Analysis of District Data
Purpose
The Analysis of District Data (ADD) leadsimplementation teamsthrough data-based problem solving and action planning related to Multi-Tier System of Supports(MTSS). District implementation teams analyze a number of sources of data in an effort to answer the following guiding questions:
- What are our priorities? What are we focused on this year and across time?
- What are our student outcomes?
- How are we doing with implementation?
- What is our buy-in or consensus for this work?
- What is our district capacity to implement the initiative?
- What is facilitating the work and what are the barriers?
Outcomes
Teamselaborate on their currentDistrict MTSS Implementation Plan designed to focus on the overarching objective of MTSS, improvedfidelity of implementation resulting in improved student outcomes. Objectives are also writtenin the areas of district capacityand MTSS reach. The district, through this plan, works to set a strong environment for successful MTSS implementation. The District MTSS Implementation Plan is composed of meaningful SMART (Strategic, Measureable, Achievable, Results-bound and Time-bound) objectives and clear activities to accomplish the objectives. Teams are also prompted to highlight accomplishments and communicate barriers regarding MTSS work and data outcomes.
Gather
Prior to Analyzing Data Gather:
- Necessary data and data views
- Accomplishments & barriers from each school
- Professional Development/Training Plan for each school
- Information on supports provided for each school
Study
Question 1: Where are our priorities? What are we focused on this year and across time?
- Consider priorities from the state and within the local community
- Develop shared goals across the district
- Develop objectives for outcomes, implementation fidelity, capacity to support the work, and how far the initiative will reach across the district
Question 2: What are our student outcomes?
Review district-wide and school level outcome data
- Create Summary Statements of progress
- Does the data indicate that the work is; Making Progress, Staying about the Same or Losing Ground
- Develop statements that can be shared with district leadership and staff
- Consider how to communicate these summary statements
- Create Hypothesis Statements
- Consider what factors might be contributing to results, supports that are currently in place and what may be contributing to current success or lower than expected results.
- Often written as an if-then statement that links the contributing factors to actions that will result in improvements in student outcomes. “If ___ (we take this action) then____(this desired result will occur)”
Question 3: How are we doing with implementation?
Review district-wide and school level fidelity
- Create Summary Statements of progress
- Create Hypothesis Statements
Question 4: What is out district capacity to implement the initiative?
Review data related to district capacity
- Create Summary Statements of progress
- Create Hypothesis Statements
Question 5: What is our buy-in or consensus for this work?
Review data related to consensus
- Create Summary Statements of progress
- Create Hypothesis Statements
Question 6: What is facilitating the work and what are the barriers
Review any information on accomplishments and barriers from the school or district levels
- Use this information to better inform district action planning and supports provided to schools
Plan
Will our current work get us there in the designated timeframes and address any barriers related to MTSS implementation?
Add / modify activities based on data analysis and hypothesis statements
- Add what is needed to continue to make progress on objectives
- Ensure all activities have a timeline, person responsible and are linked to the objectives they will impact
Essential Components of a District MTSS Implementation Plan
Check to ensure plan is:
- Organized and easy to navigate
- Used and updated
- Objectives related to:
- Improving Fidelity and Outcomes
- Furthering Reach and Capacity
- Objectives are:
- Written SMART and specify the desired level of success/improvement
- Linked to activities that will be done to address objectives
Do
- Continue to meet monthly as anDistrict Implementation Team to review activities, continue work on the plan and to be responsive to MTSS implementation across the District
- Monitor progress of your activities in your District MTSS Implementation Plan
- Communicate with identified stakeholders
Table 1. Example Organization of Status, Target, Summary and Hypothesis Statements
Current Status / Target / Summary Statement / Hypothesis StatementPrevious DCA administration: 76%
Current DCA administration: 83% / 93% by one year from now / Making Progress: On track to meet objective by Fall 2018. Will continue to further develop any identified areas of weakness. / If we develop our coaching system, then our role as coaches will be more intentional and targeted.
If we improve communication then we will know how to better support all school efforts.
