ANNEX-4: INFORMATION ON AWARENESS RAISING PROJECTS, PROGRAMMES AND CAMPAIGNS CONCERNING PREVENTION OF VIOLENCE AGAINST WOMEN

Awareness-raising projects, programmes, campaigns, and events are carried out for the victims, visual materials are produced and distributed, and works are also carried out to raise the awareness of men and to integrate them into the process. Projects and trainings for public officials working in the field of violence against women are being organised.

Within this framework, in order to ensure unity in practice in Violence Prevention and Monitoring Centres (ŞÖNİM), which were established by the Ministry of Family and Social Policies in 14 provinces to provide support and monitoring services for the prevention of violence and effective implementation of preventive measures in cooperation and coordination, in-service trainings were carried out on 1-2 April 2013 and 15-16 April 2013, with the participation of 562 officials from Violence Prevention and Monitoring Centres. These in-service trainings included issues with respect to the Law on Protection of Family and Prevention of Violence against Women and its implementation. Moreover, within the framework of “In-service Training for Executive Officers and Professionals in Charge of Women Services”, the training programmes that contain issues with respect to the Law (No.6284) on Protection of Family and Prevention of Violence Against Women and implementation of the Law for the professionals working in Violence Prevention and Monitoring Centres, Women Guest Houses and Initial Admission Units were carried out between 23-27 September 2013 and 30 September - 4 October 2013.

Within the framework of the “Project on Increasing the Effectiveness of Turkey in the Implementation of National Policies in Combating Violence Against Women”, which was carried out in cooperation with the Ministry of Family and Social Policies and the United Kingdom, an in-service training was organised for 250 officials working in the field of violence against women in Ankara in April 2013. During the training, the participants were informed with respect to the Law (No.6284) on the Protection of Family and Prevention of Violence against Women, the Regulation for the Implementation and on the practices relating to the Law, trauma and methods of intervention into trauma, gender equality, and practices with regard to Violence against Women. The Guidelines containing the outputs of aforesaid training was prepared for the use of the staff working in the field of violence against women.

Within the framework of the “Project on Trainer Training for Officials working in the field of Domestic Violence, which was carried out in cooperation with the Ministry of Family and Social Policies, the UK and the Ministry for EU Affairs in Antalya in October-November 2013 and in Ankara in January 2014, an in-service training was organised for 106 personnel working in the field of domestic violence. The participants received training on “trauma and methods of intervention into trauma, communication skills and presentation technics” by special experts, and were informed on the Law on the Protection of Family and Prevention of Violence against Women and the Implementation Regulation with respect to the Law. In April 2014, material preparation works for the aforesaid training and its trainers have been completed and it is also being planned that trainersprovide trainings for women as well as the staff from public institutions and organisations in line with those materials.

On 24 October 2013, with the participation of officials from the Ministry of Family and Social Policies, the Ministry of Interior, and the Ministry of Labour and Social Security, a meeting was held with respect to problems faced by victims of violence, whose address and personal identifying information were concealed by a confidential order issued in accordance with Article 8/6 of Law (No.6284) on Protection of Family and Prevention of Violence Against Women, with respect to process of receiving services from various institutions. At this meeting, solution-oriented proposals have also been discussed.

Projects on preventing domestic violence were carried to raise the awareness of the people in provinces within the scope of Community Policing.

The EU funded “Project on the Prevention of Domestic Violence Against Women”, aiming at increasing the administrative capacity of Gendarmerie General Command on combating violence against women, organizing training activities, increasing cooperation between the Gendarmerie General Command and relevant institutions and supporting it with awareness raising activities”, was launched on 23 July 2013, with the project planned to be completed within 24 months. The following activities will be carried out within the framework of the project with the planned budget of 3,100,000 Euros:

(1)8 study visits will be paid to EU countries,

(2)250 officials fromthe Gendarmerie General Command will be trained,

(3)The staff has completed the training of trainers who will train a total of 12.000 personnel,

(4)5 gendarmerie officials will be provided with internship training for two weeks in an EU country,

(5)30 awareness building seminars on violence against women and “honour killings” will be organised in 30 provinces,

(6)A distance education module will be created for the staff working in Children and Women Divisions,

(7)The institutional website of the Gendarmerie General Command will be improved.

As of the date on which the aforesaid project was launched:

(1)The opening ceremony of the project was made with the participation of Ministers of Family and Social Policies, EU Affairs, and Interior in Ankara province on 19 November 2013.

(2)In 14 project provinces, meetings bringing relevant institutions and organisations on gender equality basis at local level were held between the dates of 06-17 January 2014, and need analyses were performed.

(3)With the aim of examining the best practices in EU Member States, a study visit between 26 January and 01 February 2014 was paid to the Netherlands and Belgium where units combating violence against women attended.

(4)Within the framework of the activities on “Increasing the Cooperation between the Gendarmerie General Command and relevant institutions, and Awareness Building, violence against women and “honour killing” themed awareness building seminars were launched in chosen project provinces and the first series of seminars were performed in Yozgat province on 27 February 2014, Zonguldak province on 12 March 2014, and in Konya province on 08 April 2014.

(5)The first experience sharing program in which the staff of Women and Children Divisions, Women and Children Affairs Operation Sergeants, Women and Children Affairs Operation Staff, and staff assigned to perform this duty by twin assignmentwere brought together in Ankara between 12 and14 March 2014.

1294 police departments were provided with in-service trainings to increase awareness of officials. In these trainings, issues with respect to violence against women, social gender equality, manner of approaching towards victims and legislation were addressed in detail.

In 2012-2013 academic year, the following conferences and in-service trainings on human rights were held in the Gendarmerie General Command:

  • Conference on the Role and Importance of Law Enforcement in Combating Violence against Women was held on 21 November 2012.
  • Conferences on Prevention of Violence against Women and Gender Equality were held on 04-07 February 2013 and 09-12 April 2013.
  • Pre-Marital Education in Combating Violence against Women was held on 27 February 2013.
  • Conference on Human Rights and Social Rights for Social Justice were held on 04-05 April 2013.
  • Conference on Principles of Communication and Interviewing with victims of violence was held on 28 May 2013.

1
