1. / INTRODUCTION
Lincolnshire County Council (LCC) provides financial support to voluntary organisations across the County.
Each grant is targeted at increasing or enriching the quality of life within Lincolnshire and is provided to the following categories:

Arts Heritage Sports Communities Community Radio

Awards will only cover 50% of total project costs

The Maximum award is £20,000 or 50% of total project costs.

Grants are awarded in line with LCC Aims. Applicants who show how they can meet these aims will be considered for Grant Aid, please refer to page 10 for details.


2. / WHO CAN APPLY

Any non-for profit organisation can apply for grant aid, this includes:

Registered Charities

Community Groups

Parish/Town Councils

Community Interest Companies

Social Enterprises

Churches

The organisation must be properly constituted and have a minimum of 3 unrelated individuals on the management committee.

THE APPLICATION WILL NOT BE PROCESSED WITHOUT RECIEPT OF A GOVERNING DOCUMENT.

Grant aid does not fund:

Profit-making organisations

Organisations that have received funding from the scheme in the current financial year

Schools

If you have received Grant Aid before:
Applicants who have received Revenue Funding from the Council for three consecutive financial years will have to wait one financial year before they can reapply.
Applicants requesting grants for similar projects for which funding has already been awarded must prove that the project has developed.

Applicants must have 50% of project costs either:

Secured from other funders

In process of application to other funders

Contributed from their own funds

Contributed from other sources

Made up in ‘in kind’ donations with at least 10% of project costs secured in cash

If you are applying for over £10,000 we must receive evidence of 3 quotes for all major expenditures.

The major expenditure is £2,000 or more

In kind contributions are to be calculated using the following figures:
£11 per hour for ALL work. Maximum of 7 hours per day, 35 hours per week.
This figure is based on the average salary for paid employees in Lincoln.
Please note at least 10% of the total project cost must either be secured from other funding sources or a cash contribution from yourselves.
If in kind contributions are listed we must receive a detailed breakdown of how the costs have been worked out and copies of signed timesheets
3. / WHAT DO WE FUND? (Community radio stations see section 5)

Grant aid will cover the revenue costs incurred through running a ‘project’.

A project is defined as an activity that is different to your everyday activities.

Revenue items are items which you could not hold in your hands or are disposable.

The project must align with LCC agenda and must have a clear set of aims and outcomes, ie things that you will do if you achieve funding and things that you hope will happen on completion of the project.

You must provide us with evidence that the community want and would benefit from your project.

All projects must be open and accessible to everyone regardless of belief, ability, location, financial situation or socio-economic background.

Following are examples of expenditure grant aid would cover:

Salaries / Insurance
Fees / Publicity costs
Production costs / Promotion costs
Project running costs
4. / WHAT DON'T WE FUND? (Community radio stations see section 5)

Grant aid will not contribute to the following costs:

·  Running costs / administration costs of an organisation.

·  Overseas group activities.

·  Projects that have already started

·  Reimbursements or loans.

·  Membership costs

·  Printing costs.

·  Capital items/equipment purchase

·  Projects that are not accessible to the whole community

5. / COMMUNITY RADIO STATION

Community radio stations are eligible to apply for the following:

£15,000 or 50% of the total cost of equipment/set up costs to start up a radio station or purchase a piece of equipment to enhance broadcasting

A one of payment of £300 towards the cost of an Ofcom Licence fee

£20,000 or 50% of total costs towards one years running costs of the organisation

Community radio stations are only eligible to apply for funding if they hold a valid Ofcom Licence.

Policy as stated in section 1 and 2 applies to Community radio stations.

6. / TIMETABLE

Deadlines for applications will be 15th January, 15th May, 15th September annually.

7. / ASSESSING APPLICATIONS

All grant applications are scored on their merits, with regard to outcomes, management, finances and compliance with LCC aims. Applicants that achieve enough points will be offered funding.

Unsuccessful applicants and those who are not eligible for the Council’s Grant Aid will be offered a signposting service to other potential grant funds.

Applicants must evidence that they have contacted local professional bodies in the preparation of their projects in order that they comply with governing body requirements.

Sports applicants could contact their local district sports development officer, the Lincolnshire Sports Partnership and the county committee of their governing body.

Arts applicants may wish to contact the district and county arts development officers.

Heritage Projects can call upon the County Council’s Heritage Specialists, Lincolnshire Heritage or Local Heritage Forum.

LCC will, in addition, subscribe to local and national organisations that provide resources and information that enable the County to play a role in developing its policies for Rural Communities.

8. / FINANCIAL ARRANGEMENTS AND MONTIORING

Successful applicants will be sent an offer letter with details of how to draw down their award and will be required to send in evidence of the total cost of the project.

Applicants are required to complete a monitoring form and are to compliment this with evidence of their activity.

All grant awards are evaluated by an officer of LCC
