Title: ACPE Guidelines for ISHP Continuing Education Programs

Background:

Education is an integral part of ISHP mission. Guidelines are used to help insure quality programming while meeting the educational needs of participants.

Policy:

The guidelines for sponsorship and co-sponsorship, established by ISHP, as approved providers of the Accreditation Council for Pharmacy Education (ACPE), will be strictly adhered to for each program. Program co-sponsorship agreements can be with other ACPE approved providers or with non-approved providers.

Procedure:

  1. ADMINISTRATIVE RESPONSIBILITY
  1. The ISHP Executive Director or a qualified employee or volunteer shall serve as the Continuing Education Administrator (CEA).
  2. In the event of an administrative change, there shall be a smooth and orderly transition of administrative responsibilities from the outgoing to the incoming CEA
  3. Notification of any change shall be provided to ACPEaccording to ACPE procedures.
  4. The new CE program administrator shall become familiar with all current ACPE policies and procedures such as the ACPE Criteria for Quality and Interpretive Guidelines and the Accreditation Standards for Continuing Pharmacy Education.
  5. The CEA is responsible for the coordination of all educational efforts of ISHP and for assuring that all programs meet the ACPE criteria. This includes assuring adequate administrative support for managing multiple CE offerings.

2.ADMINISTRATOR QUALIFICATIONS

  1. The CEA shall be qualified by virtue of background, education, training and/or experience in delivery of continuing education.
  2. The CEA shall receive training to perform the duties required to ensure compliance with ACPEpolicies and procedures.
  1. CO-SPONSORSHIP
  1. It is the responsibility of ISHP or any organization or individual requesting our co-sponsorship to agree to the ACPE and ISHP criteria and guidelines for program approval. If the criterion and guidelines are not met, immediate cessation of sponsorship or co-sponsorship roles may be put into effect. ISHP cosponsorship is intended to be a full and complete working relationship with another provider to benefit both.
  2. In a co-sponsorship relationship it is necessary that a responsible and informed individual with authority, be named and designated as each organization’s program administrator and be held accountable for assuring compliance with the policies and procedures as set forth by ACPE and ISHP. In a co-sponsor relationship between two ACPE Approved Providers, one of the Approved Providers must be identified as the principal co-sponsor reporting to ACPE, and be held responsible for meeting the criteria.
  3. Expenses incurred by ISHP will be reimbursed by the sponsoring or cosponsoring organization, per contact hour awarded.
  4. Additional expenses will include a waiver of registration fees for ISHP Administrator or a designated representative as requested. The expenses incurred by an ACPE audit, or an audit by any other CE regulatory authority of a co-sponsored program, may be divided and a portion assessed to the co-sponsoring organization.

With non-ACPE Approved Provider:

  1. ISHP retains input into all aspects of the program and assures that program development benefits fully from ISHP's expertise.
  2. If ISHP agrees to cosponsor, a cosponsorship agreement will be drawn up and signed by both parties.
  3. ISHP will maintain contact with the other organization to assure that criteria for ACPE are met.

With ACPEApproved Provider:

  1. Signed letters of agreement designating responsibilities and expectations will be kept on file by both organizations.
  2. The CEA or a designee will assure that the cosponsor is adhering to the agreed upon tasks and deadlines and that work provided by the cosponsor adheres to all the appropriate quality criteria.
  1. PROGRAM ANNOUNCEMENT LITERATURE
  1. Along with the ACPE logo, the following statement must be included on every program announcement: “ISHP is accredited by the Accreditation Council for Pharmacy Education as a provider of continuing pharmacy education.
  2. ISHP will advertise and promote the availability of existing and/or upcoming ISHP continuing education programs through any cost-effective manner which is available at the time, following the most up-to-date requirements from the Accreditation Council for Pharmacy Education.
  3. Brochure format and information is to include:

-Program title,

-Date and location,

-Who should attend,

-Program focus and learning objectives,

-Presenters and their titles/qualifications,

-Program format/time schedules.

