MINUTES FROM THE MEETING OF CORNWALL AND ISLES OF SCILLY LOCAL DENTAL COMMITTEE HELD AT ALVERTON HOTEL, TRURO ON TUESDAY 10th JANUARY 2017

The minutes of the previous meeting were approved and signed by the chair.

ACTION POINTS FROM LAST MEETING

1.  Carrie has sent an email to the dentist list to request questions for Sara Hurley

2.  Mel invited Andy Birnie to this meeting but had no response

CHAIRS REPORT

Matt Jerreat (restorative MCN chair) has informed andy that he would like to attend a LDC meeting. Andy to invite him.

LPN

Andy attended a meeting in Exeter for the LPN. We need a deputy to cover andy if he is unable to attend meetings in future. The committee agreed David Brooks will become the new deputy.

Important that the commissioning is clinically led.

Electronic referral system will go ahead.

Cornwall is the most deprived area in the south west. We need to increase access and care. The NHS may re tender areas where UDAs have been clawed back. Up to £100k of UDAs can be given out without re tendering. Wait and see.

Oral health steering group is now meeting quarterly.

Antimicrobial resistance strategy and improving access for vulnerable patients is on the agenda.

Officials Day was attended by Chris, Andrew and Melissa in London. The 2 month rule is scrapped until the end of the financial 16/17 year. Andy to find out how NHS England will deal with this. There are a substantial amount of practices on the prototype contract who are not meeting their targets. We are currently waiting for data. Jill Matthews from PCSE is working with capita to improve their problems. The NHS has extended the grace period to all 857 DFTs to get their performer numbers by 31/1/17. The performers list will be online and streamlined in future.

It is important to check your tier 2 reports. The NHS are looking at the fluoride application rate, radiograph rate and band 3 to band 3 courses.

REPORT FROM CORNWALL ANTI-MICROBIAL RESISTANCE GROUP MEETING (CARG)

They are currently auditing foundation dentist prescribing. Information has been placed in the BDJ. There was a poster for the waiting room. Toolkit. Wendy Thompson would like to talk to the LDC about proposed audits. We agreed to invite her to talk with Sara Hurley at the open meeting. This is the first year there has been a decrease in antibiotic prescribing.

REPORT FROM SOUTH WEST ORTHODONTIC WORKING GROUP

Joe McGill is the chair of the group. All contracts in the south west will be re procured. GDS contracts without an end date do not need to retender. PDS do need to retender. Between now and March 2018. Now until the 21st February to apply. The idea is to give more of an opportunity for younger specialists rather than selling contracts. There is no more money. May cause a decrease in contracts for secondary care as they are more expensive. Electronic referrals will go ahead outside of the NHS process (as this will take many years) 3 systems are being looked at. Andrew Harris is looking into funding from sources. Possible MCN roadshow?

LOCAL STUDY GROUP

Meeting is on Monday 30th January. Nick Wenger has agreed to do a presentation on short term orthodontics.

The cornwall practitioners group have an IR(ME)R course in February

ACTION POINTS:

1.  Mel to invite Andrew Birnie to the next meeting

2.  Mel to forward the statement on dental complaints to email list and place on website

3.  Chris Roberts to report back to committee after discussing with Suzanne from cancer research UK about ways to improve cancer prevention and detection by dentists

4.  Andy to contact Andrew Harris and find out how they will deal with the scrapping of the 2 month rule

5.  Adam to inform the group about whether Wendy Thompson can speak at the open meeting?
