JOB PURPOSE
·  To work within the Durham Integrated Drug and Alcohol Services for Adults and Young People to develop innovative models for social and private housing.
·  To manage and develop the Recovery Academy Durham (RAD) provision which offers quasi-residential services to service users
·  Line manage staff working within the RAD provision
·  To co-ordinate the development of treatment packages and housing support for those within the RAD programme
·  To co-ordinate and develop pathways into specialist housing provision
·  To co-ordinate and develop opportunities for move on accommodation for those progressing through specialist housing provision
·  To work with and develop partnerships with social and private landlords
·  To generate income through fundraising and bid writing which contribute to the on-going development of specialist housing provision
·  To work within a forward looking, dynamic and competent team within a culture of continuous performance improvement, leading by example and consistently performing to best practice.
·  To work collaboratively with the wider Durham services, internally and externally, and to develop effective pathways, to ensure cohesive and seamless transition for service users.
·  To work within a strengths-based, recovery-orientated, change and outcomes focused approach that promotes service users, families and communities as responsible co-producers of health, well-being and recovery.
MAIN DUTIES AND RESPONSIBILITIES
Service delivery:
·  To manage and co-ordinate the RAD provision and programme across Durham
·  Provide line management and supervision to staff employed within RAD delivery
·  Ensure an effective programme of intervention is delivered as part of the RAD programme which provides visible outcomes for service users
·  To manage and coordinate efficient and effective staff deployment across the RAD provision, to provide adequate cover for all aspects of the service.
·  To develop the RAD and wider housing provision through partnership and joint working with local social and private landlords
·  To work with local housing providers to ensure housing stock is made available to service users both for the RAD provision and long term move on accommodation
·  To ensure that service users are fully informed about their housing options, are involved in and consent to decisions about their support, and are encouraged to take opportunities to achieve recovery and appropriate housing.
·  To lead on ongoing developments of the , the housing provision through staged action plans, in line with local needs and organisational or national direction and best practice
·  To work collaboratively and proactively with other teams and managers within the Durham integrated treatment system, to ensure that services are fully coordinated and are working collectively towards the achievement of recovery goals, and positive housing outcomes for each individual client
·  To advocate for your service users when necessary. To work within, direct and manage the RAD Team, to deliver bespoke 12step Recovery support to service users. This team approach will including ETE, wraparound provision, links to mutual aid, recovery community development, peer mentor training, and work placement opportunities.
·  In conjunction with the Durham area manager, to lead, manage and develop the Durham RAD Service and to build a positive, forward looking, dynamic and competent team.
·  Support the Durham Area manager with the data and performance expectations set with the current Durham contract and drive PHE and NDTMS agendas for RAD services.
Performance and People Management:
·  To performance manage at service and function level through overseeing: delivery of contractual requirements, targets and outcomes; work plans and objective setting; evaluation and monitoring.
·  To manage the continuous improvement of quality and performance across functions and within an integrated model of service delivery, through ongoing evaluation.
·  To develop outcomes and targets, programmes and performance measures, where they are inadequate or do not exist.
·  To be responsible for workforce learning and development across the housing services and wider treatment system, implementing corporate, and national frameworks and occupational standards as appropriate.
·  To ensure effective communication and engagement with staff, and dissemination of information, on service, organisational, and industry developments which is clear, relevant, timely, and up to date.
·  To ensure clarity of management, teams and roles within the site service, whilst developing a flexible and integrated workforce able to work across functions and interventions, and preventing silo based delivery.
·  To develop an active and productive learning environment, promoting mentoring, peer work, volunteering, co-design, talent development and capacity building, and ensuring adequate support of these areas.
·  To ensure effective team functioning, good working relationships and a cohesive team.
·  To provide professional leadership through: first line support to direct reports; decision making; leading by example; maintaining appropriate expectations, culture and values; embracing and implementing change.
·  To provide operational management of direct reports through consistent and quality provision of supervision, objectives, appraisal, induction, disciplinary and grievance and absence management.
·  To address areas of poor performance by individuals and teams, implementing corporate HR procedures.
·  To develop and maximise the potential of direct reports through skill development opportunities, coaching, engagement, motivation, team building and delegation.
·  To support direct reports to be competent to meet individual, service and organisational objectives, matching training and resources to job roles and individual needs.
·  To have overall responsibility for effective recruitment and retention of staff and volunteers employed as part of the specialist housing and RAD provision
Business Development and Engagement:
·  To explore opportunities for growth and development within the housing provision with the Durham Manager and the Business Development Manager.
·  To explore new sources of local funding and investment.
·  To respond to specific opportunities by attending bidder events, undertaking business intelligence and needs analysis, and contributing to bid writing and tendering processes.
·  To engage with Lifeline Managers, partners, funders, organisations, and service users to develop responses that are strategy-focused, customer-focused, collaborative, creative, efficient, and effective.
·  To ensure local presence, development of networks, and engagement with external stakeholders, to promote partnership building, business opportunities, marketing, reputation building and integration.
·  To maintain sound strategic awareness of housing policy, substance misuse policy and of other health, social care and criminal justice agendas
Governance and Reporting:
·  To report directly to the Durham Area Manager, producing reports and data to the Director and Central teams where required
·  To be responsible for performance and monitoring of the housing provision, reporting to managers, commissioners and stakeholders, through the coordination and provision of activity and outcomes reports and data.
·  To utilise service data to facilitate business decisions and reporting, locally and organisationally.
·  To effectively manage governance and quality within the housing provision, implementing local, corporate and national requirements, policies and best practice, including mechanisms for effective clinical governance.
·  To be responsible for overall expenditure against the budget allocated to housing provision, ensuring financial viability and transparent, consistent financial and contractual records at all times.
·  To identify and mitigate financial, operational and contractual risks within the housing provision
GENERAL DUTIES

