REVISED FINANCIAL REGULATIONS

WITH EFFECT FROM 25.06.2017

A. The revenue of the Federation will Include

1)Membership/ Subscription to be paid by Affiliated Associations/institutional Members/Life Members/Patrons.

2) Entry fee to be paid by the Organizers of National Championships.

3) Recognition Fees to be paid by the Organizers of national /

International Tournaments.

4) FIDE Fee payable by the organizers.

5) Fee for the award of titles

6) Fee for the award of Certificates

7) Players / Arbiters / Coaches Registration fee

8) Special entry fee payable to AICF by Indian players for participating in International events as special entries

9)Fees received for services rendered or rights granted by Federation

10)Other contributions like sponsorship etc.

11)AICF Website Promotion charges.

12)Such other receipts as may be incidental or mandatory to the above.

13)Interest on Deposits

B.Affiliation Fee / Special Membership Fee

Each affiliated members shall pay to the Federation the annual subscription of Rs.3000/- (Rs. Three Thousand Only) between 1st & 15th of April or with a fine of Rs.100/- before 30th April of that year. The annual subscription of Rs 10,000/- for the Institutional Members shall also be paid as above. AICF for Blind and Chess Federation for physically disabled annual subscription Rs.1,000.

C.Entry Fee

National Championship

Entry Fee at the rates and in the manner indicated below shall be levied for National Championships 50% of which shall be paid to the Federation towards its share.

The entry fees mentioned above on account of every player shall be paid by his/her respective State Association / Affiliated Unit / Entity / Player to the organizers at least 7 days before the start of each Championship or within the time limit printed by the Organizers / AICF. The entries received after the stipulated time may be accepted by the organizers with a late fee of Rs. 250/- per player till 3 days before the commencement of the championship. No entry shall be entertained by the organizers there after.

The organizers shall be liable to pay 50% (Fifty percent) of the entry fee to AICF by Demand Draft along with the details of entries within seven days of the conclusion of the championship. If the payment is not made within the stipulated period, the organizers will be liable to pay 10% Interest per month on the defaulted sum and equivalent of Euros 70/- which is penalty levied by FIDE for late submission of results.

The Organisers of all official championships like Asian, World, Commonwealth, Asian Zone etc., shall pay 50% of the entry fee to the AICF. If the organizers have to pay any amount from the entry fee to FIDE, Asian Chess or to Commonwealth then they would pay 50% out of the balance to the AICF.

The entry fee once paid shall not be refundable.

The players representing the North Eastern States, Andaman Nicobar, shall be entitled to 50% (Fifty percent) concession in entry fee subject to confirmation every year.

Protest : Protest, if any, against the decision of the Chief Arbiter shall be made in writing witha protest fee of Rs.1000/-within 30 minutes of the occurrence of the incident. The protest fee will be refunded if the appeal is upheld.

Medical Test for age evaluation : Rs.5,000/-

D.International Events

Indian players aspiring to participate in International events as Donor/Special Entries shall submit their entries through the AICF in the prescribed form and shall pay to AICF an entry fee as stipulated by AICF from time to time. For participation in tournaments abroad, in addition to the fee stipulated by AICF a sum of Rs 500/- shall be paid towards Bank transfer Charges. However such entries will be considered as per the Rules and Regulations passed by the Central Council / General body of the AICF from time to time.

E.Recognition Fee for National / International Competitions:

Organizers of National Tournaments shall pay to the Federation non-refundable recognition fee at the rates given below along with the bid form in advance. The application along with the Non Refundable Recognition fee shall be sent be four months in advance with a detailed proposal and estimated budget to the AICF Secretariat.

Any FIDE Rating (Swiss) : Entry Fee should not exceed 0.5% of the total Prize Money if the tournament is conducted within 5 days. Entry fee should not exceed 1% of the total Prize Money if the tournament is conducted more than 5 days. Open Rating Tournaments

with rating restrictions: Entry Fee should not exceed 0.5% of the total Prize Money if the tournament is conducted within 5 days. Entry fee should not exceed 1% of the total Prize Money if the tournament is conducted more than 5 days. AICF Recognition Fee - 10% of the total prize fund subject to a minimum of Rs.5000/- and FIDE Rating Fee including promotion on AICF website of Rs.35,000/-(which represents fees for only 150 players and for each participant over and above 150 players organiser should pay Rs.100/- per entry.)

Entry fee is subject to a maximum of Rs.10,000/-. Should not exceed at any cost for all tournaments.

To attract players from lower strata of society, AICF shall encourage FIDE Rated tournaments without cash prizes. For such tournaments where cash prizes are not awarded and only trophies are awarded to the winners, the entry fee should not exceed Rs.250/-. Such organisers shall pay AICF Rs.15,000/-, Rs.100 per player over and above 150 players, Rs.5000/- towards tournament promotion through AICF website. The above fees are irrespective of the number of days and for any open or rating restricted tournaments.

Rapid Rating Tournament : Rs.15,000/- upto 2 lakhs and above 2 lakhs additional 10% of the prize fund.

Blitz Rating tournament: Rs. 15,000/- upto 2 lakhs and above 2 lakhs additional 10% of the prize fund.

All State Championships age groups (Under 7,9,11,13,15,17,19 & 25) - Rs.7,500/- This FIDE fee is only for 150 players and over & above 150 players organiser should pay Rs.100/- per entry for each participant (with effect from 01.04.2017) Promotion of State Championship through All India Chess Federation website is not mandatory.

