Allottees pin hope on mayor

1,300 allottees pass away amid dreams of their own houses0; action committee of E-12 knocks PM, CJ, NA speaker, Senate chairman door to look into the matter on humanitarian grounds

The Action Committee of E-12 allottees have appealed to Prime Minister Nawaz Sharif, Chairman Senate MianRazaRabbani, Speaker National Assembly SardarAyazSadiq and Chief Justice of Pakistan MianSaqibNisar and Mayor Metropolitan Corporation Islamabad and Chairman of Capital Development Authority Sheikh Anser Aziz to look into the matter of allottees of Sector E-12 who had been waiting for past 28 years for development of the sector and during this time a large number of them have passed away.

NazarHussain, Coordinator, Action Committee of E-12 while talking to ‘The News’ said that we appeal to the honorable Chief Justice of Supreme Court, Prime Minister, Chairman Senate and Speaker National Assembly kindly to look in to the matter on humanitarian grounds and direct Capital Development Authority (CDA) for earliest possible simultaneous development of 4 sub sectors of E-12.

Divulging details, NazarHussain said that CDA acquired Sector E-12 in 1985 and paid cost of land to the concerned land owners and subsequently launched a housing scheme in the sector in 1989. “Total plots in the sector were 4,430 of which 2,730 plots were allotted to CDA employees as well as to general public through a ballot. Moreover, 1,700 plots were allotted to in service and retired federal government employees including widows of deceased employees, on the basis of age wise seniority, through Federal Government Employees Housing Foundation (FGEHF). About 20 plots were then allotted on market rate that is Rs26.3 million per 600 square yards whereas a number of plots were purchased by the overseas Pakistanis, the CDA and FGEHF had received full cost of plots and development charges from the allottees,” he added.

He said it is quite ironical that the federal government employees who got allotment of plots were then in their late fifties and by now more than 1,300 such allottees have passed away amid dreams of their own house. The allottees and families of deceased allottees have been living a hard life and have spent millions of rupees as rent of hired houses. “The allottees kept on running from pillar to post to procure a shelter in their old age for themselves and for their families but nothing tangible happened except false promises from the concerned authorities,” he added. The CDA with all its organisational set up, with a huge team of Land Directorate, Enforcement Directorate, Anti Encroachment Cell, Law Directorate and also by the backing of force of local police has miserably failed to secure possession of the acquired land and develop the sector in past 28 years,” he added.

In this connection, NazarHussain also quoted the operative decision of Honorable Supreme Court arrived in early 2011: “The CDA authorities are directed to take back possession of the entire land in accordance with law which has already been acquired without giving any concession or entering into compromise with occupants/previous owners of the land now belonging to the CDA for which out of public exchequer compensation has been paid. As far as the previous owners/occupants are concerned they have no right to occupy the same. Chairman CDA shall prepare a schedule for implementing this order and fortnightly progress shall also be sent to Registrar for our perusal until, whole property acquired by CDA and presently is in possession of the unauthorized occupants is recovered.”

He said that the implementation of the above directions of the Honorable Supreme Court is best known to the CDA but on ground there appears no progress. Under the said circumstances, he said there seems no ray of hope or a silver lining for development of the sector:”I therefore humbly request the honorable Chief Justice of Supreme Court, Prime Minister, Chairman Senate and Speaker National Assembly kindly to look in to the matter on humanitarian grounds and direct CDA for earliest possible simultaneous development of 4 sub sectors of E-12,” he added.
