In the reference 1st cited the seniority list of ACTOs of Zone-IV from 1992-93 to 1999-200 was finalized and published in the reference 2nd cited. In the said seniority list the name of Sri B.N.Savaranna, ACTO was placed at Sl.No. 90. above the name of Sri M.Harnath Naik ACTO at sl.No.94.

At the time of affecting the promotions to the post of DCTO the name of Sri B.N.Savaranna, ACTO was deferred by the DPC due to pendency of charge against him. His Junior Sri M.Harnath Naik, ACTO was promoted as DCTO on 03-01-2006.

The seniority list of DCTOs of Zone IV was finalized and published from the panel year 1997-98 to 2004-05 vide reference 3rd cited.

In the reference 4th cited the Government have dropped further action against Sri B.N.Savaranna, ACTO (Retired). In the reference 5th cited, the individual filed representation and requested to give notional seniority and promotion in the cadre of DCTO,since his juniors were promoted as DCTO’s.

Hence, the matter was placed before the Review Departmental Promotion Committee to review the case of the individual. The Review Departmental Promotion Committee met on 03-08-2011and recommended to consider his name for inclusion in the panel year 2004-2005 of Zone –IV at Sl.No.66-A below the name of Sri M.Ravindra Sarma, DCTO who stands at Sl.No.66 and above the name of Sri M.Harinath Naik, DCTO, who stands at Sl.No.67 in the seniority list of DCTOs of Zone-IV from the panel year 1997-98 to 2004-05 finalized and published in A.P.Gazette No.303, dt.30-05-2006.

Therefore, the persons who are likely to be affected (appended as in Annexure) by the said inclusion in the cadre of DCTOs of Zone IV may file their written objections, if any, against the proposed inclusion within 15 days from the date of publication of this notice in Gazette, failing which it would be construed that they have no objection to the proposed revision/inclusions and orders will be passed as deemed fit.

It may be noted that the placements made in various panel years is only for the purpose of seniority and promotions, and no monetary benefits whatsoever with retrospective effect, can be claimed as per FR 26(aa).
