DUTIES AND RESPONSIBILITIES:

As part of the security enhancement at the Vienna International Center (VIC), the United Nations Security and Safety Service (UNSSS) intends to redesign and upgrade the current duty room and Security Control Centre into a centralmonitoring facility that allows to effectively monitor and operate the various fire, security alarm and access control systems. The new Security Operations Centre (SOC) will feature enhanced video monitoring capacity, fire alarm control panels, video servers and digital video recorders, CCTV monitors, radio and communications head-end equipment, public address equipment, logging systems, key control cabinets, workstations and terminals. The various alarm systems will be integrated into a security management system.

Under the general guidance and supervision of the Chief of Service, the consultant will assist UNSSS in coordinating the design and implementation ofthe Security Operations Centre and the related integration of all existing and newly installed security systems. This project will include but not be limited to the integration of existing security systems, such as security management systems, electronic access control systems, video motion detection systems, radiological detection systems and elevator control systems. Specifically, the consultant will:

Analyze the existing security systems, such as security management systems as well as alarm and fire alarm systems, and design and plan an integrated, secure and user-friendly Security Operations Centre.

Prepare relevant terms of reference and coordinate the procurement and implementation process for this project.

Prepare an initial implementation plan by providing system set up proposals, including relevant system charts, infrastructure requirements, related cost estimates and implementation timelines.

Prepare an implementation schedule and monitor the project implementation within the existing budget and timelines.

Assist and advise the Chief, UNSSS on the status of the project from the administrative and substantive point of view and assist him/her in subsequent steps to be undertaken.

Liaise with all involved entities and foster collaboration and communication among the Services/Sections and the VIC based Organizations (IAEA, UNIDO, UNOV, CTBTO) engaged in the implementation of the project.

Assist the Information Technology Service (ITS) of UNODC in implementing the IT components of the projects and keep ITS informed of all IT activities that may be performed by third party companies.

Design and establish a disaster recovery and business continuity plan in order to ensure continuous operation of the SOC. Ensure reliable and continuous operation of the SOC IT infrastructure.

Provide regular progress reports.

QUALIFICATIONS:

Advanced university degree in computer science, electronic, technical or communications engineering, or equivalent combination of education and experience. At leastseven years of working experience in the field of computer systems information technology, physical security installations and computer facility engineering. Previous documented experience showing knowledge, planning and involvement in the set up of security management systems and in the design and implementation of a similar integrated security operations centre facility. A first level degree with at least nine years of qualifying experience may be accepted in lieu of the advanced university degree. The candidate should be able to operate in an international working environment. Working experience within the United Nations as well as knowledge of the ViennaInternationalCenter would be an asset. Fluency in English, with good drafting and communication skills. Knowledge of other United Nations official languages is an asset.
