Hospital Management Specialist

Background:

On March 26, 2015 the Assembly of Republic of Kosovo approved the Financial Agreement between the Kosovo Government and the International Development Association. The agreement supports the Kosovo Health Project (KHP) worth US$25.5 million. The KHP supports improvements in financial protection from health spending for the poor, and quality of care for priority maternal and child health and non-communicable disease services in Kosovo.

The project consists of three components:

Component 1: Improving financial protection and quality of care. This component will build the institutional capacity to implement health sector reforms to improve financial protection and quality of care.

COMPONENT 2 (Strengthening primary care) will finance capitation payments linked to performance aiming to improve access to and quality of priority services at the primary care level, including MCH and NCD services.

COMPONENT 3 (Project Management) will support the strengthening of the capacity of the MoH to carry out the technical and administrative management of the Project.

Through the first component of the Project, the MoH is aiming to build the MoH/HIF’s capacity to implement mandatory health insurance, and improve the quality and efficiency of health services. In particular, the MoH is considering the introduction of Diagnostic Related Groups (DRGs) as the new payment method for hospital services to be used by the MOH/HIF. The MoH has prepared a seven year action plan for the introduction of DRGs at the hospital level. This should allow for the start of implementation of the action plan for the introduction of DRGs at the hospital level in 2018, including the purchasing of the relevant DRG software and license.

While introducing strategic purchasing mechanisms for health services at all levels of care, the MoH aims to support Kosovo Hospital University Clinical Services (KHUCS) management in two phases:

• Phase 1: Supporting the KHUCS director in day to day activities and assessing the current KHUCS management chain.

• Phase 2: Offering technical assistance focusing on innovative solutions to optimize performance in the short term and prepare the KHUCS management for the future sustained strategic, operational, financial and legal challenges.

The phase 1 technical assistance will define the TORs for the technical assistance to be offered during the phase 2. The technical assistance during phase 2 will be offered through a company team of experts across the spectrum of healthcare disciplines, with a clear defined exit strategy. These professionals are expected to have specialized capabilities and a record of success across hospital operations and restructuring, health economics, and stakeholder engagement and communications. The TORs for the second phase will be developed by the end of first phase.

Scope of work:

The consultant will assist the KHUCS Director in:

1. Assessing the current KHUCS management chain/organizational structure, and resources and communicating with relevant structures to seek solutions for improvement;

2. Assessing and proposing solutions related to employee management and liaising between the KHUCS Board, administration and medical staff;

3. Assessing the daily supervision of operations and expenses monitoring and suggesting cost-effective alternatives;

4. Assessing medical and employee records, and monitoring of administrative staff’s performance, and formulating recommendations for improvement;

5. Developing draft technical parameters for further KHUCS management improvement, including an action plan with a timeline and a budget. The technical parameters should include specific requirements to address strategic and operational challenges, including in the following areas: information technology, financial management and legal framework.

Consultant Qualifications:

Master’s degree in Healthcare Administration, Public Health, Health System Management, Business Administration or relevant field;

At least 7 years of experience in health institution management, including 5 years in hospital management is preferred;

Experience in hospital management is preferred;

Excellent written and spoken English language.

Period of Performance and level of effort:

Work is expected to start as soon as possible. The foreseen contract duration is three months encompassing up to 30 consultancy workdays during this period, with the possibility of extension.

Selection process:

Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers published in January 2011 (Consultants Guidelines), according to selection based on Selection of Individual Consultants(IC) method.

The consultant will be selected based on:

-  The overall consultant qualification (50%)

-  Relevant work experience (50%)
