OFFICIAL MINUTES OF THE REGULAR MEETING OF THE MANASSAS PARK GOVERNING BODY HELD ON TUESDAY, JANUARY 29, 2013 AT 7:00 PM AT MANASSAS PARK POLICE DEPARTMENT, 329 MANASSAS PARK, MANASSAS PARK, VIRGINIA

Two promotions:

Captain Mario Lugo is now Assistant Chief for Investigative Services and Special Operations

Captain Trevor Reinhart is now Assistant Chief for Administrative Services and Office of Professional Standards

Crime Reporting: Law Enforcement agencies across the state utilize an on-line, incident-based reporting system to report crime data for their jurisdictions to the Virginia State Police.

Drug Narcotics Violations: Statistics represent only those drug cases handled by the Manassas Park Police Department Uniformed Patrol. It does not include cases handled by the joint regional or federal task forces. Narcotic offenses increased over 21% in 2012.

Patrol Division: The patrol services division consists of teams of officers and support personnel whose function is to provide around-the-clock police services to the City and provide the first line of protection in the Homeland Security Effort. The Investigative Services Division assists patrol in following up on cases that are beyond the scope for the uniformed officer.

School Resource Officer operates within the schools to ensure the safety of our children.

Community Resource Officer works with the public to educate the community on safety and assist with crime prevention.

E-911 Communications Division; The center is staffed 24 hours a day with seven (7) fulltime, professionally trained and certified specialist who respond to all emergency and non-emergency requests for police, fire, and EMS assistance.

Code Enforcement Division provides responsive enforcement for miscellaneous, nuisance and zoning ordinances, as identified within the City Code.

Animal Control strives to promote the safe treatment of animals, to protect those community members who cannot speak for themselves.

In a preliminary review, the number of serious crimes reported by the city increased by 19% in 2012. An increase in larcenies, fueled by the current economic situation was the driver.

The department has achieved recognition for the third time as an accredited agency through the Virginia Law Enforcement Professionals Standards Commission and look forward to continuing to serve the citizens.

The Department received a grant for Project Lifesaver where a person who wonderers a lot is electronically monitored so the police department can electronically tell where they are located at.

The Mayor adjourned the Worksession at 10:10pm and went into closed meeting.

Closed Meeting State Code of VA Freedom of Information Act: Sec 2.2-3711a:Paragraph 6: 10:10 PM:

MOTION: Councilmember Miller moved to go into Closed Meeting for discussion or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected pursuant to Paragraph (6) Subsection 2.2-3711a of the Code of Virginia.

MOTION: Councilmember Miller

VOTE: Unanimously passed

Certification & Action out of Closed Meeting if Necessary

MOTION: CouncilmemberLeeper moved the following Resolution:

WHEREAS, the Governing Body of the City of Manassas Park has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and

WHEREAS, Section 2.2-3712(d) of the Code of Virginia requires a certification by this public body that such closed meeting was conducted in conformity with Virginia law.

NOW THEREFORE BE IT RESOLVED that the Governing Body of the City of Manassas Park hereby certify that, to the best of each member’s knowledge, (i) only public business matters lawfully exempted from open meeting requirements under this chapter and (ii) only such public business matters as were identified in the motion by which the closed session was convened were heard, discussed or considered in the meeting by the public body.
