BACKGROUND:

The Academic Senate Executive Committee is requesting an end to all curriculum proposals, for both new programs and courses that relate to the quarter calendar, effective June 15, 2014.

President Ortiz has decided, in support of the Chancellor's desire to have all CSU campuses on a common academic calendar,that Cal Poly Pomona convert to a semester system,therefore, any work on the curriculum pertaining to the quarter system is not the best use of faculty time and efforts, especially given that proposals submitted this academic year (end of 2014) will not be approved, nor implemented, until 2016, a year before the conversion to semesters is to take place.

DISCUSSION:

The Academic Programs Committee and all recommended resources who responded to the committee’s inquiry on this referral were in agreement that sinceCal Poly Pomona is considering converting to a semester system that any work on the curriculum pertaining to the quarter calendaris not the best use of faculty time and efforts, and that the university needs toestablish a deadline for the cessation of all curriculum proposals (not just for new programs and courses) that relate to the quarter calendar. The discussed deadline for quarter based curriculum proposals to be submitted to the senate office is June 15, 2014 (with the understanding that these proposals would need to be submitted to the office of Academic Affairs by May 15, 2014).These deadlines will allow the Academic Programs Committee, the GE Committee, the University Curriculum Committee and the Office of the Associate Vice President, Academic Programs time to finish processing the quarter based proposals that are currently in progress.It was also suggested by members of the Academic Programs committee that semester calendar curriculum proposals will not be acted on by the appropriate standing senate committee until the semester conversion curriculum process is clearly delineated and understood.

RECOMMENDATION:

The Academic Programs Committee recommends that all curriculum proposals continue to go through the normal curriculum process of department, college, office of academic programs and academic senate review. But, due to Cal Poly Pomona’s fall 2018 semester conversion deadline, quarter based curriculum proposals will be phased out in the following manner:

  1. All quarter based proposals for a.) New courses, b.) Modifications to existing courses, and c.) Minor modifications to existing programs must be submitted to the office of academic programs by February 15, 2015, to be submitted to the academic senate office or University Curriculum Committee by March 15, 2015.
  1. All other quarter based proposals (such as for new programs) must be submitted to the office of academic programs by May 15, 2014, to be submitted to the academic senate office by June 15, 2015.