All State Championships (Open & Women) : 15,000/-. This FIDE fee is only for 150 players and over & above 150 players organiser should pay Rs.100/- per entry for each participant. This will be the same for Amateur State Championships. Promotion of State Championship through All India Chess Federation website is not mandatory.

Entry Fee for State Championships and National Championships are exempt from this 0.5% & 1% Rule.

No Recognition fee (10% of the prize money) for FIDE Rated tournaments organized in North East States. But FIDE fee (including promotion of tournament in AICF website) Rs.20,000/- to be paid in addition to Rs.100 per participant over and above 150 participants.

Promotion of tournament through All India Chess Federation website is mandatory

(i) Rs.1,50,000/- each will be paid to the organizers of Under 7, Under 9, Under 11, Under 13 and Under 17 National Chess Championships as grant. For National Under 25 the organisers will receive Rs.50,000/- only. However, the organisers will be reimbursed only after submitting the audited statement of accounts and tournament report. The same should be transfer to AICF within 60 days after the championship. No grant will be entertained after 60 days.

(ii) Rs.1,000/- shall be paid by AICF per player as boarding expenses participating in all the National Championships like National Under 7, 9, 11, 13, 17 25. This facility will be extended to the affiliated State Association’s seeded players and qualified players only who play under Normal entry fee. However, for under 15, 19 and National Challengers for Men & Women the respective organizers will pay Rs.1500/- per player out of the government grant as substantial grants are received from the Government of India towards Board & Lodge.

This was done to encourage age group National Championship organisers (other than Under 15 & Under 19) as these organizers do not receive any Central Government aid and also to motivate the chess playing children. The amount shall be disbursed after getting the audited statement of accounts.

iii) Rs.1.50 lakhs to be given towards Prize money for the North Eastern Chess Festival (Annual Championships) to be organized by the North Eastern States on rotational basis.)

iv) Rs.20,000/- to be given to Andaman & Nicobar as prize money for the State Championships.

The Examination fee for the Senior Arbiter is Rs.4000/- Per participant.

The prize money for all National Championships are as follows. The AICF will defray Rs.6/- lakhs and Rs.3.5 lakhs, to the organizers of the National Premier & National Women Premier towards Prize Fund.

Following fees shall be payable to the Federation for the award of Titles and Certificates subject to changes introduced by FIDE from time to time.

Coaches will be paid the above amounts per day subject to, making themselves available for 4 hrs daily at the venue decided by the AICF and during the tournaments.

State Coaching Camps: (Reimbursement of Expenses)

AICF shall reimburse players daily allowance: Rs.150/- per day for maximum of 7 days for 20 players selected on merit. Further AICF shall reimburse Traveling & Honorarium as per AICF Financial Regulations to the coach.

For any chess promotion in e-chronicle the following are the rates:

N.Payment to the Office Bearers and Secretariat Staff

1.Traveling expenses of the Hon. Secretary/ Office bearers / Others

The Secretary shall be paid airfare for his actual journeys performed in connection with the championship / Tournament of the Federation, Meetings of the Federation and any secretarial job requiring his personal attendance. In addition he shall be eligible incidental allowance of Rs.500/- (Rupees Five Hundred Only) for each day of travel and halt. He shall also be eligible for being re-imbursed with the actual hotel expenses on production of proper bills, Expenses for traveling by other modes of conveyance shall also be met by the Federation. The same facility will be extended to the other Office Bearers, CEO,Ex-officio members like FIDE and Asian office bearers / Asian Zone 3.7 President with the approval of the Hon. Secretary, whenever they are required to do so.

2.Traveling allowance to members attending CC / AGM

a. A lumpsum amount will be paid to one member from each affiliated State Chess Association when they attend the Central Council Meeting of AICF as detailed below:

For travel time of upto 12 hrs (Train) : Rs.1500/-

For travel time of more than 12 hrs and upto 24 hrs (Train) : Rs.3000/-

For travel time of more than 24 hrs (Train) : Rs.4000/-

North East / Andaman & Nicobar : Rs.6000/-

Money will be paid for actual travel and not otherwise.

c. Office Bearers of AICF, Asian / FIDE / Asian Zone 3.7 President andCEOwill be reimbursed the cheapest flight fare / First AC Train fare when they attend the AICF Central Council / General Body meetings.

O.Conditions of Services of the Secretariat Staff

1.The number and the category of the secretarial staff to be engaged and the remuneration and other benefits which they will enjoy will be decided by the President.

2.The working hours of the AICF Secretariat shall be from 10.30AMto5.30 PM.

3.All Sundays and Central Government public holidays shall be holidays for the AICF Secretariat provided however that no member of staff shall decline to work on such holidays in the event of an exigency.

4. The Secretarial Staff shall also be eligible for twelve days of non cumulative casual leave in a Calendar year subject to the condition that not more than three days of the leave shall be availed of at a stretch otherwise than on medical ground and also that leave shall not be claimed as a matter of right.

5. Medical reimbursement for self and dependents of staff will be subject to President’s discretion.

P.Cash Incentives for Medal winners in Official Championships

The AICF shall present the players with the following cash incentives whenever they win Medals in the Official Chess Championships as detailed below.
