company ensuring compliance with relevant regulations
  • To implement the policies and decisions of the Trustees
  • To engage proactively with external organisations and people who have an interest in the WBB, including the local community

Accountability

The Director is accountable to the Chairman and Trustee Board.

Principal Tasks and Responsibilities

Strategy

  • Together with the Trustees, planning and implementing the future direction of Westminster Boating Base
  • Charity fundraising strategy
  • Trading fundraising strategy – Events, catering and adult courses
  • Managing the relationship with the RYA, BC, PLA, Westminster Council and other professional and legislative bodies.

Relationship Management

  • Liaising with and maintaining relationships with funders, schools, charities, youth organisations and other relevant charities and organisations
  • Developing new relationships through client meetings and networking
  • Maintaining existing community relationships and providing charity representation for external events
  • Developing, promoting and marketing of the WBB including dealing with the media
  • Establishing a Friends of Westminster Boating Base support group

HR

  • Management of WBB staff
  • Overall management and engagement of volunteers
  • Appraisals
  • Ongoing training

Governance

  • Ensuring the Charity meets its constitutional, statutory and legal obligations in all areas including reporting to the Charity Commission and Companies House
  • Preparing an annual Trustees report for the Charity Commission
  • Acting as Secretary to the Trust and the Management Board and assuming the role of Managing Director of the Limited Company

Trustee and Management Board

  • Advising the Trust and Management Board on all relevant matters
  • Financial reports

Leading and Managing the Organisation

  • Day to day management of the operations of the WBB, ensuring adequate supervision in accordance with Health and Safety and any other regulations
  • Maintaining appropriate site, activity and personnel, Trustees and Directors insurance policies
  • Overseeing the successful event and catering operation run by Retro Catering Ltd
  • Together with the Chief Instructor, devising a comprehensive programme of activities, ensuring maximum usage
  • Implementing the decisions of the Trust and be advised by the Management Board
  • Purchase of and maintenance of goods and services needed by the WBB
  • Maintenance and building works
  • IT and telecoms contracts
  • Lease obligations and managing service contracts
  • Overall website management, including being Editor-in-Chief

Finance

  • Maintaining a sound financial situation, including keeping Books of Record, presenting to the Trustees and the Advisory Board the annual forecasts and targets, ensuring that all requirements of the Inland Revenue, the VAT authorities and the Charity Commissioners are properly fulfilled
  • Setting budgets for the WBB and its trading subsidiary
  • Preparing and overseeing the management accounts
  • Managing the banking relationships
  • Managing cash flow
  • Approval and sign off all purchases
  • Maintaining a strict and transparent division between the charity and the company accounts

Fundraising

  • Writing letters to potential donors
  • Applying for grants
  • Liaising with foundations
  • Reporting to grantmaking bodies on the application of funds and benefits accrued as a result

Person Specification

Experience and Knowledge

Essential

  • Strong financial planning and management experience
  • Proven management ability - Supporting staff and giving positive direction
  • Operations experience
  • Experience of making sound management decisions

Desirable

  • Experience of liaison with local authorities, governing bodies etc.
  • Senior fundraising experience and proven track record
  • Experience of working in a regulated environment
  • Familiarity with Charity Law
  • Experience of managing building and maintenance projects

  • Excellent interpersonal skills – Tactful and able to adapt easily to a wide variety of people and social situations

Salary and Conditions of Service

Salary: £40,000

Benefits:10% pension.

Holidays: 30 days per annum (in addition to Public Holidays).

Hours: Based around a 35hour week which will occasionally includeevenings and weekends.
