AMERICAN SOCIETY OF CIVIL ENGINEERS, Seattle Section, papers. 2.5 l.f.

ABSTRACT: The American Society of Civil Engineers - Seattle Section is a professional organization of engineers in the state of Washington dedicated to “the advancement of the science and profession of engineering,” particularly as it relates to the organization’s membership and the Seattle and Puget Sound areas.

BACKGROUND:

The Seattle Section of the American Society of Civil Engineers (ASCE) was founded in 1913. Since its founding, the Seattle Section has been active in serving the welfare of the engineering profession in the Pacific Northwest and, in particular, the greater Puget Sound area. The Seattle Section has been active in legislative matters concerning the licensing and regulation of engineers, public works projects, infrastructure and transportation issues, building codes, and similar areas of professional and community-wide interest. Aiding University of Washington and Seattle University engineering students through student chapters, mentoring, and instruction is another priority of the Seattle Section. The Seattle Section sponsors seminars, symposia, lectures and conferences in order to give the public an opportunity to understand issues surrounding engineering that affect their everyday lives.

SCOPE AND CONTENT:

This collection Ms 66A should be used in conjunction with ASCE – Seattle Section records previously deposited with the Washington State Historical Society and identified as Ms 35 and Ms 66. Ms 66A, for the most part, is a direct continuation of the records contained in Ms 66. Although there is an incomplete run of Year Books dating from 1954 through 1974, some Executive Board Minutes from 1982-1985, and occasional other records from the 1980s, the majority of the records in Ms 66A date from 1990-2004.

The bulk and strength of Ms 66A are the financial records, including annual budget preparation drafts and notes, monthly treasurer reports, end of the year reports, and investment fund accounting and notes. The Treasurer’s correspondence (1990-2002) includes incoming and outgoing requests and replies concerning the Seattle Section’s budget, memos and notes, emails, and communications from the President and other Executive Board members, Budget committee members, and the national ASCE office.

The Executive Board minutes (1990-2001) and their related agenda and meeting notices give an overview summary of the organizational structure and workings of the Seattle Section, the section’s relationship to the national ASCE office, legislative concerns, conferences and educational programs, and the various committees and their projects.

Infrastructure and transportation issues regarding the Rapid Transit Authority were of major concern during the 1990s. The Infrastructure and Transportation Committee in September 1998 announced its intention to prepare a “report card” on the status of public infrastructure in the Section’s primary service area. In 1999 and 2000 the committee released its report card for King and Snohomish counties based on ten infrastructure topics: dams, drinking water, roads, bridges, mass transit, aviation, schools, wastewater, solid waste and hazardous waste.

Another significant report, “A Study on Establishing a Scope of Practice for Structural Engineering”, was issued in November 1993, reflecting the Seattle Section’s interest in professional standards.

Important organizational accomplishments during the 1990s included the development of a strategic plan for the Seattle Section in 1997, which was revised and updated in 1998. The Seattle Section’s “Duties and Procedures Manual” was revised in June 1995. The monthly newsletter underwent several major reviews, including one by the Newsletter Cost Reduction committee in 2001-2002. As early as November 1990, the Executive Board emphasized the importance of the newsletter as the primary communications tool for Seattle Section members.

Considerable time and effort was given to the Seattle Section’s participation and hosting of the National Water Resources Engineering Conference held in Seattle in August 1999 and the ASCE National Convention held in Seattle in October 2000.

Although not extensive, the files of the Seattle Section’s various committees, including budget, geotechnical, infrastructure and transportation, legislative, lifelines and earthquake engineering, public information, public relations, student advisory, surveying and mapping, Thompson Scholarship, and water resources and environmental engineering, provide an overview of many of the organization’s interests and activities.

The collection also includes student papers and work from a class taught at the University of Washington in 2004, CEE 423 – Civil Engineering Heritage, under the instruction of ASCE – Seattle Section member J.E. Colcord.
