An Ordinance of the Township of Bernards

Appropriating $2,623,300.00 for Various Capital Improvements

Be it ordained by the Township Committee of the Township of Bernards in the County of Somerset, New Jersey that the sum of $2,620,400.00 is hereby appropriated from the Capital Improvement Fund, and the sum of $2,900.00 from the Reserve for Municipal Fields for the following purposes:

$1,510,000.00 / Reconstruction or pavement overlay of various roads, and/or parking areas throughout the Township including, but not limited to, Alexandria Way, Coddington Ct., Commonwealth Dr., Compton Ct., Gelsey Lane, Hampton Ct., Plymouth Ct., Salem St., Smithfield Ct., Blackburn Rd., Cayuga Way, Hickory Dr., Hillcrest Way, Joanna Ct., Lenape Ct., Linden Dr. (new), Regent Circle, Summit Dr., and a portion of Spring Valley Boulevard; Farmstead Park Utilities; Various Drainage Improvements; Hillside Terrace Sidewalk; and Various Sidewalk Repairs.
$191,500.00 / Purchase of Public Works Motor Vehicle Fleet Replacement; Fleet Maintenance Diagnostic Scanner; and Health Department Vehicle Replacement.
$172,000.00 / Various Facility Improvements including but not limited to following structures: Engineering Services Building, Police HQ, and Municipal Building.
$40,000.00 / “Green” Building Infrastructure Improvements
$198,500.00 / Tennis Court Resurfacing; Roller Hockey Court Resurfacing; Storage Building Lofts; PVP Amphitheater Improvements; Infrastructure Repairs and Improvements to Various Parks and Recreation Facilities.
$90,600.00 / Purchase of Various Police Equipment including 4wd Marked Vehicle; Live-Scan Fingerprint Computer; In-car Camera Systems; General Police Equipment; Radar Units; Bullet Proof Vest Replacements; and Anti-Terrorism Equipment.
$170,000.00 / Various Systems Improvements including Network Re-Wiring; Various Hardware/Software Upgrades; Police Mobile Data Terminals; Phone System; and Human Resources Software.
$12,600.00 / Purchase of Various Emergency Equipment for the Basking Ridge First Aid Squad.
$24,800.00 / Purchase of Various Emergency Equipment for the Basking Ridge Fire Company.
$38,300.00 / Purchase of Various Emergency Equipment for the Liberty Corner Fire Company.
$100,000.00 / Purchase of Various Grounds Maintenance Equipment.
$75,000.00 / Various Equipment for the Public Works Department; Guide Rail Replacement; and Reconstruction of Drainage Inlets.

Any grant moneys received for the purposes described above hereof shall be applied to direct payment of the cost of the improvements and shall reduce the amount authorized from the capital improvement fund to the extent that such funds are so used.

The period of usefulness is five years or more. The capital budget of the Township is hereby amended to conform with the provisions of this ordinance to the extent of any inconsistencies herewith and the resolutions promulgated by the Local Finance Board showing all detail of the amended capital budget and capital program as approved by the Director, Division of Local Government Services are on file with the Township Clerk and are available for public inspection.

Be it further ordained, this ordinance shall take effect immediately upon final passage and publication in accordance with law.

Ordinance #1951 was introduced and passed on first reading by the Township Committee of the Township of Bernards in the County of Somerset on 04/10/2007 and then ordered to be published according to law. It will be further considered for final passage and adoption at a public hearing held at a meeting of the Township Committee at the Municipal Building, 1 Collyer Lane, Basking Ridge, NJ in said township on 04/24/2007, at 7:30 P.M., when and where, or at such time and place to which said meeting may be adjourned, all persons interested will be given an opportunity to be heard concerning said ordinance. Notice is hereby given that Bernards Township Ordinance #1951 was introduced and passed on first reading at a meeting of the Township Committee, on 04/10/2007, and was passed on final reading and adopted following a public hearing thereon at a regular meeting of the Governing Body of the Township of Bernards on 04/24/2007.

Explanatory Statement: This ordinance funds all capital items earmarked for 2007. This ordinance will be funded completely from the Capital Improvement Fund (CIF), with the exception of the remaining balance of the Dunham Park “Reserve for Municipal Fields” to be used to aid in the resurfacing of the Roller Hockey Court. The 2007 CIF budget appropriation includes $752,500 (Ambulance, Fire Apparatus, Pool Main Tank) to be placed in sinking funds for future projects. It is anticipated that $165,000 of the CIF funding for this ordinance will be reimbursed upon completion of the specific projects from the following grant sources:

NJ Department of Transportation Trust Fund (Spring Valley Blvd.) $150,000

Somerset County Recreation Facility Annual Grant (Roller Hockey Court Repair) $15,000
