Annex III - the Contractor's technical offer
The tenderers are requested to complete the template on the next pages:
· Column 2 is completed by the Contracting Authority shows the required specifications (not to be modified by the tenderer),
· Column 3 is to be filled in by the tenderer and must detail what is offered (for example the words “compliant” or “yes” are not sufficient)
· Column 4 allows the tenderer to make comments on his proposed supply and to make eventual references to the documentation
The eventual documentation supplied should clearly indicate (highlight, mark) the models offered and the options included, if any, so that the evaluators can see the exact configuration. Offers that do not permit to identify precisely the models and the specifications may be rejected by the evaluation committee.
The offer must be clear enough to allow the evaluators to make an easy comparison between the requested specifications and the offered specifications.

Annex II.A General Technical Specifications
Project Title: Implementation of new criminal procedure code — support to the rule of law system in Serbia

Description of the project
The subject of the contract is the delivery, installation, putting into operation, inspection, testing, training and warranty by the Contractor of the specified goods in one lot, at to the delivery addresses according to the distribution list defined in Annex II.C Equipment Distribution List of the Technical Specifications. The Incoterm applicable shall be DDP[1] excluding VAT and other import/custom duties and taxes, with completion of delivery 60 days from the signature of contract by both parties
The formal signature of the provisional acceptance of the supplies shall be organised at the following address, after all locations of delivery and installation have been inspected:
RPPO, Belgrade, Nemanjina 22.
General technical requirements
All equipment shall be provided complete with the necessary accessories and/or parts such as to ensure that the unit is capable of operating to the required technical and quality specifications. All specifications details listed for each item represent the minimum requirements. Any improvements on the specifications or additional features offered should be clearly identified in the Tenderer’s offer.
The mains supply voltage in Serbia is 220 V (single-phase) and 380 V AC (three-phase) with neutral, 50 Hz nominal. In addition to power black-outs, the quality and stability of the supplied voltage may undergo fluctuations (plus or minus) of more than 10%. Therefore, all electrical equipment shall be operated on 220 V ± 20 V, 50 Hz ± 0.5 Hz, or 380 V ± 40 V power supply and be suitable for direct connection to the standard single phase/three phase power outlets in Serbia.
Safety: The Contractor is responsible for advising of any H&S risks associated with equipment provided and of suitable protective measures.
All equipment must be in conformity (or compatible with) standards in force or with the commonly accepted best production practices, including CE, IEC or any other relevant provisions that may apply to each specific category of equipment; tenderers will thus deliver a certificate of conformity (issued by a Quality Control independent Agency of recognized competence) for each item or group of items. Interview recording systems should meet standards in force in EU countries and current guidelines on audio-visual recording of interviews with suspects and witnesses.
The tenderers are required to demonstrate that specifications of the items that they offer are responsive to the requirement set out in the tender dossier and to identify model and manufacturer of each individual item in their technical offer and to provide necessary documentation such as catalogues, brochures, booklets that inform of details of technical specifications that sufficiently define the equipment being offered, and thus should enable the contracting authority to check the information provided in the technical offer.
A project implementation schedule with major milestones shall be provided in the proposals of the tenderers.
The Tenderer shall submit proposed Factory Acceptance Tests (FAT) during the implementation period. These shall be revised and finalized with the Beneficiary and Contracting Authority.
Installation
Installation means delivery to site, unpacking, removal of packing material, assembly, testing, initial setup and configuration of an item and all its components and other accessories so as to be a complete and fully functioning and integrated system prepared for provisional acceptance.
The representative of the Beneficiary, together with the Contractor’s representative and the Contracting Authority’s, will perform Acceptance tests on the installed systems to verify their conformance with Contract requirements.
All inspections and testing of equipment will take place on-site as part of the formal process of equipment acceptance. The Tenderer must provide all tools and consumables as necessary to carry out the tests other than electrical power supply.
Materials used during installation shall comply with the appropriate standards and shall be entirely suitable for the service intended.
Any equipment that requires fixing to either walls or ceiling shall be secured by the appropriate material/devices in accordance with the manufactures’ recommendations.
The Tenderer shall take all necessary measures to prevent damage to walls, floors, ceilings of building etc. during all stages of the installation work. When damage occurs it shall be rectified in an appropriate way by the Tenderer.
The Tenderer shall keep the work site clean, safe against fire and other hazards during all stages of the work from equipment receipt until formal acceptance.
The tenderer shall provide full set of cables and cable trunks for connecting cameras and microphones with the audio-video interview recorder. Size of interview rooms will not exceed 30 m2. PTZ camera shall focus on interviewee and Dome camera on overall room view. The microphones should be placed to secure speakers proximity and best possible room coverage taking into consideration positions of seats.
The tenderer should secure installation of audio-video interview recorder, laptop and NAS into LAN on each location as well as devices interconnectivity and data transfer.
Technical documentation should include: user's manuals, reference manual for configuration and set up parameters. All documentation shall be available on paper and electronic form in both Serbian and English language on each location of the installation.
Training
The Tenderer shall provide basic instructions on using, handling and maintenance of all items, in Serbian language to the endorsement of the Beneficiary as part of the Acceptance procedure. Training shall be provided to at least 2 staff at each project site where the equipment is delivered.
Technical documents to be delivered during implementation period
Each set of equipment shall be provided with an original set of users’ manuals for all parts of the equipment. These manuals shall be supplied in Serbian and English languages.
The obligatory documents for the provisional acceptance:
Ø Original certificate of origin
Ø Conformity and quality control documents
Ø Warranty document, signed and stamped by the Tenderer for each item
No provisional acceptance can be pronounced without the presence of the complete set of documents. These documents or the declarations for the provision of the documents should be delivered with the bid.
Warranty
During the 1 year warranty, the tenderer must ensure the technical support locally, capable of solving any problem on site with a response time of less than 24 hours, and guarantee that all items can be repaired or alternatively replaced within a maximum of 72 hours.
Commercial warranty
In addition to the 12 months warranty period the Contractor will provide the Beneficiary with the Manufacturer's commercial warranty of at least further 1 year. A description of the Manufacturer's commercial warranty shall be included in the offer.
Visibility
The contractor should familiarize himself and comply with the objectives and priorities and guarantee the visibility of the EU financing (see the Communication and Visibility Manual for EU external actions specified and published by the European Commission at http://ec.europa.eu/europeaid/work/visibility/index_en.htm. In addition, to the standard visibility provisions the consultant should install a commemorative metal plaque providing information for the EU donation of the equipment will be installed in a visible place. The Contractor shall produce a draft of the layout and submit it for approval by the Contracting Authority prior to production/delivery. The Contracting Authority shall advise the successful bidder on the exact dimension, layout, colour regime and wording/symbols of these self-adhesive stickers and the plaque upon contract signature.