·  To attend meetings at appointed times, maintain professional personnel and service user records and meet deadlines.
·  To work flexibly across the whole service, including providing duty, late working and weekend cover as required.
·  To proactively maintain professional knowledge and practice and attend, use and contribute to supervision and team meetings effectively.
·  To assess risk and safeguarding issues, undertake risk and need assessments when appropriate and report any potential risk and safeguarding issues to ensure staff, service users and children are protected.
·  To work within professional boundaries maintaining safety and appropriate confidentiality at all times.
·  To demonstrate commitment to Lifeline’s statements of Mission, Vision and Values and strategy, ensuring that they inform, and are embedded within, service delivery and practice.
·  To ensure services and duties are delivered in compliance with the law and relevant national and local policies, standards and guidance, including the CQC, PHE, NICE and other quality standards.

RAD Coordinator

All criteria are Essential unless otherwise indicated

Experience (through paid or voluntary work)

·  Experience in providing a range of evidence-based recovery centred treatment interventions to substance misusers

·  Experience of using recognised psychosocial techniques in the treatment of substance misuse.

·  Experience or an understanding of providing interventions that support individuals to develop their personal strengths.

·  Experience of or understanding of delivering housing support and other related issues

Knowledge

·  An in-depth understanding and knowledge of the harmful effects associated with drug misuse in relation to health, social welfare, housing, employability and personal relationships.

·  An understanding/awareness of current national policies on substance misuse, the recovery agenda and the strategies that influence the priorities of treatment services.

·  An in-depth knowledge and understanding of the treatments and interventions available to substance misusers in recovery.

·  An understanding of harm minimisation, recovery, and treatment principles in line with best practice and national guidance

·  A knowledge and understanding of policies related to the safeguarding of children and vulnerable adults and how these influence practice.

·  A knowledge and understanding of housing support services and related issues

·  An understanding of models of recovery, and the role of the community in supporting recovery.

Education and Training

·  NVQ level 3 in Health and Social Care, and/or equivalent professional qualification (e.g. Health Care, Nursing, Social Work, equivalent overseas qualification).

·  Knowledge of National Policy frameworks that underpin interventions with substance misusers i.e National Strategy, NICE Guidelines, Models of Care, Routes to Recovery, QuaDS and DANOS.

·  Knowledge of housing related legislation

·  Knowledge of housing related benefit payments

Skills and abilities

·  The ability to quickly establish rapport with service users and to use assertive techniques to engage them in treatment and ensure they remain on the recovery pathway.

·  The ability to undertake accurate and comprehensive assessments of need, identifying levels of risk, recovery potential and to establish immediate and longer term recovery goals.

·  Ability to implement recovery-focused treatment plans that demonstrate a detailed knowledge of a range of resources to facilitate progress towards recovery goals.

·  Ability to use a range of psychosocial techniques and approaches and to deliver programmes of structured and non-structured interventions which are effective in facilitating progress towards recovery-focused goals.

·  Ability to organise, coordinate and prioritise caseloads.

·  Ability to produce written reports to a standard that is acceptable to a range of audiences (internal and external).

·  Ability to maintain accurate and detailed case records within given deadlines.

·  Ability to use data management systems for the effective recording of performance and service user data.

·  Flexibility of approach to problem solving and goal achievement that demonstrates an ability to use a range of treatment and recovery-enhancing resources.

·  Commitment to working collaboratively with co-workers, colleagues in other agencies, and external services to facilitate positive recovery outcomes for service users.
