When our contract with the Bureau of Prisons ended in 2008, I was given three weeks too find a new position within CSC. I was unable to do so and was laid off. After a couple of months seeking a new position in the Washington, DC area, we decided to sell our house and leave. During the time the house was being upgraded and on the market, I was unable to look for a position anywhere. In August, 2009, we moved to a house near Morgantown, WV. I believe that we are settled in and its time to go back to work..

Program Manager, Bureau of Prisons Inmate Telephone System-II (BOPITS-II) Program (2005 to April 18, 2008). Manage BOPITS-II, CSC’s Bureau of Prisons (BOP) Inmate Telephone System program valued at $10 million annually. Coordinate all work of the project team which includes 2 subcontractors. Establish work schedules; define and allocate task assignments; establish budgets; and monitor costs to ensure that work is completed on time and within budget. Manage the maintenance of inmate telephone systems at 110 federal prisons. Responsible for all aspects of program management including: technical performance, business administration and human resources management. Interact directly with the BOP COTR and other BOP officials to ensure that statement of work requirements are met and that the BOP is satisfied. Exercise full authority to act for CSC in the performance of the required work. Prepare and present management reviews to senior BOP managers. MaintainISO9001 and CMMi Level 3 compliance. Manage the closeout of the program over a two year period while reducing staff and maintaining customer satisfaction. All SLA’s were met and customer satisfaction was rated at 4.85 and 5.0 out of 5.0.

Senior Member Technical Staff (April 2004 – April 2005). Persuaded to reconsider early retirement and asked to develop database software and procedures to be used in evaluating proposals. Software developed in MS Access using a previous databasedeveloped for the Bureau of Prisons as a model. Assisted in BOPITS program’s successful efforts to attain CMMI Level 3 certification. Also led BOPITS program’s efforts to select a teammate for the next BOPITS-III version of the contract..

Deputy Program Manager-Engineering, BOPITS-II (2001 to 2004). Managed the installation and maintenance of inmate telephone systems for 102 federal prisons. Maintained strong relationship with BOP customer. Worked with subcontractor to improve their software development capabilities. Led effort to attain CMMI Level 3 certification for BOPITS-II. Developed RFP and evaluated proposal responses for a new call recording system for the Bureau of Prisons. Program improvements resulted in extremely favorable customer evaluations of CSC. Managed project tasks to completion on time and on budget. No installations were missed due to CSC’s inability to perform. Left BOPITS-II program in anticipation of early retirement.

Manager Special Projects, BOP ITS-II (2000 to 2001). Assisted with transition of BOPITS to new management team. Monitored maintenance services for 97 federal prisons. Provided evaluation of performance against Service Level Agreements to determine monthly revenue-sharing percentage.

Deputy Program Manager-Engineering, BOPITS-II (1998 to 2000).Managed technical staff installing and maintaining next generation Inmate Telephone System for more than 60 federal prisons. Selected software subcontractor teammate. Managed software subcontract in accordance with Software Engineering Institute guidelines. Developed Program and related management plans. Developed metrics used to demonstrate quality of our service to BOP. Continued managing technical staff on original Inmate Telephone System program.

Deputy Program Manager-Engineering, Bureau of Prisons Inmate Telephone System (BOPITS) (1991 to 2000).Managed technical staff installing Inmate Telephone System for 65 federal prisons for Bureau of Prisons. Managed staff performing maintenance and help desk functions after installations completed. Developed strong customer relations that played a large role in award of contract for replacement inmate telephone system. Developed ISO9000 plans for program when company initiated registration effort.

Principal Engineer, Manager Plus Network Management System Project (1989 to 1991).Principal Engineer for Contel’s proprietary network management system. Primary contact for customer questions and problems. Planned and implemented a major file conversion for a software upgrade.

Engineering Lead, Department of Energy Voice Network (1987 to 1989). Directed the activities of team designing and implementing enhancements to proprietary network management system. Assisted in the design of functions interfacing the system with Nortel SL-1 and SL-100 switches.

Led the installation of a CommunicationsManagementCenter for the Department of Energy. Worked with program management to identify outstanding issues and directed the technical staff in the resolution.

Installation Support Engineer. (1984 to 1987). Directed team activities in post-sales support and installation of telecommunications NetworkControlCenter software.

Supervisor. (1977 to 1984). Supervised team developing business office software for service orders and trouble tracking. Also served as a consultant to firms considering purchasing the system.

Directed the activities of software engineers supporting Accounting and Payroll systems.