-In addition, all promotional literature must include:

= Information to clarify who is offering the program including cosponsors,

= Other sponsors within the program,

= What the registration fees are,

= How to register/registration form,

= What registration includes,

= All information about contact hours and CEUs,

=To whom these are awarded,

=How to recover fees due to program cancellation or failure to attend,

= How to register a complaint about contact hours or any part of the program.

The promotional brochure can also include material related to program accommodations and other events of interest associated with the program.

  1. NOTIFICATION

a.Upon ISHP’s agreement to support any program or educational session, the Executive Director has the responsibility of notification of all ISHP members of that program or educational session in a timely fashion.

b.Notification may be done in any of the following manners:

  • Inclusion of announcement of that program or educational session in the ISHP newsletter (the Executive Director provides that information to the newsletter editor)
  • Direct mailing of the actual program or educational session brochure
  • Direct mailing of an announcement of that program or educational session that includes the program title, date, time and location.
  • Electronic transmission (e-mail) to ISHP members who have provided an e-mail address or posting of the program on the ISHP website. The Executive Director will assure that members who do not have an e-mail address will receive notification via postal mail.
  1. CONTINUING EDUCATION CREDIT
  1. ISHP and its education committee organize, award, and report all continuing education programs on the basis of 50-minute contact hours. The actual presentation time of the faculty member along with any other requirements are included in the contact time for an educational program. Time is dedicated to program learning evaluation procedures and included in the official contact hour determination.
  1. RECORD KEEPING
  1. The registrant must sign into each unique segment of the program and complete a signed evaluation at the programs conclusion to receive attendance credit.
  2. ISHP maintains all hard copies of statements of credit for educational programs and copies of registrants of these programs for a period of six years.
  3. All program information is maintained electronically for each presentation.
  4. ISHP will keep learning assessment tools and summary as well as program evaluation tool and summary for six years.
  1. STATEMENTS OF CREDIT
  1. ISHP creates and provides official verification of participation and credit for each participant in every educational program. The statement shall contain the name of ACPE and the ACPE logo.
  1. GRIEVANCE POLICY AND PROCEDURES
  1. ISHP grievance policy is to provide a fair and orderly system for review of grievances related to the quality of continuing education programs, the amount of credit awarded for the program, fees and tuition, refunds of fees and tuition, and other issues directly related to continuing education programs of the Idaho Society of Health-System Pharmacists. The procedure includes the potential for a three-step process whereby members and/or continuing education participants can seek resolution of a complaint or problem.
  1. Any participant in continuing education programs sponsored by ISHP may discuss any grievances with the ISHP CEA. A written statement will facilitate handling of the grievance. The grievance shall be filed in a timely manner, within two weeks after receipt of a certificate of attendance at the program. If the complaint is not resolved satisfactorily by the CEA, the participant may proceed to Step 2.
  2. A written complaint may be filed with ISHP, directed to the ISHP President. The President shall review the facts as presented and determine appropriate action. If the complaint is not resolved satisfactorily by the President, the participant may proceed to Step 3.
  3. A written complaint may be filed with ISHP, directed to the Executive Committee of the Board of Directors of ISHP. The Executive Committee shall review the complaint, review the facts as presented, conduct a hearing with the complainant if deemed necessary, and issue a ruling on the grievance. The Executive Committee decision will be final and non-appealable.
  1. FACULTY AND STAFF
  1. ISHP selects speakers who are the best qualified, by virtue of experience and integrity, to make presentations at continuing education programs
  2. Acceptable promotional materials for programs must be forwarded to the ACPE Administrator at least 75 days prior to the program date to ascertain an ACPE program number. Required information is listed below:

-Program Date,

-Time,

-Location,

-Contact hours

-Registration fees,

-Topic/title,

-Subject matter,

-Format of presentations,

-Who should attend,

-Learning objectives of each speaker,

-Speaker information/qualifications,

-Relationship of learning objectives to a student’s evaluation of the program

c. An honorarium to be determined by the Executive Board may be offered to presenters to be paid within 30 days of the presentation if all obligations are met

d. Travel Expenses: Per ISHP Policy, if the presenter’s travel expenses are not covered by any other source, ISHP will reimburse them for their travel expenses as follows: ISHP will pay the lesser of: (1) the standard IRS business mileage rate presently in effect from their home or office to and from the meeting location, or (2) coach class round trip air fare from the airport nearest to their home or office to the Boise airport, plus rental car rates for a compact car, if necessary, to and from the meeting. To obtain this reimbursement, the presenter must submit their receipts or other sufficient verification of their actual expenses within 30 days of the meeting.

