The regular meeting of the Board of Education was held on Tuesday, September 5, 2006 in the Library at Antioch Community High School. Mr. Phillip A. Delany, President, presided over the meeting, calling it to order at 7:00 p.m.

PRESENTATIONS
Principals – Start of School Year Report
Mr. Nekritz and Mr. McKay made presentations on the beginning of the 2006-07 school year at Antioch and Lakes Community High Schools (see attached).
Assistant Superintendent Board Report
Dr. David Moyer reported on initial work in some key areas related to school improvement, student achievement, and curriculum (see attached).
Report on ACHS Park/Athletic Facility
Mr. Bob Slye, Construction Manager with Seater Construction Company, reported on the ACHS Park/Athletic Facility. He said that Seater was trying to have all of the dirt brought in by the end of October, and that from Seater’s perspective the project is about two years behind schedule. He also reported on the condition of the cap (2 foot clay covering waste area) stating that in most places the cap was in place. The place where garbage was dug up occurred due to a compressing of the cap where traffic had worn it down.

Mrs. Van Dien moved Tiana Song be employed as a Teacher Aide at an hourly rate of $14.00 as recommended by the Superintendent. Second by Mrs. Biel.

Mrs. Biel moved Debbie Bessette – Assistant Cheerleading, and Robyn Schoeneman – Assistant Girls Volleyball, be employed as a $1.00/year volunteer coaches for the 2006-07 school year as recommended by the Superintendent. Second by Mrs. Van Dien.

Business Office
Acknowledgement of Donation
Mr. Sobczak moved the Board acknowledge the donation from Mr. and Mrs. Michael Seay of $3,557 to Lakes Community High School for extra-curricular programs. Second by Mrs. Axton.

Installation of Back-Flow Preventers
Mr. Ahlers explained that over the years several water lines have been installed east of the railroad tracks at ACHS, that they were installed piecemeal as funds became available, and without backflow preventers as they were not required. He said the Village of Antioch now requires them. It is proposed that this be done as emergency work due to the potential of water contamination, and that Diemer Plumbing do the work at a cost of $44,825. Discussion followed with Board members raising several issues pertaining to the project.
Mr. Sobczak moved that: (1) Mr. Dziki and Mr. Delany will meet with Diemer Plumbing to discuss the issues raised at the Board meeting, such as how much time the project will take, the scope of the work, and why it is considered an emergency now when it has not been for the past couple of months/years; (2) If the answers to these questions are satisfactory, the District will proceed with the work, if not, the issue will be brought back to the Board; and (3) Mr. Delany will let Board members know the outcome of the discussion. Second by Mrs. Biel.

Fireworks Contract
Mrs. Van Dien moved the Board approve the contract for fireworks with Spectrum Pyrotechnics Inc. Second by Mrs. Axton.

2006-07Application For Recognition of Schools
Mr. Sobczak moved the Board approve the 2006-07 Application for Recognition of Schools for Antioch Community High School, Lakes Community High School, and Gateway and Allendale Schools as recommended by the Superintendent. Second by Mrs. Van Dien.

Field Trip Requests

JILG Program
Mrs. Axton moved the request from Mr. Hlinka for students to attend the JILG sponsored Leadership Development Conference at Camp Henry Horner in Ingleside, IL on October 18-19, 2006 be approved. Second by Mr. Sobczak.

Environmental Club
Mr. Sobczak moved the request from Ms. Johnson and Mr. Rose for a camping trip for Environmental Club students to Chain O Lakes State Park on September 22-24, 2006 be approved. Second by Mrs. Heneberry.

QUESTIONS/COMMENTS – BOARD MEMBERS
Mrs. Van Dien stated that she was glad the PASS system was up and running. She inquired whether the police dog would do any drug searches, and Dr. Sabatino replied that searches were already scheduled at each school.
Mr. Dziki asked questions or expressed concerns on the following issues: (1) Can the field hockey practice field south of Lakes be cut and lined; (2) Can a tennis court sign be installed at ACHS; (3) Asked for clarification on students not being allowed to wear hats at ACHS (4) Asked about a senior room at ACHS; and (5) Asked if there was overcrowding at lunch at ACHS. Mr. Dziki straw-polled Board members on a new policy about drug testing new employees; no Board members voiced any objection. Dr. Sabatino will contact the District’s attorneys for language on a new Board policy.

Dr. Sabatino informed Board members that Headlines, the newsletter from the District Office, will be late because one of the disks was corrupted and the printers needed another ten days. He said it should be out the middle of September.
CLOSED SESSION
Motion to Enter Closed Session
At 8:42 p.m. Mrs. Van Dien moved the Board enter into Closed Session for the purpose of discussing the following exceptions to the Open Meetings Act: (a) Employment – Section 2(c)(1): The hiring, firing, compensation, discipline and performance of specific employees; and (b) School Issues – Sections 2(c)(8), (a) and (10): School safety plans, student disciplinary cases, and special education placements. Second by Mrs. Biel.

Mrs. Van Dien left the meeting prior to Closed Session.
Motion to come out of Closed Session
At 9:10 p.m. Mr. Sobczak moved the Board come out of Closed Session. Second by Mrs. Biel.