e. Lodging: Per ISHP Policy, if their lodging expenses are not covered by any other source and if they are traveling a distance greater than 100 miles to the meeting, ISHP will provide, or reimburse them for one queen-size sleeping room for one night, without any upgrades or additional room charges. If they are traveling a distance less than 100 miles to the meeting, ISHP will not pay for or provide any lodging. If they qualify for lodging, they must contact the ISHP Executive Director for further details and to make necessary arrangements.

f. Per Diem: Per ISHP Policy, if the presenter is traveling a distance greater than 100 miles to the meeting, ISHP will provide a per diem amount of $30.00 per day for meals for the day of their presentation and one travel day. If they are traveling a distance less than 100 miles to the meeting, ISHP will pay a per diem amount of $30.00 only for the day of the presentation. In addition, the presenter is welcome to enjoy any food or beverages provided at the meeting on the day of your presentation. No receipts will be required for the per diem expenses.

  1. EDUCATIONAL NEEDS ASSESSMENT
  1. All continuing education programs and services reflect the important issues and changing environment of pharmacy practice.
  2. ISHP will solicit responses from its membership in reference to their specific continuing pharmaceutical education needs in a variety of ways.
  • questionnaires at all educational meetings
  • opportunities for input on membership renewals/applications
  • Electronic survey methods

Unsolicited preferences will also be recorded in ACPE records.

  1. NON-COMMERCIALISM
  1. ISHP does not permit promotion, provide endorsement, or otherwise acknowledge any product, service, or program from any public or private organization or institution for ISHP continuing education programs.
  2. It is agreed upon at the beginning of funded project that ISHP is solely responsible for the administration, content, and evaluation of the program
  3. The funding party receives acknowledgement in a simple, general statement
  4. No product advertisement is permitted by ISHP
  5. The Idaho Society of Health-System Pharmacists (ISHP) will retain responsibility for exercising control over the planning of the program content, including the selection/review of presenters and moderators.

ISHP shall be responsible for ensuring that the content is fair, balanced and does not promote a sponsor's products, either directly or indirectly.

  1. Audiovisual materials shall not include promotional content (advertisements, company logos, etc.)
  2. Speakers shall not have any promotional activities, such as product advertisement or promotional exhibits, in the same room or in an obligate pathway to the educational activity.
  3. Exhibits within an area that is designated for general exhibits and includes exhibits from different companies marketing alternative or competitive therapies is permitted.
  4. If a product marketed by a sponsor or in competition with such a product is to be the subject of substantial discussion, ISHP will take steps to ensure the data is presented objectively, and that both favorable and unfavorable information will be fairly represented.
  5. Presenters shall be instructed to use the generic product name for references to the product.
  1. EDUCATIONAL OBJECTIVES
  1. ISHP requires that educational program presenters prepare a clearly stated plan, including measurable learning objectives for their talk.
  1. LEARNING ASSESSMENT
  1. Learning assessment is an integral part of every ISHP continuing pharmaceutical education program.
  2. Depending upon the specific educational program, different types of learning assessment mechanisms are incorporated into the program.
  1. PROGRAM EVALUATION
  1. ISHP provides a mechanism for the evaluation of each continuing education program. Evaluation instruments are specifically designed for each program.
  2. Quality of instruction and instructors will be evaluated for each program and will include:
  • quality of program content
  • application of material to the individual's pharmacy practice
  • use of instructional aids
  • overall organization and administration of the program (facility, ease of registrants, etc.)
  • desire for future programs: format, topics, etc
  1. CRITERIA FOR QUALITY

a. Request for interpretation of the ACPE Criteria for Quality as they relate to co-sponsorship, or to these guidelines for programming, will be given our immediate attention. Please direct comments and questions to the ISHP Continuing Education Administrator. Adherence to ACPE Criteria for Quality and Interpretive Guidelines is mandatory, however.
